NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Orders under the powers conferred by sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended and all other enabling powers.
The general effect of the ‘Cycle Hire Parking Places’ Order would be to: (a) designate a parking place on the carriageway in the lengths of road specified in the Schedule to this notice for the leaving of electric assisted pedal cycles being used in a public hire scheme operated under an agreement with the Council; (b) amend the Merton (Parking Places) (Cycle Hire) (No. 2) Order 2025 so as to revoke its cycle hire parking place in St Georges Road.
The general effect of the ‘W1 Parking Places’ Order would be to remove existing lengths of parking place in the lengths of road specified in the Schedule to this notice to accommodate the introduction of pedal cycle hire parking places.
The general effect of the ‘Waiting and Loading’ Orders would be to amend the existing lengths of waiting and loading restrictions in Mansel Road and St Georges Road to accommodate the introduction of pedal cycle hire parking places.
A copy of each of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which indicate the roads or lengths of road to which the Orders relate, can be inspected on request at the main council office hours at Merton Link, Merton Civic Centre, London Road, Morden. Any person desiring to comment on the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof to the Environment, Civic Pride and Climate Department at the Merton Civic Centre, London Road, Morden, SM4 5DX or alternatively email: trafficandhighways@merton.gov.uk, quoting reference ES/CYCLEHIREB, no later than 9 May 2025.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

LONDON BOROUGH OF MERTON (VARIOUS ROADS) (CYCLE HIRE PARKING PLACE MARKING) (B5) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2025
The Council of the London Borough of Merton hereby give notice that to enable carriageway marking works they have made an Order to restrict parking in certain lengths of the roads specified in the Schedule to this Notice, subject to the results of consultation.
During the works no person shall cause or permit any unauthorised vehicle to wait, load or unload in certain lengths of the roads specified in the Schedule to this Notice. Existing marked parking places in various lengths of the said roads will be suspended.
Note: The works are expected to commence on 18 April 2025 and be carried out on a rolling basis. Warning signs will be posted on the roads before the works are expected to take place and cones will be put in place the day before. The works will be expected to take 1 day on each road, but may take longer if there are any unforeseen circumstances or poor weather conditions.
The restrictions will only apply during such times and to such an extent as indicated by the placing of prescribed signs.
Nothing in the Order will apply to:
(a) anything done with the permission or at the direction of a police constable in uniform; or
(b) any person or vehicle engaged in the execution of the said works; or
(c) any vehicle being used for police, fire brigade or ambulance purposes.
The Order will come in operation on 18 April 2025 and will remain in force for a maximum period of 12 months, or until the works have been completed, whichever is the sooner.
Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

ROAD TRAFFIC REGULATION ACT 1984 - SECTIONS 14(1)

(ROTHESAY AVENUE, SW20)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2025
The Council of the London Borough of Merton hereby give notice that to facilitate critical fire safety remedial works at No. 1A Rothesay Avenue, SW20, (St George’s Court), they intend to make an Order, the effect of which would be to introduce temporary waiting and loading restrictions in the said road.
During the works, no person would cause or permit any vehicle to wait, including for the purpose of loading or unloading a vehicle, in Rothesay Avenue, the north-east side, from its junction with Kingston Road, north-westward for a distance of 40 metres.
Any designated parking place situated in the road or length of road specified in paragraph 2 above would be suspended for the duration of the works.
The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
Nothing in the Order would apply to:
(a) any vehicle being used in connection with the execution of the said works or for the loading or unloading of construction delivery vehicles; or
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform or a Civil Enforcement Officer; or
(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions.
Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
The Order would come into operation on Tuesday 6 May 2025 and it is anticipated the works would be completed on 10 October 2025. However, the Order would remain in force for 6 months should further works be required.
