  • NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham (“the Council”) proposes to make the above Orders under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

  • The general effect of the Disabled Resident Parking Places Orders and the Disabled Persons Permit Parking Places Order would be to:

    (a) designate disabled resident parking places for use only by persons who are resident within the Beckton, Boleyn, Canning Town, Canning Town North, Custom House, East Ham, East Ham South East, East Ham South West, East Village, Forest Gate North, Green Street North, Little Ilford, Manor Park, Market Street, Monega, Plaistow North, Plaistow South, Prince Regent, Ruskin, Stratford, Stratford North East, Stratford North West, Upton Park, and Wakefield Controlled Parking Zones (CPZs), who meet the current criteria for the provision of parking places for disabled persons and who have been issued disabled resident parking permits for their vehicles. Certain other vehicles may wait in the parking places in certain circumstances, e.g., to load or unload goods or pick up or set down passengers. A single parking place would be designated at each of the locations listed below. (NOTE – At locations where an ‘overlap’ is also stated, the proposed parking place would overlap the frontage of the adjacent property numbers, by up to 1 metre unless otherwise mentioned);

    (b) extend an existing Disabled Resident Parking place in Canning Town North CPZ; and

    (c) relocate a Disabled Resident Parking place in Upton Park CPZ:

    Beckton Controlled Parking Zone – No. 4 Leamouth Road, E6 (overlaps No. 2 by 2.9 metres);

    Boleyn Controlled Parking Zone – No. 5 Geoffrey Gardens, E6 (overlaps Nos. 3 and 7);

    Canning Town Controlled Parking Zone – Thorne Close, E16 (adjacent to No. 35 Ozolins Way);

    Canning Town North Controlled Parking Zone – No. 50 Addington Road, E16 (to extend the bay by 0.5 metres) and No. 54 Birch Close, E16;

    Custom House Controlled Parking Zone – No. 153 Argyle Road, E16 and Nos. 2 – 12 Vandome Close, E16;

    East Ham Controlled Parking Zone – Hathaway Crescent, E12 (between Nos. 50 – 83 and No. 84) and No. 17 Lathom Road, E6;

    East Ham South East Controlled Parking Zone – No. 82 Flanders Road, E6 (overlaps No. 84 by 1.6 metres) and No. 60 Vicarage Lane, E6;

    East Ham South West Controlled Parking Zone – No. 94 Masterman Road, E6 (overlaps No. 92 by 2 metres);

    East Village Controlled Parking Zone – Honour Lea Avenue, E20 (east of Goswell Court);

    Forest Gate North Controlled Parking Zone – No. 11 Essex Street, E7 (overlaps No. 13), No. 17 Station Road, E7 (overlaps No. 15 by 2.2 metres), and No. 121 Wellington Road, E7 (overlaps Nos. 119 and 123);

    Green Street North Controlled Parking Zone – No. 52 Cheshunt Road, E7 (overlaps Nos. 46 and 48), No. 63 Halley Road, E7 (overlaps Nos. 61 and 65), No. 26 Upton Avenue, E7 (overlaps No. 24) and No. 75 Upton Avenue, E7 (overlaps No. 73 by 1.8 metres);

    Little Ilford Controlled Parking Zone – Grantham Road, E12 (outside John Cornwell VC House), Grantham Road, E12 (opposite No. 46), No. 79 Harcourt Avenue, E12 (overlaps No. 77), Little Ilford Lane, E12 (adjacent to No. 213B Church Road, E12), No. 8 Oregon Avenue, E12 (overlaps Nos. 6 and 10), No. 12 Rectory Road, E12, No. 800 Romford Road, E12, (overlaps No. 802) and Nos. 61 and 103 Walton Road, E12;

    Manor Park Controlled Parking Zone – No. 17 Meanley Road, E12 (overlaps No. 15);

    Market Street Controlled Parking Zone – No. 12 Langdon Road (overlaps No. 16) and No. 67 Mafeking Avenue, E6 (overlaps No. 65 by 1.7 metres);

    Monega Controlled Parking Zone – No. 42 Rosedale Road, E7 (overlaps No. 44) and No. 5 Rutland Road, E7 (overlaps No. 7);

    Plaistow North Controlled Parking Zone – Fothergill Close, E13 (bay located in layby outside Nos. 5 and 23); No. 25 Geere Road, E15 (overlaps No. 27) and No. 14 Harberson Road, E15;

    Plaistow South Controlled Parking Zone – No. 62 Kingsland Road, E13 (overlaps Nos. 60 and 64), opposite No. 2 Isabel Terrace, Praguel Street, E13 (converts the on-site community disabled bay) and No. 27 St. Clair Road, E13 (overlaps No. 25);

    Prince Regent Controlled Parking Zone – No. 13 Elkington Road, E13 (overlaps No. 15 by 1.4 metres), and Frank Street, E13 (on the south-west side in the parking layby to the rear of No. 15 Jutland Road);

    Ruskin Controlled Parking Zone – No. 45 Rosebery Avenue, E12 (overlaps No. 47);

    Stratford Controlled Parking Zone – Byford Close, E15 (in layby opposite Nos. 21 to 32), Chatsworth Road, E15 (the north side of the northern cul-de-sac), No. 63 Pitchford Street, E15 and No. 17 Vine Road, E15 (overlaps No. 19 by 2.3 metres);

    Stratford North East Controlled Parking Zone – No. 7 Clova Road, E7;

    Stratford North West Controlled Parking Zone – Idmiston Road, E15 (outside Lucel Tate House);

    Upton Park Controlled Parking Zone – No. 17 Kings Road, E6 (bay relocated from outside No. 19), Queens Terrace, E13 (in layby opposite Nos. 1 to 27), No. 36 Woodstock Road, E7 (overlaps Nos. 34 and 38), and No. 39 Terrace Road, E13 (overlaps No. 41 by 1.7 metres);

    Wakefield Controlled Parking Zone – No. 43 Aragon Road, E6 (overlaps No. 41 and 45), No. 74 Eversleigh Road, E6 (overlaps No. 76), Nos. 50–54 Wakefield Street, E6 and No. 58 Winter Avenue, E6 (overlaps No. 60 by 2.2 metres).

    1. The general effect of the Bus Lanes Order would be to introduce a with-flow bus lane on the north-west side of Montfichet Road, E20, outside Westfield shopping centre.

Documents giving more detailed particulars of the proposed Orders can be made available during normal office hours on Monday to Friday by emailing traffic.orders@newham.gov.uk, or inspected (by prior appointment – please telephone 020 3373 6415) at Newham Dockside, 1000 Dockside Road E16 2QU, until six weeks after the date on which the Orders are made or until the proposed Orders are withdrawn, as appropriate.

    4. All objections and other representations relating to the proposed Orders must be made in writing by 21 May 2025. All objections must specify the grounds on which they are made. They should be sent to the Acting Director of Highways, Parking and Transportation, London Borough of Newham, 3rd Floor West, Newham Dockside, 1000 Dockside Road, London E16 2QU or by email to traffic.orders@newham.gov.uk.

    5. Under the requirements of current access to information legislation, any letter or email sent to the Council in response to this Notice may be subject to publication or disclosure, or both, including communication to other persons affected.
