ROAD TRAFFIC REGULATION ACT 1984

The East Sussex (C324 Ashcombe Lane, Kingston) (Temporary Prohibition of Traffic) Order 2025

To allow UKPN to carry out works, East Sussex County Council intend not less than seven days from the date of this notice to make an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following length of road;

Temporary Road Closure

Ashcombe Lane – from the junction with U5049 The Street to the junction with U5100 The Avenue.

A safe route will be provided for pedestrians and vehicular access for residents and to properties maintained whenever possible with an alternative route for through traffic via C324 Wellgreen Lane – C7 Kingston Road, Southover High Street, Bell Lane, Winterbourne Hollow – A275 Brighton Road – A27(T) Ashcombe roundabout – C324 Ashcombe Lane and vice versa. The Order commences 27 May 2025 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken between 27 May and 1 June 2025 depending upon the weather conditions.

The East Sussex (U5523 Firle Road, Seaford) (Temporary Prohibition of Traffic) Order 2025

To allow South East Water to carry out works, East Sussex County Council intend not less than seven days from the date of this notice to make an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following length of road;

Temporary Road Closure

Firle Road – from the junction with U5398 Firle Grange to the junction with P5546 Firle Drive.

A safe route will be provided for pedestrians and vehicular access for residents and to properties maintained whenever possible with an alternative route for through traffic via U5523 Firle Road – U5499 Belgrave Road – U5494 Carlton Road – U5486 Princess Drive – U5487 Grand Avenue – U5544 Crown Hill, Duchess Drive, Royal Drive – U5523 Firle Road and vice versa.

The Order commences 26 May 2025 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken between 26 and 28 May 2025 depending upon the weather conditions.

The East Sussex (U5004 Allington Road, Newick) (Temporary Prohibition of Traffic) Order 2025

To allow East Sussex Highways to carry out works, East Sussex County Council intend not less than seven days from the date of this notice to make an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following length of road;

Temporary Road Closure

Allington Road – from the junction with A272 Western Road to the junction with U5667 West Point.

A safe route will be provided for pedestrians and vehicular access for residents and to properties maintained whenever possible with an alternative route for through traffic via A272 Western Road, High Street, The Green – C8 The Green, Church Road – U5004 Allington Road and vice versa.

The Order commences 27 May 2025 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken between 27 and 29 May 2025 depending upon the weather conditions.

To allow Southern Water to carry out works, East Sussex County Council intend not less than seven days from the date of this notice to make an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following length of road;

Temporary Road Closure

Lansdown Place – from the junction with B2193 Station Road to the junction with U5157 St Nicholas Lane.

A safe route will be provided for pedestrians and vehicular access for residents and to properties maintained whenever possible with an alternative route for through traffic via A277 High Street, Western Road – C7 Winterbourne Hollow, Bell Lane – B2193 Southover High Street, Priory Street, Station Road.

The Order commences 27 May 2025 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken between 27 and 29 May 2025 depending upon the weather conditions.

To allow Openreach to carry out works, East Sussex County Council intend not less than seven days from the date of this notice to make an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following length of road;

Temporary Road Closure

Mill Road – from the junction with A26 Malling Hill to the junction with U5135 The Lynchets.

A safe route will be provided for pedestrians and vehicular access for residents and to properties maintained whenever possible.

The Order commences 26 May 2025 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken on 26 and 27 May 2025 depending upon the weather conditions.

The East Sussex (C326 Shortgate Lane, Laughton) (Temporary Prohibition of Traffic) Order 2025

To allow East Sussex Highways to carry out works, East Sussex County Council intend not less than seven days from the date of this notice to make an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following length of road;

Temporary Road Closure

Shortgate Lane – from the junction with B2192 The Broyle to the junction with U7663 Common Lane.

A safe route will be provided for pedestrians and vehicular access for residents and to properties maintained whenever possible with an alternative route for through traffic via C326 Shortgate Lane – B2124 Lewes Road, Laughton Road – B2192 The Broyle and vice versa.

The Order commences 23 May 2025 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken on 23 May 2025 depending upon the weather conditions.

The East Sussex (U5297 Gibbon Road, Newhaven) (Temporary Prohibition of Traffic) Order 2025

To allow Southern Water to carry out works, East Sussex County Council intend not less than seven days from the date of this notice to make an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following length of road;

Temporary Road Closure

Gibbon Road – from the junction with U5803 Hanson Road to the junction with U5286 Western Road.

A safe route will be provided for pedestrians and vehicular access for residents and to properties maintained whenever possible with an alternative route for through traffic via U5286 Western Road – U5299 Bay Vue Road – U5300 Hillside – C29 South Road, Fort Road – U5297 Gibbon Road and vice versa.

The Order commences 27 May 2025 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken on 27 May 2025 depending upon the weather conditions.

The East Sussex (A22 Golden Jubilee Way, Westham & A22 Hailsham Bypass/Polegate Bypass, Hailsham) (Temporary 40 mph Speed Limit) Order 2025 

To allow East Sussex Highways to carry out works, East Sussex County intend not less than seven days from the date of this notice to make an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily restrict all traffic using the following lengths of road to a speed not exceeding 40 mph:

Temporary 40 mph Speed Limit

Golden Jubilee Way – from the junction with A27 Dittons Road roundabout to the junction with B2191 Willingdon Drove.

Hailsham Bypass/Polegate Bypass – from the junction with A22 Boship roundabout to the junction with U7712 Summerhill.

The Order commences 27 May 2025 and lasts for a period of 18 months, or until the works are completed, whichever is the earlier. However, it is anticipated the speed restriction will be in place from 20:00hrs to 06:00hrs between 27 May and 3 October 2025.

The East Sussex (U5287 Hillcrest Road, Newhaven) (Temporary Prohibition of Traffic) Order 2025

To allow UKPN to carry out works, East Sussex County Council intend not less than seven days from the date of this notice to make an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following length of road;

Hillcrest Road – from the junction with U5299 Bay Vue Road to the junction with U5283 Second Avenue.

A safe route will be provided for pedestrians and vehicular access for residents and to properties maintained whenever possible with an alternative route for through traffic via U5299 Bay Vue Road – U5286 Western Road – U5283 Second Avenue and vice versa.

The Order commences 28 May 2025 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken between 28 May and 3 June 2025 depending upon the weather conditions.

The East Sussex (C279 Rookery Lane, Rushlake Green) (Temporary Prohibition of Traffic) Order 2025

To allow BT Openreach to carry out works, East Sussex County Council intend not less than seven days from the date of this notice to make an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following length of road;

Temporary Road Closure

Rookery Lane – from the junction with C16 Back Lane to the junction with B2096 Earls Down.

A safe route will be provided for pedestrians and vehicular access for residents and to properties maintained whenever possible with an alternative route for through traffic via B2096 Earls Down, Carricks Hill, Battle Road, Woods Corner – C18 South Lane – C277 Bluekiln Road, Redpale, North Road – C16 White Horse Road, Bodle Street Road, Back Lane and vice versa.

The Order commences 30 May 2025 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken on 30 May 2025 depending upon the weather conditions.

The East Sussex (A267 Mayfield Road/Tunbridge Wells Road, Mark Cross) (Temporary Prohibition of Traffic) Order 2025

The Order commences 28 May 2025 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken from 20:00hrs to 06:00hrs between 28 May and 12 July 2025 depending upon the weather conditions.

The Order commences 12 May 2025 and lasts for a period of 18 months, or until works are completed, whichever is earlier. The Order commenced 13 January 2025 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken between 16 May and 1 September 2025 depending upon the weather conditions.

To allow South East Water to carry out works, East Sussex County Council have made an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following length of road;

Burnt Oak Road – from the junction with C483 Fordbrook Hill to the junction with U7487 Stone Cross Road.

The Order commenced 23 September 2024 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken between 12 and 16 May 2025 depending upon the weather conditions.

The Order commenced 28 January 2025 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken between 15 and 19 May 2025 depending upon the weather conditions.

The Order commences 14 May 2025 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken from 09:30hrs to 15:30hrs on 14 May 2025 depending upon the weather conditions.

To allow O’Halloran & O’Brien Ltd to carry out works, East Sussex County Council have made an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following length of road;

East Grinstead Road/Sheffield Park/Lewes Road/London Road/Lewes Road – from the junction with A22 Wych Cross to the junction with A272 Station Road.

The East Sussex (A22 Holmes Hill/Whitesmith/South Street/East HoathlyBypass/Eastbourne Road/Uckfield Bypass, Chiddingly/East Hoathly/Halland/ Little Horstead) (Temporary Prohibition of Traffic) Order 2025

To allow East Sussex Highways to carry out works, East Sussex County Council have made an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following length of road;

DEPARTMENT FOR TRANSPORT HIGHWAYS ACT 1980 AND ACQUISITION OF LAND ACT 1981

NOTICE is hereby given that Public Local Inquiries in connection with the Scheme and Orders mentioned below will be held by an Inspector appointed for this purpose by the Secretary of State for Transport beginning at 10.00am on Tuesday 13 May 2025 at Council Chamber, East Sussex County Council, County Hall, St Anne’s Crescent, Lewes, East Sussex, BN7 1UE to hear representations from remaining objectors (as defined in the Compulsory Purchase (Inquiries Procedure) Rules 2007) and statutory objectors (as defined in the Highways (Inquiries Procedure) Rules 1994), from any other persons having an interest in the land the subject of the Compulsory Purchase Order and, at the Inspector’s discretion, to hear representations from any other persons who may desire to appear and be heard.

THE SCHEME and ORDERS have been made by East Sussex County Council under the above-mentioned Acts and submitted to the Secretary of State for Transport for confirmation and are:

(1)    THE EAST SUSSEX COUNTY COUNCIL (EXCEAT BRIDGE REPLACEMENT – A259 EASTBOURNE ROAD) BRIDGE SCHEME 2023. This is a Scheme under Section 106(3) of the Highways Act 1980.

(2)    THE EAST SUSSEX COUNTY COUNCIL (EXCEAT BRIDGE REPLACEMENT – A259 EASTBOURNE ROAD) (CLASSIFIED ROAD) (SIDE ROADS) ORDER 2023. This is an Order under Sections 14 and 125 of the Highways Act 1980.

(3)    THE EAST SUSSEX COUNTY COUNCIL (EXCEAT BRIDGE REPLACEMENT – A259 EASTBOURNE ROAD) COMPULSORY PURCHASE ORDER 2023. This is an Order under Sections 239, 240, 246, 249, 250 and 260 of the Highways Act 1980.

THE SCHEME and ORDERS relate to proposals for the construction of a replacement bridge to carry the A259 Eastbourne Road over the Cuckmere River 22 metres north of the existing Exceat Bridge.
