The Council of the London Borough of Richmond upon Thames propose to make the above Order under section 6, 45 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.
The general effect of the Orders will be to introduce lengths of yellow lines as set out in the schedule to this Notice.
Copies of further particulars relating to the Order: -
(a) can be inspected, quoting Reference 25/067, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and
(b) may be viewed on the Council’s web-site at http://www.richmond.gov.uk/public_notices
Persons wishing to object to or support the proposals or any part thereof should write to the Head of Engineering, Traffic and Parking Policy, London Borough of Richmond upon Thames, Civic Centre, 44 York Street, Twickenham TW1 3BZ within 21 days of the date of this Notice giving the grounds of their objection. Merthyr Terrace, Barnes: | To remove the gated closure between Merthyr Terrace and Castelnau; To amend the parking layout at the north-western extremity of Merthyr Terrace, so that 1 parking space, and a disabled persons’ parking bay is removed; A length of double yellow lines ("no waiting at any time") will be introduced across Merthyr Terrace, approximately 10 metres south-east of the north-western extremity; To introduce 2 cycle parking areas at the north-western end of Merthyr Terrace. |

Temporary Road Closure
Paradise Road, Richmond

The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate water utility survey works they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Paradise Road, Richmond.
Whilst the works take place no person shall cause or permit any vehicle to proceed, wait or stand in Paradise Road from its junction with Eton Street to a point outside No 32 Paradise Road.
The order will come into effect on 15 May 2025 the restrictions will be in force between 20:00 and 23:59 on 15 May 2025. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
An alternative route for vehicles affected by the closure will be available via Sheen Road and Eton Street.
The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) any vehicle being used for police, fire brigade or ambulance purposes.
Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Road Closure & Temporary Parking Restrictions
Percy Road, The Avenue, & Broad Lane Hampton.

The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate water connection works, they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Percy Road, The Avenue, and Broad Lane Hampton.
Whilst the works take place no person shall cause or permit any vehicle to proceed, wait or stand at the following locations,
a) Percy Road (Junction with Broad Lane) both sides of the road from the termination of the double yellow lines for a distance of 25m
b) Broad Lane (Junction with The Avenue and Percy Road) both sides of the road from the termination of the double yellow lines for a distance of 25m.
c) The Avenue (Junction with Broad Lane) both sides of the road from the termination of the double yellow lines for a distance of 25m.
d) The slip road outside the shops will also be closed from the junction with Percy Road to the junction with Broad Lane.
The order will come into effect on 10 May 2025. The works are anticipated to be in progress from 10 May to 18 May 2025. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) any vehicle being used for Police, fire brigade or ambulance purposes.

ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14 (1)
Temporary Waiting Restrictions
Hanworth Road, Hampton.

The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate construction works and deliveries they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Hanworth Road, Hampton.
Whilst the works take place no person may permit a vehicle to wait or stand in Hanworth Road from a point outside number 122 north eastwards for a distance of 50m, and opposite from a point outside number 193 north eastwards for a distance of 50m to a point outside number 179.
The order will come into effect on 12 May 2025. The restrictions will remain in force at all times from 12 May 2025 to 21 October 2026.
The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle.
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) emergency service vehicles, subject to site conditions at the time of any emergency.
Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Temporary Parking Restrictions Station Road Hampton.

The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate core defect works, they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Station Road Hampton.
Whilst the works take place no person shall cause or permit any vehicle to wait or stand in Station Road, in the parking bays located on both sides of the Road from the junction with Gander Green to the junction with Avenue Road.
The order will come into effect on 09 May 2025. The works are anticipated to be in progress on 09 May 2025 only. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) emergency service vehicles, subject to site conditions at the time of any emergency.

ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14 (1)
Temporary Road Closure
Third Cross Road, Twickenham.

The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate telecoms works, they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Third Cross Road, Twickenham.
Whilst the works take place no person shall cause or permit any vehicle to proceed, wait or stand in Third Cross Road, from the junction with Staines Road southwards for a distance of 10 metres.
Whilst The Square, Richmond is closed, an alternative route for diverted traffic will be available via Third Cross Road, A311 Hampton Road, Fifth Cross Road, A305 Staines Road, and vice versa.
The order will come into effect on 15 May 2025. The works are anticipated to be in progress from 15 May to 16 May 2025. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) any vehicle being used for Police, fire brigade or ambulance purposes.

ROAD TRAFFIC REGULATION ACT 1984 – SECTION 16A
THE LONDON BOROUGH OF RICHMOND UPON THAMES (SPECIAL EVENTS)
(VARIOUS STREET PARTIES) (NO. 1) ORDER 2025
(Reference 25/066)
The Council of the London Borough of Richmond upon Thames on the 30 April 2025 made the above Order under section 16A of the Road Traffic Regulation Act 1984, as amended.
The general effect of this Order is to facilitate the holding of a street party in various streets to allow residents to celebrate VE Day within their communities.
The streets which will be closed are listed in the Schedule to this notice. Full details of the lengths of street which will be closed and times when the closures will be in force will be contained in the order referred to in the next paragraph.
Copies of the Order:–
(a) can be inspected until 31 December 2025, quoting Reference 25/066 at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and
