What is happening?

The A21 Trunk Road (Sevenoaks To Kipping’s Cross) Clearway Order 2025

National Highways Limited(a) gives notice that they propose to make an Order under powers conferred by Sections 1(1), 2(1) and (2)(c) and 4(1) of the Road Traffic Regulation Act 1984 on the A21 Trunk Road in the Districts of Sevenoaks, Tonbridge and Malling, and Tunbridge Wells in the County of Kent.

The effect of the Regulation would be to impose a ban on stopping, waiting, and parking on:-

1. a) the coastbound carriageway of the A21 between a point approximately 990 metres south of the centreline of Chevening Road overbridge (the cessation of motorway regulations) and Kipping’s Cross Roundabout, a distance of approximately 24500 metres measured along the length of the road; and

b) the London-bound carriageway of the A21 between Kipping’s Cross Roundabout and a point approximately 160 metres north of the centreline of Westerham Road overbridge (the commencement of motorway regulations), a distance of approximately 24500 metres measured along the length of the road; 

2. all of the slip roads leading to and from the lengths of road described in 1. above, at Morleys Roundabout (A225/B245), at Fairthorne Interchange, at Longfield Road Interchange, and at Pembury Interchange (A228/A264);

3. the following additional connecting roads:-
a) at Chipstead Interchange (A25):-
i) the road connecting from the London-bound carriageway of the A21 to the eastbound carriageway of Westerham Road;

ii) the road connecting from the London-bound carriageway of the A21 to the westbound carriageway of Westerham Road;

iii) the road connecting from the southbound carriageway of the A21 to the westbound carriageway of Westerham Road; and

iv) the road connecting from the westbound carriageway of Westerham Road to the southbound carriageway of the A21;

b) at Quarry Hill (A26):-
i) the road connecting from the coastbound carriageway of the A21 to the southbound carriageway of the A26; and 

ii) the roads connecting from the northbound carriageway of the A26 to the London-bound carriageway of the A21;

c) at Vauxhall Interchange (A26/A2014):-
i) the coastbound A21 off slip (terminating at Vauxhall Roundabout);

ii) the coastbound A21 on-slip (being a continuation of the unclassified Pembury Road from its junction with property north of the road);

iii) the London-bound on- and off-slip roads from and to their junction with Vauxhall Lane; 

d) at Henwood Green Road Junction (A21 coastbound): all slips and links within the junction from the divergence of the northbound and southbound carriageways of Henwood Green Road;

4. any central reservation, verge, and footway adjacent to any of the above.

This would extend, replace and revoke a previous order as follows:


The A21 Trunk Road (Sevenoaks Bypass And Tonbridge Bypass) (24 Hours Clearway) Order 1992 (B);

- and clarify the uncertain status of the road between Tonbridge and Pembury.

A copy of the draft Order, plans illustrating the proposals and a statement explaining why National Highways Limited proposes to make the Order may be inspected at:-

1) Reception, Sevenoaks District Council, Council Offices, Argyll Road, Sevenoaks, Kent TN13 1HG during office hours. (reference Sam Currie, Customer Solutions Team Leader): or

2) Reception, Tonbridge and Malling Borough Council, Council Offices, Tonbridge Castle, Castle Street, Tonbridge, Kent TN9 1BG during office hours. 

until the end of the legally obligated period, 9th May 2025, being a minimum of 21 days from the date of this notice.

Any person desiring to object or make representations to National Highways Limited’s proposal, should send, not later than 9th May 2025, a written statement of his or her representation or objection and of the grounds thereof to the person and address at the bottom of this notice, quoting the reference NH/SE/2025/A21/ CLEARWAY.

Information provided in response to this consultation, including personal information, may be subject to publication or disclosure in accordance with the access to information regimes (these are primarily the Freedom of Information Act 2000 (FOIA), the Data Protection Act 2018 (DPA) and the Environmental Information Regulations 2004).
