ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14(1)

(Westgate, Cropper Gate & Skinner Street, Leeds)

(Temporary Prohibition of Traffic & Parking Bay Use) Order 2025

NOTICE IS HEREBY GIVEN that because street hoarding works are being or are proposed to be executed on or near the under mentioned highway(s), Leeds City Council intends (in not less than 7 days) to make an Order, the effect of which will be that: 1. No person shall cause or permit any vehicle to travel along a. Westgate, Leeds from its junction with Cropper Gate to its dead end. b. Cropper Gate, between its junctions with Westgate and Skinner St. c. Skinner Street at its junction with Cropper Gate. 2. No person shall cause or permit any vehicle to park or be in those two parking bays located at: Skinner St, at its junction with Cropper Gate. A diversionary route for vehicles affected by the closure will be available via: Westgate, Wellington St & Lisbon St. Essential access to and from premises and for emergency vehicles will be maintained. The Order is intended to come into operation on Monday 5th May 2025 and will remain in force for a maximum period of 18 months or until the works are completed if earlier. The works are expected to be completed by Thursday 25th September 2025. A Coultate. Ref: ECO2500102 (Kelcliffe Avenue, Guiseley, Leeds) (Temporary Prohibition of Traffic) Order 2025 NOTICE IS HEREBY GIVEN that because new service connection works are being or are proposed to be executed on or near the under mentioned highway(s), Leeds City Council intends (in not less than 7 days) to make an Order, the effect of which will be that: No person shall cause or permit any vehicle to travel along Kelcliffe Avenue, Guiseley, from its junction with Bingley Lands to a point adjacent to Property No.20. A diversionary route for vehicles affected by the closure will be available via: West Villa Road & Bingley Lands and vice-versa. The Order is intended to come into operation on Wednesday 14th May 2025 and will remain in force for a maximum period of 18 months or until the works are completed if earlier. The works are expected to be completed by Tuesday 20th May 2025.  The closure will be in place for 24hrs on each day. G Moate. Ref: ECO2500101

Temporary Traffic Restrictions, Mint Festival – Newsam Green Farm

Saturday 3 May 2025 & Sunday 4 May 2025

NOTICE IS HEREBY GIVEN that Leeds City Council intends (in not less than 7 days) to make the above Order under its powers contained in Section 14 of the Road Traffic Regulation Act 1984. The Order is required due to the likelihood of danger to the public due an increased vehicular and pedestrian traffic in connection with the holding the Mint Festival event at Newsam Green Farm. The effect of Order will be  that no person shall cause or permit any vehicle to 1. Turn Right when leaving the site from Shuttle/Mint taxi Gate 1 onto Newsam Green Rd; between 08:30hrs on Sat 3 May and 23:59hrs on Sun 4 May 2025. 2. Wait between 08:30hrs on Sat 3 May and 01:00hrs on Monday 5 May 2025, upon i. Pontefract La from Newsam Green Rd to Lakeside Way ii. Newsam Green Rd from Pontefract La to Bullerthorpe Lane. iii. Bullerthorpe La  from its junction with Newsam Green Rd for 500m to the north and for 500m to the south. 3.  Travel at a speed in excess of 30 MPH on Pontefract La and Newsam Green Rd from the junction of Newsam Green Rd and Bullerthorpe La and the junction of Pontefract La and Lakeside Way between 08:30hrs on Sat 3 May and 23:59hrs on Sun 4 May 2025. 4. Travel at a speed in excess of 40 MPH on Bullerthorpe La from its junction with Newsam Green Rd for 1km to the north, and for a distance of 350m to the south between 08:30hrs Sat 3 May and 23:59hrs on Sun 4 May 2025. 5. Turn into Newsam Green from Bullerthorpe La between 21:00hrs and 23:59hrs on both Sat 3 May and Sun 4 May 2025 (except for buses associated with the event): 6. Proceed along Pontefract Lane from Junction 45 Lakeside Way to Gate 2 – between 21:00hrs and 23:59hrs on Sat 3 May and Sun 4 May 2025. In addition it will be necessary to: a. Suspend existing parking restrictions on: Springwell Road from Water Lane to Springwell View for temporary coach bay – between 08:30hrs on Sat 3 May and 01:00 hrs on Monday 5 May 2025. b. Introduce Temporary Traffic Signals on Bullerthorpe La and Newsam Green Rd: being three-way signals (two phase system) as required between 08:00 hrs and 23:59hrs. The Prohibitions and restrictions above shall not extend to vehicles being used in connection with the event. Access for emergency services and pedestrians will be maintained to all premises situated or adjacent to any road or part of road to which restrictions apply including other premises accessible for pedestrians from and only such road. (Definitive Footpath Leeds No. 114) (Temporary Prohibition of Use) Order 2025

NOTICE IS HEREBY GIVEN that because works are to be undertaken to construct road drainage apparatus passing under or near the under mentioned footpath, Leeds City Council intends (in not less than 7 days) to make an Order, the effect of which will be that: N o person shall proceed on foot along Definitive Footpath Leeds No. 114, from where it meets the East Leeds Orbital Road, to the development site boundary adjacent to Fawdon Drive, in the Cross Gates and Whinmoor Ward. A diversion for pedestrians involves heading south on Definitive Footpath Leeds 113, then along footpath on Leeds Road and back up the footpath/cycle link adjacent to East Leeds Orbital Route and vice-versa. The Order is intended to come into operation at 6.00am on 6 May 2025 and to remain in force 24 hours per day, for a maximum period of 6 months. (Speed Limits) (City Wide) Order 2025 Amendment Order No.2 2025 – Great North Road, Kippax & Methley Ward

NOTICE IS HEREBY GIVEN that Leeds City Council, acting as the Local Traffic Authority and in exercise of its powers under Sections 81, 84, 85, 87, 89, 124 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 (‘the Act’), the Traffic Management Act 2004 and all other enabling powers, proposes to make the above Order, the effect of which will be: 1. To introduce a 50MPH on Great North Road, Leeds from its junction with the Boot and Shoe Roundabout, to a point 45m north of its junction with Selby Fork Roundabout. 2. To apply the National Speed Limit to A63 (Selby Fork Roundabout and Interchange); from a point 45m north of its junction with Selby Fork Roundabout, to a point 228 etres east of its junction with the smaller Selby Fork Interchange (including the Selby Fork Roundabout and both Selby Fork Interchange). 3. To apply the National Speed Limit to A1246 (Fairburn North Roundabout to Selby Fork Interchange); from its junction with the Selby Fork Roundabout, to a point 41m north of its junction with the Fairburn North Roundabout. Details of the proposals including plans showing the affected lengths of highway and the Council’s Statement of Reasons for the Order are available on request by e-mailing the address below.
