EAST SUSSEX COUNTY COUNCIL

ROAD TRAFFIC REGULATION ACT 1984

The East Sussex (Public Bridleway Hartfield 37a (part)) (Temporary Bridleway Closure) Order 2025

To protect public safety due to a bridge in disrepair, East Sussex County Council have made an Order under Sections 14(1) and 15(1)(a) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following bridleway:

Temporary Bridleway Closure

Part of Public Bridleway Hartfield 37a will be closed between the junction of bridleways Hartfield 36b and Hartfield 36c (TQ 4729 3646) and the Forest Way (TQ 4765 3616) to horses only but will remain open for those on foot and to pedal cyclists. Unfortunately, there is no alternative route.

The Order is made following the issuing of a Temporary Notice under the relevant sections of the Road Traffic Act 1984, as amended.

The closure will be in force for 6 months from 29 April 2025, or until the works are completed, whichever is the earlier, which after this period will require an extension from the Secretary of State, should the bridleway still be unavailable to use.

The East Sussex (U7026 Holdcroft Lane, East Hoathly) (Temporary Prohibition of Traffic) Order 2024 No.2

To allow UKPN to carry out works, East Sussex County Council have made an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following length of road;

Temporary Road Closure

Holdcroft Lane – from the junction with C13 Waldron Road to the junction with U7026 Graywood Road.

A safe route will be provided for pedestrians and vehicular access for residents and to properties maintained whenever possible with an alternative route for through traffic via U7672 Graywood Road – U7676 Graywood Lane – C13 Scallows Lane, Waldron Road and vice versa.

The Order commenced 16 December 2024 and lasts for a period of 18 months, or until works are completed, whichever is earlier. The East Sussex (C329 Back Lane, Waldron, Heathfield) (Temporary Prohibition of Traffic) Order 2025

To allow BT Openreach to carry out works, East Sussex County Council have made an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following length of road;

Temporary Road Closure

Back Lane – from the junction with B2102 High Street to the junction with C329 Burnt Oak Lane.

A safe route will be provided for pedestrians and vehicular access for residents and to properties maintained whenever possible with an alternative route for through traffic via C329 Burnt Oak Lane – C208 Furnace Lane – A267 Little London Road, Cross in Hand Road and vice versa.

The Order commences 1 May 2025 and lasts for a period of 18 months, or until works are completed, whichever is earlier. The East Sussex (C26 Eastbourne Road, Ridgewood, Uckfield) (Temporary Prohibition of Traffic) Order 2025

To allow Walker Construction UK Ltd to carry out works, East Sussex County Council have made an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following length of road;

Temporary Road Closure

Eastbourne Road – from the junction with U7516 New Road to the Fernley Park roundabout.

A safe route will be provided for pedestrians and vehicular access for residents and to properties maintained whenever possible with an alternative route for through traffic via C58 Lewes Road – A22 Uckfield bypass – C26 Eastbourne Road and vice versa.

The Order commences 30 April 2025 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken between 30 April and 2 May 2025 depending upon the weather conditions.

The East Sussex (C114 Chiddingly Road, Horam) (Temporary Prohibition of Traffic) Order 2025

To allow East Sussex Highways to carry out works, East Sussex County Council have made an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following length of road;

Temporary Road Closure

Chiddingly Road – from the junction with A267 Horam Road to the junction with C330 Pick Hill.

A safe route will be provided for pedestrians and vehicular access for residents and to properties maintained whenever possible with an alternative route for through traffic via C330 Pick Hill, Gun Hill, Thunders Hill, Nash Street – A22 The Dicker – A267 New North Street, North Street, Eastbourne Road, Horam Road and vice versa.

The Order commences 30 April 2025 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken between 30 April and 2 May 2025 depending upon the weather conditions.

To allow South East Water to carry out works, East Sussex County Council have made an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following length of road;

Temporary Road Closure

Mill Lane – from the junction with C113 Station Road to the junction with A27 Eastbourne Road.

A safe route will be provided for pedestrians and vehicular access for residents and to properties maintained whenever possible with an alternative route for through traffic via A27(T) Eastbourne Road – C113 Station Road and vice versa.

The Order commences 29 April 2025 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken between 29 April and 1 May 2025 depending upon the weather conditions.

To allow SGN to carry out works, East Sussex County Council have made an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following length of road;

High Street – from the junction with U7208 Vicarage Lane to the junction with A295 Market Square.

A safe route will be provided for pedestrians and vehicular access for residents and to properties maintained whenever possible with an alternative route for through traffic via U7208 Vicarage Lane, Vicarage Road – C718 Market Square.

The Order commences 28 April 2025 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken between 28 April and 2 May 2025 depending upon the weather conditions.

To allow South East Water to carry out works, East Sussex County Council have made an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following length of road;

Temporary Road Closure

Swife Lane – from the junction with C211 Witherenden Road to the junction with A265 Burwash Road.

A safe route will be provided for pedestrians and vehicular access for residents and to properties maintained whenever possible with an alternative route for through traffic via A265 Burwash Road, Heathfield Road – C214 Swing Gate Hill, Witherenden Hill – C211 Waterloo Road, Witherenden Road and vice versa.

The Order commences 28 April 2025 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken between 28 and 30 April 2025 depending upon the weather conditions.

To allow East Sussex Highways to carry out works, East Sussex County Council have made an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following lengths of road;

Temporary Road Closures

Vert Lane – from the junction with U7676 Broomham Lane to Bluebell View.

Broomham Lane – from the junction with A22 Whitesmith to the junction with B2124 Lewes Road.

Diversion via B2124 Lewes Road – A22 Holmes Hill, Whitesmith and vice versa.

A safe route will be provided for pedestrians and vehicular access for residents and to properties maintained whenever possible.

The Order commenced 10 March 2025 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken between 28 April and 3 May 2025 depending upon the weather conditions.

To allow Southern Water to carry out works, East Sussex County Council intend not less than seven days from the date of this notice to make an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following length of road;

Hailsham bypass, Arlington Eagles roundabout, Polegate Road, Hailsham Road – A22(T) Cop Hall roundabout, Eastbourne Road – A27(T) Lewes Road, Eastbourne Road, Beddingham roundabout, Ranscombe Hill, Southerham roundabout – A26 Southerham Road, Cuilfail Tunnel, Cuilfail Tunnel roundabout, Malling Street, Malling Hill, Malling Down, Uckfield Road, Rose Hill, Lewes Road and vice versa.

The Order commences 12 May 2025 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken from 20:15hrs to 06:00hrs between 12 and 15 May 2025 depending upon the weather conditions.

NOTICE is hereby given that Public Local Inquiries in connection with the Scheme and Orders mentioned below will be held by an Inspector appointed for this purpose by the Secretary of State for Transport beginning at 10.00am on Tuesday 13 May 2025 at Council Chamber, East Sussex County Council, County Hall, St Anne’s Crescent, Lewes, East Sussex, BN7 1UE to hear representations from remaining objectors (as defined in the Compulsory Purchase (Inquiries Procedure) Rules 2007) and statutory objectors (as defined in the Highways (Inquiries Procedure) Rules 1994), from any other persons having an interest in the land the subject of the Compulsory Purchase Order and, at the Inspector’s discretion, to hear representations from any other persons who may desire to appear and be heard.

THE SCHEME and ORDERS have been made by East Sussex County Council under the above-mentioned Acts and submitted to the Secretary of State for Transport for confirmation and are:

(1)  THE EAST SUSSEX COUNTY COUNCIL (EXCEAT BRIDGE REPLACEMENT – A259 EASTBOURNE ROAD) BRIDGE SCHEME 2023. This is a Scheme under Section 106(3) of the Highways Act 1980.

(2)  THE EAST SUSSEX COUNTY COUNCIL (EXCEAT BRIDGE REPLACEMENT – A259 EASTBOURNE ROAD) (CLASSIFIED ROAD) (SIDE ROADS) ORDER 2023. This is an Order under Sections 14 and 125 of the Highways Act 1980.

(3)   THE EAST SUSSEX COUNTY COUNCIL (EXCEAT BRIDGE REPLACEMENT – A259 EASTBOURNE ROAD) COMPULSORY PURCHASE ORDER 2023. This is an Order under Sections 239, 240, 246, 249, 250 and 260 of the Highways Act 1980.

THE SCHEME and ORDERS relate to proposals for the construction of a replacement bridge to carry the A259 Eastbourne Road over the Cuckmere River 22 metres north of the existing Exceat Bridge.

COPIES of the Scheme and Orders and of the plans referred to therein have been deposited and may be seen free of charge at:

(i) The Reception Desk, East Sussex County Council, County Hall, St Anne’s Crescent, Lewes, East Sussex BN7 1UE; (ii) Seaford Library, 15-17 Sutton Park Road, Seaford BN25 1QX; and (iii) Eastbourne Library, Grove Road, Eastbourne BN21 4 TL. and can also be viewed on the Council’s website at:

COPIES of any proofs of evidence in relation to the Scheme and Orders, sent to or by the promoting authority, will be available for inspection on the website for the Inquiries at the above address from 22 April 2025.

PROCEEDINGS on the above-mentioned Scheme and Orders are being taken concurrently by virtue of Section 257 of the Highways Act 1980.
