ROAD TRAFFIC REGULATION ACT 1984 (as Amended) – SECTION 16(A to C)

THE COUNCIL OF THE BOROUGH OF ST HELENS

(VE [VICTORY IN EUROPE] DAY STREET PARTY)

(TEMPORARY PROHIBITION OF DRIVING)

(SPECIAL EVENT) ORDER 2025

NOTICE IS HEREBY GIVEN that on the 29th April 2025 the St Helens Borough Council made an Order in exercise of its powers under section 16A to C of the Road Traffic Regulation Act 1984 and any other enabling powers, the effect of which will be to:

  1. No person shall cause or permit any vehicles to proceed in either direction along the roads listed in Schedule 1, as and when directed by road traffic signs on-site during the date and time outlined in Column 3 and 4.

  2. The Interpretation Act, 1978, shall apply for the interpretation of this Order as it applies for the interpretation of an Act of Parliament.

  3. These restrictions shall not apply to Emergency Service Vehicles when pursuing their duties in connection with an emergency.

  4. These restrictions shall not apply for the purpose of a Statutory Undertaker in an emergency (such as loss of supply of gas, electricity or water to a premises) which necessitates the bringing of a vehicle into the road.

  5. These restrictions shall not apply to those vehicles used in connection with the organisation of the Special Event.

  6. There is no alternative diversion route.

    The reason for making this Order is to ensure safety during a street party to celebrate VE (Victory in Europe) Day.

    The Order will come into force on Saturday 10?? May 2025 and will have a maximum duration of three days, but will terminate on completion of the event, which is expected to be for one day.
