The Croydon (Prohibition and Restriction of Stopping, Loading and Waiting) and

(Free Parking Places) (No.10) Order 2025

The Croydon (On-Street Charged–For Parking Places)

(No. 10) Order 2025

NOTICE IS HEREBY GIVEN that Croydon Council on 28 April 2025 made the above Traffic Orders under section 6 of the Road Traffic Regulation Act 1984, as amended and all other enabling powers.

1. The general effect of the Orders would be to:

a) Revoke the disabled parking places in the vicinity of No. 16 Charnwood Road, South Norwood, No. 40 Elm Park Road, South Norwood, No. 42 Frimley Crescent, New Addington, No. 15 Furze Road, Thornton Heath, No. 2 Greenview Avenue, Croydon, No. 21 Grove Road, Thornton Heath, and No. 668 Mitcham Road, Croydon.

b) Designate new parking places at which vehicles displaying a disabled persons’ badge may be left without charge or time limit in the following locations:

  • Aschurch Road, CroydonOutside No. 36

  • Bensham Lane, CroydonAdjacent to the flank wall of Bedford House, No. 380 London Road (Replaces one space in a permit/ payment bay)

  • Bensham Lane, Thornton HeathOutside No. 191 and partially across the frontage of No. 189 (Replaces one space in a partial footway permit/ payment bay)

  • Beverstone Road, Thornton HeathOutside No. 26

  • Buckingham Gardens, Thornton HeathOutside No. 6 (Bay to be positioned at 90 degrees to the kerb)

  • Buller Road, Thornton HeathOutside No. 20

  • Chipstead Valley Road, CoulsdonPartially outside Nos. 218 and 220 (Replaces one space in a free parking bay)

  • Colescroft Hill, PurleyOutside No. 7

  • Davidson Road, CroydonOutside No. 569 (Replaces one free partial footway bay)

  • Fairholme Road, CroydonOutside No. 20 and partially across the frontage of No. 22 (Replaces one space in a permit/ payment bay)

  • Gonville Road, Thornton HeathOutside No. 104

  • Headcorn Road, Thornton HeathOutside No. 109

  • Mayfield Road, Thornton HeathOutside No. 73

  • Melfort Road, Thornton HeathOutside No. 82 (Partial footway bay)

  • Pawson’s Road, CroydonOutside No. 60 and partially across the frontage of No. 62 (Replaces one space in a partial footway permit/ payment bay)

  • Tilford Avenue, New AddingtonOutside No. 25

  • Woodfield Close, CoulsdonAdjacent to the flank wall of No. 1

  • Woodside Avenue, South NorwoodOutside No. 10

c) Amend the map-based tiles to the Schedule attached to the above Orders to accurately represent the new parking arrangements as they exist on site.

2. Copies of the Orders, which will come into operation on 06 May 2025 and of all associated Orders can be inspected between 9am and 4pm, Monday to Friday inclusive, until the last day of a period of six weeks beginning with the date on which the Orders are made or, as the case may be, the Council decides not to make the Orders, by appointment with the Parking Design Team, 3rd Floor, Zone C, Bernard Wetherill House, 8 Mint Walk, Croydon, CR0 1EA (telephone 020 8726 6000 and ask for Parking Design). Alternatively all related documents or further information can be requested by email to Parking.Design@croydon.gov.uk.

3. Any person desiring to question the validity of the Orders or of any provision contained therein on the ground that it is not within the relevant powers of the Road Traffic Regulation Act, 1984 or that any of the relevant requirements thereof or of any relevant regulations made there under have not been complied with in relation to the Orders may, within six weeks of the date on which the Orders were made, make application for the purpose to the High Court.

ROAD TRAFFIC REGULATION ACT, 1984, SECTION 14 AS AMENDED

THE ROAD TRAFFIC (TEMPORARY RESTRICTIONS) ACT 1991

AND ALL OTHER ENABLING POWERS

LANSDOWNE ROAD, CROYDON

TEMPORARY PROHIBITION OF VEHICULAR TRAFFIC & PARKING

  1. Croydon Council HEREBY GIVE NOTICE that to facilitate works to telecommunication masts, they have made Order the effect of which would be to temporarily prohibit traffic movements and parking in Lansdowne Road, Croydon.

  2. During the work:

    a) Lansdowne Road will be closed between its junction with Bedford Place and No. 79 Lansdowne Road.

    b) Parking bays opposite No. 75 Lansdowne Road will be suspended.

  3. Whilst the closure remains in force the alternative routes for diverted traffic will be as detailed below:

    • From Bedford Place: via Lansdowne Road, Sydenham Road, Gladstone Road, Gloucester Road, and A222.

    • From A222 Windmill Bridge: via A222, Sydenham Road, and Bedford Place.

    • From A222 St James’s Road: via A222 Windmill Bridge, Lower Addiscombe Road, Cherry Orchard Road, Addiscombe Grove, Barclay Road, Park Lane, Wellesley Road, Bedford Park, and Bedford Place.

  4. The Order will come into operation on 01 May 2025, and it is anticipated that the work will be completed within one day. However, the Order will remain in force for 18 months to be reintroduced should further work be required. The prohibitions will only apply during such times and to such extent as shall from time to time be indicated by traffic signs.

  5. The restrictions shall not apply in respect of:

    (a) any vehicle involved in conducting the said work.

    (b) a vehicle being used for fire brigade, ambulance, or police purposes, or the purposes of a statutory undertaker in an emergency, such as the loss of supplies of gas, electricity or water to premises in the area, which necessitates the bringing of vehicles into a section of road to which the order applies.

    (c) anything done with the permission of a police constable in uniform or a Civil Enforcement Officer.

PAWSONS ROAD, CROYDON & SANDRINGHAM ROAD, THORNTON HEATH

TEMPORARY PROHIBITION OF VEHICULAR TRAFFIC

  1. Croydon Council HEREBY GIVE NOTICE that to facilitate gas main replacement works by SGN, they have made an Order the effect of which will be to temporarily prohibit vehicular traffic movements in Pawsons Road, Croydon and Sandringham Road, Thornton Heath.

  2. Whilst the said works are taking place:

    a) Sandringham Road will be closed between its junction with Kynaston Road and the north-eastern flank wall of No. 2 Sandringham Road from 05 May to 19 May 2025.

    b) Pawsons Road will be closed between its junctions with Lion Road and Mayo Road from 09 June to 14 July 2025.

  3. During the closure, the alternative routes for traffic will be as detailed below:

    Sandringham Road Southbound: Via Pitt Road, Pawsons Road, Palmerston Road

    Sandringham Road Northbound: Via Pitt Road, Kynaston Avenue, Kynaston Road

    Pawsons Road Southbound: Via Queens Road, Windmill Road, Whitehorse Road

    Pawsons Road Northbound: Via Queens Road, Bensham Lane, Brigstock Road, High Street, Whitehorse Road

  4. The Order will come into operation on 05 May 2025, and it is anticipated that the works will be carried out as detailed above. However, the Order will remain in force for 18 months to be reintroduced should further work be required.

5. These restrictions shall not apply in respect of:

(a) any vehicle involved in carrying out the said work.

(b) a vehicle being used for fire brigade, ambulance, or police purposes, or the purposes of a statutory undertaker in an emergency, such as the loss of supplies of gas, electricity or water to premises in the area, which necessitates the bringing of vehicles into a section of road to which the order applies.

(c) anything done with the permission of a police constable in uniform or a Civil Enforcement Officer.

HIGH STREET & SOUTH NORWOOD HILL, SOUTH NORWOOD

TEMPORARY PROHIBITION OF TRAFFIC

  1. Croydon Council HEREBY GIVE NOTICE that to facilitate repairs to a defective washout box frame and cover in the carriageway on behalf of Thames Water, they have made an Order the effect of which would be to temporarily prohibit traffic movements in High Street and South Norwood Hill, South Norwood.

  2. During the works, Heavy Goods Vehicles (HGVs) and buses will be banned from turning into South Norwood Hill from High Street, South Norwood.

  3. Whilst the restriction remains in force the alternative routes for diverted vehicles will be as detailed below:

    Westbound – via Manor Road, A215, Portland Road, Spring Lane, Shirley Road, Addiscombe Road, Chepstow Road, Barclay Road, A323, A236, Mitcham Road, Sumner Road, St James’s Road, Windmill Road, Whitehorse Road, and Whitehorse Lane.

    Eastbound – via Croydon Road, Anerley Road, Anerley Hill, and Church Road.

4. The Order will come into operation on 03 May 2025, and it is anticipated that the work will be completed within two days. However, the Order will remain in force for 18 months to be reintroduced should further work be required. The prohibitions will only apply during such times and to such extent as shall from time to time be indicated by traffic signs.

5. The restrictions shall not apply in respect of:

(a) any vehicle involved in conducting the said work.

(b) Cars.

(c) a vehicle being used for fire brigade, ambulance, or police purposes, or the purposes of a statutory undertaker in an emergency, such as the loss of supplies of gas, electricity or water to premises in the area, which necessitates the bringing of vehicles into a section of road to which the order applies.

(d) anything done with the permission of a police constable in uniform or a Civil Enforcement Officer.
