What is happening?

READING BOROUGH COUNCIL

(SWAINSTONE ROAD) (WAITING RESTRICTIONS AND PARKING PLACES) ORDER 2025

Reading Borough Council under Sections 1, 2, 3, 32, 35, 45, 53, 122(1) and 122(2) and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 (the “Act”) and all other enabling powers, after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act, proposes to make the Order named above. The effect of the Order will be to make permanent experimental provisions made under the operation of an 18 month trial. The Order would also replace The Borough of Reading (Swainstone Road) (Temporary Prohibition of Waiting and Parking Places) Experimental Order 2022. The waiting, loading and stopping restrictions are specified in the schedules below:

SCHEDULE 1: NO WAITING AT ANY TIME

Swainstone Road, North and South Sides

From its junction with Basingstoke Road to a point 10 metres west of that junction

Swainstone Road, North Side

From a point 30 metres west of its junction with Basingstoke Road to a point 35 metres west of that junction

Swainstone Road, South Side

From a point 29 metres west of its junction with Basingstoke Road to a point 32 metres west of that junction

Swainstone Road, North and South Sides

From its western end to a point 5m east of that end

SCHEDULE 2: SHARED USE 8.00AM–8.00PM PERMIT HOLDERS OR WAITING LIMITED TO 2 HOURS NO RETURN WITHIN 2 HOURS, AT OTHER TIMES PERMIT HOLDERS ONLY

Swainstone Road, North Side

From a point 10 metres west of its junction with Basingstoke Road to a point 30 metres west of that junction

Swainstone Road, South Side

From a point 10 metres west of its junction with Basingstoke Road to a point 29 metres west of that junction

SCHEDULE 3: RESIDENT PERMIT HOLDERS ONLY – MONDAY TO SUNDAY

Swainstone Road, North Side

From a point 35 metres west of its junction with Basingstoke Road to a point 5 metres east of the end of Swainstone Road

Swainstone Road, South Side

From a point 32 metres west of its junction with Basingstoke Road to a point 5 metres east of the end of Swainstone Road

SCHEDULE 4: ADDRESSES FOR ISSUE OF RESIDENTS AND BUSINESS PARKING PERMITS

Zone 10R

1–69 Swainstone Road

Copies of this Notice, the made order, plans, the orders to be amended and any statement of reasons (explaining the order) can be viewed online at: https://reading.gov.uk/parking

They can only be inspected in the Civic Offices by prior appointment. Objections or representations must be sent within 6 months from the date of this notice, or within 6 weeks after the order is made.

If any person wishes to question the validity of the Order or any provisions in the Order on the grounds that it is not within the powers conferred by the Act, or that any requirement of the Act, or of any instrument made under the Act has not been complied with, that person may, within 6 weeks from 24 April 2025 apply for the purpose to the High Court.
