What is happening?

EAST SUSSEX COUNTY COUNCIL

ROAD TRAFFIC REGULATION ACT 1984

The East Sussex (Public Footpath Newhaven 29 (part)) (Temporary Footpath Closure) Order 2024

To protect public safety during the construction of two new doctors’ surgeries in Newhaven Square, the Secretary of State has extended the above East Sussex County Council’s Order made on 25 October 2024 under Sections 14(1) and 15(1)(a) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following footpath:

Temporary Footpath Closure

Part of Public Footpath Newhaven 29 will be closed to all users between TQ 4455 0138 and TQ 4459 0139 for a distance of 57 metres. Unfortunately, there is no alternative route.

The closure will be in force for 18 months from 4 May 2025, or until the works are completed, whichever is the earlier, which after this period will require an extension from the Secretary of State, should the footpath still be unavailable to use.

The East Sussex (Public Footpath Seaford 23c, Seaford 23d (part), Seaford 26a (part), Seaford 26b) (Temporary Footpath Closure) Order 2025

To protect public safety as a result of coastal erosion, East Sussex County Council intend not less than seven days from the date of this notice to make an Order under Sections 14(1) and 15(1)(a) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following footpaths:

Temporary Footpath Closure

The whole of Public Footpath Seaford 23c will be closed to all users between TV 5135 9765 and TV 5147 9770.

Part of Public Footpath Seaford 23d will be closed to all users between TV 5147 9770 and TV 5147 9772 for a distance of 20 metres.

Part of Public Footpath Seaford 26a will be closed to all users between TV 5146 9772 and TV 5147 9770 for a distance of 16 metres.

The whole of Public Footpath Seaford 26b will be closed to all users between TV 5147 9770 and TV 5148 9767.

An alternative route will be available by using the England Coast Path.

The closure will be in force for 6 months from 19 May 2025, or until the footpaths are safe again, whichever is the earlier, which after this period will require an extension from the Secretary of State, should the footpaths still be unavailable to use.

The East Sussex (A22 East Hoathly Bypass/South Street, East Hoathly) (Temporary 40 mph Speed Limit) Order 2025

To allow East Sussex Highways to carry out works, East Sussex County Council have made an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily restrict all traffic using the following lengths of road to a speed not exceeding 40 mph:

Temporary 40 mph Speed Limit

East Hoathly Bypass/South Street – from the junction with A22 The Shaw roundabout to the junction with C13 Park Lane.

The Order commences 6 May 2025 and lasts for a period of 18 months, or until the works are completed, whichever is the earlier. However, it is anticipated the speed restriction will be in place from 20:00hrs to 04:00hrs between 6 and 9 May 2025.

The East Sussex (U5051 The Street, Rodmell) (Temporary Prohibition of Traffic) Order 2025

No.2 To allow UKPN to carry out works, East Sussex County Council have made an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following length of road;

Temporary Road Closure The Street – from Dormer Cottage to Monreepos.

A safe route will be provided for pedestrians and vehicular access for residents and to properties maintained whenever possible with an alternative route for through traffic via U5051 The Street and vice versa.

The Order commences 6 May 2025 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken between 6 and 12 May 2025 depending upon the weather conditions.

The East Sussex (C667 Itford Farm Lane, Itford) (Temporary Prohibition of Traffic) Order 2024

To allow Network Rail to carry out works, East Sussex County Council have made an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following length of road;

Temporary Road Closure

Itford Farm Lane – 60 metres either side of the level crossing.

A safe route will be provided for pedestrians and vehicular access for residents and to properties maintained whenever possible.

The Order commenced 8 April 2024 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken from 23:00hrs to 06:00hrs between 5 and 9 May 2025 depending upon the weather conditions.

The East Sussex (C8 The Green, Newick) (Temporary Prohibition of Traffic) Order 2025 

To allow SGN to carry out works, East Sussex County Council have made an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following length of road;

Temporary Road Closure

The Green – from the junction with C8 Church Road to no. 22 The Green.

A safe route will be provided for pedestrians and vehicular access for residents and to properties maintained whenever possible with an alternative route for through traffic via C8 Church Road – U5004 Allington Road – A272 Western Road, High Street – C8 The Green and vice versa.

The Order commences 6 May 2025 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken between 6 and 12 May 2025 depending upon the weather conditions.

To allow Openreach to carry out works, East Sussex County Council have made an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following length of road;

Temporary Road Closure

Cinder Hill – from the junction with A275 Chailey Green Road to the junction with C651 Oxbottom Lane.

A safe route will be provided for pedestrians and vehicular access for residents and to properties maintained whenever possible with an alternative route for through traffic via C651 Oxbottom Lane – A272 Station Road – A275 East Grinstead Road, Chailey Green Road and vice versa.

The Order commences 7 May 2025 and lasts for a period of 18 months, or until works are completed, whichever is earlier. The East Sussex (C406 School Hill, Old Heathfield) (Temporary Prohibition of Traffic) Order 2025

School Hill – from the junction with U7592 Weavers Brook Lane to the junction with B2096 Battle Road.

A safe route will be provided for pedestrians and vehicular access for residents and to properties maintained whenever possible with an alternative route for through traffic via U7592 Weavers Brook Lane, Sandy Cross Lane – B2203 Hailsham Road, Tower Street – A265 Burwash Road – B2096 Battle Road and vice versa. To allow Openreach to carry out works, East Sussex County Council have made an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following length of road;

Temporary Road Closure

Newick Hill – from the junction with C321 Fletching Lane to the junction with U5003 Jackies Lane.

A safe route will be provided for pedestrians and vehicular access for residents and to properties maintained whenever possible with an alternative route for through traffic via C321 Fletching Lane, Lane End Common – A275 East Grinstead Road – A272 Station Road, Western Road – C321 Newick Hill and vice versa. The Order commences 2 May 2025 and lasts for a period of 18 months, or until works are completed, whichever is earlier. Ailies Lane – from the junction with U7672 Graywood Road to the junction with U7676 Whitesmith Lane.

The East Sussex (C15 Featherbed Lane, Hailsham) (Temporary Prohibition of Traffic) Order 2025

To allow East Sussex Highways to carry out works, East Sussex County Council have made an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following length of road;

Featherbed Lane – from the junction with A271 Amberstone to the junction with C15 Cowbeech Hill.

A safe route will be provided for pedestrians and vehicular access for residents and to properties maintained whenever possible with an alternative route for through traffic via C15 Featherbed Lane, Cowbeech Hill, Cowbeech Road, Foul Mile, Cowbeech Road – C279 Rushlake Green, Rookery Lane – B2096 Earls Down, Carricks Hill, Battle Road – C18 South Lane – C277 Bluekiln Road, Redpale, North Road – C16 White Horse Road, The Causeway, Victoria Road – A271 Windmill Hill Road, Gardner Street, Hailsham Road, New Road, Amberstone and vice versa. The Order commences 2 May 2025 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken from 09:00hrs to 16:00hrs on 2 May 2025 depending upon the weather conditions.

The East Sussex (B2123 The Drove, Village Way, Ridge Road, Park Street, Park Street North, South Street, East Street, Middle Street and Mill Street, Falmer) (Prohibition of Waiting and Prohibition of Driving) Traffic Regulation Order 2013

The following additional/amended fixture times below will have the above Order restrictions imposed on the roads as listed from 4 hours before the commencement of the event held at The American Express Community Stadium until up to 2 hours after the event has finished; Park Street, South Street, East Street (Falmer Village South) in their entirety; Mill Street, Park Street North, Middle Street (Falmer Village North) in their entirety; and Ridge Road (Falmer Village North) from its junction with Middle Street in a northerly direction for a distance of 120 metres to its junction with Mill Street.

A safe route will be provided for pedestrians and vehicular access for residents and to properties maintained whenever possible with an alternative route for through traffic via A259 East Dean Road, Church Street, High Street, The Goffs – A2270 Upperton Road, Willingdon Road, Crossways roundabout, Willingdon Road, Eastbourne Road – A27(T) Eastbourne Road, Lewes Road, Drusillas roundabout, Lewes Road, Eastbourne Road – A27 Beddingham roundabout – A26(T) Newhaven Road, Beddingham Road, New Road – A26 New Road – A259 Drove Road, B&Q roundabout, The Drove, Denton roundabout, Seaford Road, Newhaven Road, Buckle bypass, Claremont Road, Station Approach, Clinton Place, Sutton Park Road, Sutton Road, Eastbourne Road and vice versa.

The Order commences 19 May 2025 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken between 19 and 30 May 2025 depending upon the weather conditions.

HIGHWAYS ACT 1980 AND ACQUISITION OF LAND ACT 1981

NOTICE is hereby given that Public Local Inquiries in connection with the Scheme and Orders mentioned below will be held by an Inspector appointed for this purpose by the Secretary of State for Transport beginning at 10.00am on Tuesday 13 May 2025 at Council Chamber, East Sussex County Council, County Hall, St Anne’s Crescent, Lewes, East Sussex, BN7 1UE to hear representations from remaining objectors (as defined in the Compulsory Purchase (Inquiries Procedure) Rules 2007) and statutory objectors (as defined in the Highways (Inquiries Procedure) Rules 1994), from any other persons having an interest in the land the subject of the Compulsory Purchase Order and, at the Inspector’s discretion, to hear representations from any other persons who may desire to appear and be heard.

THE SCHEME and ORDERS have been made by East Sussex County Council under the above-mentioned Acts and submitted to the Secretary of State for Transport for confirmation and are:

(3)              THE EAST SUSSEX COUNTY COUNCIL (EXCEAT BRIDGE REPLACEMENT – A259 EASTBOURNE ROAD) COMPULSORY PURCHASE ORDER 2023. This is an Order under Sections 239, 240, 246, 249, 250 and 260 of the Highways Act 1980.

THE SCHEME and ORDERS relate to proposals for the construction of a replacement bridge to carry the A259 Eastbourne Road over the Cuckmere River 22 metres north of the existing Exceat Bridge.
