Amendments to Waiting, Loading and Unloading Restrictions and Free On-Street Parking Places and Permit Parking in the Borough of Spelthorne
On 15 April 2025 Surrey County Council made the following Order under Sections 1, 2, 4, 32, 35, 36, 45, 46, 47, 48, 49, 51, 52 and 53 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 (“the Act”), as modified, which will come into force on 21 April 2025: -
The Surrey County Council (Various Roads in the Borough of Spelthorne) (Waiting Loading and Unloading Prohibition and On-Street Parking Places Orders) (Amendment No. 1) Order 2025 the purpose and effect of which will be to make amendments to:
(1) The Surrey County Council (Various Roads in Spelthorne) (Revocation and Consolidation of Waiting, Loading and Unloading Prohibition and Restriction) Order 2024,
(2) Surrey County Council (Various Roads in Spelthorne) (Consolidation and Revocation of Free Street Parking Places) Order 2024,
(3) The Surrey County Council (Various Roads in Spelthorne) (Consolidation and Revocation of Free Street Parking Places) (Disabled Persons) Order 2024,
(4) The Surrey County Council (Various Roads in Spelthorne) (Consolidation and Revocation of Residents’ Only On-Street Parking Places) Order 2024,
(5) The Surrey County Council (Various Roads in Spelthorne) (Consolidation and Revocation of Prohibition of Stopping Outside Schools) Order 2024, (6) The Surrey County Council (Various Roads in Spelthorne) (Consolidation and Revocation of On-Street Car Club Parking Places) Order 2024,
(7) The Surrey County Council (Various Roads in Spelthorne) Electric Vehicle Parking Places Order 2024,
(8) The Surrey County Council (Various Roads in Spelthorne) (Consolidation and Revocation of Prohibition of Waiting of Heavy Commercial Vehicles) Order 2024,
(9) The Surrey County Council (Borough of Spelthorne) (Consolidation and Revocation of Solo Motor Cycle Parking Places Order 2024,
(10) The Surrey County Council (Borough of Spelthorne) (Church Road, Ashford) (Consolidation and Revocation of Free On-Street Parking Places for Police Vehicles) Order 2024; and
(11) The Surrey County Council (Elmsleigh Road Staines-Upon-Thames) Loading Bays Order 2024, as follows:-
(a) Prohibit the waiting by vehicles in certain lengths of the roads in the Schedule to this Notice at the times and on the days specified therein;
(b) Provide that the following exemptions shall apply: (1) for loading on and unloading from vehicles;
(2) for boarding and alighting from vehicles;
(3) using vehicles for works on or adjoining those lengths of roads specified and the maintenance of those roads and the services in them;
(4) for disabled persons vehicles in accordance with the “Blue Badge” scheme.
(c) Provide a free on-street parking place in Thurlstone Parade, High Street, Shepperton, for use by passenger vehicles (8 seats or less), motor cycles, invalid carriages and goods vehicles under 5 tonnes maximum gross weight, operational Monday-Saturday 8.30am-6.30pm limited to 3 hours no return within 1 hour.
(d) Introduce residents’ on-street parking places in Moor Lane, Staines-Upon-Thames, operational every day 8am-6.30pm, for use by residents displaying a parking permit for Resident Area “H”.
(e) Introduce a residents’ parking place (zone) in Richmond Road, Eton Court and Auger Close, Staines- Upon-Thames, operational every day 8am-6.30pm. Residents of any residential address in the said roads and also in that part of Laleham Road between the railway bridge and the junction with Richmond Road and in Richmond Crescent may apply for parking permits for the said parking place, which will be identified with the permit identifier “J” and will be signed with upright signs.
(f) The existing waiting restrictions within the proposed zone shall still apply save for the revocation of short lengths of any time waiting restrictions on Richmond Road near the junction with Laleham Road and outside No. 4 Richmond Road, as well as the electric vehicle parking place (Monday-Saturday 8am- 6pm limited to 4 hours) in Richmond Road, which was never installed.
(g) The conditions for the allocation of such permits referred to herein shall be: –
(1) Residents’ permits will be issued by the Council and will cost £84, for the first permit, £104 for a second permit and £134 for any subsequent permit and will be valid for a period for twelve months. Such charges will increase by £4 each on 01/01/26 and 01/01/28. The charge for a duplicate permit or a change of permit due to the change of vehicle, will be £15. Permits may also be provided for persons who are required to make visits to residents for the purpose of childcare, pursuant to a contract of employment (which shall be treated as a resident’s permit);
(2) Such permits shall be allocated using the following calculation: the sum of the number of vehicles registered to the place of abode minus the number of off-street parking places for such place of abode.
(h) There is also provision for (1) residents to purchase permits for use by their visitors at a cost of £2 each, which will be valid for one day, subject to a limit of 150 pa; or valid for 2 hours subject to a limit of 250 pa (subject to the Council’s discretion); (2) operational permits, for use by doctors, nurses and community care personnel, who are required to make visits to residents, which will be free of charge, and (3) carer’s permits, for carers who are required to make visits to housebound residents, which will be free of charge.
(i) The following provisions shall apply to such free parking place and residents’ parking places: (1) between the permitted hours the period during which vehicles may be left in the parking place will be as specified; (2) vehicles left by disabled persons may wait in the parking places in accordance with the Blue Badge Scheme without time limit at any time; (3) certain other vehicles may wait in the parking places in certain circumstances, e.g., to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc; and (4) outside the hours of operation indicated, any vehicle may be left in the parking place for any period without time limit.
(j) Revoke (1) part of a free parking place (Monday-Saturday 8.30am-6.30pm, limited to 3 hours no return within 1 hour) in a certain part of Thurlstone Parade, High Street, Shepperton; and (2) two sections of a free parking place (Monday-Saturday 8am-6pm limited to 2 hours no return within 1 hour) in Stainash Parade; and four parts in Broadway; Kingston Road, Staines-Upon-Thames; to reflect the layout on site in each case.
(k) Revoke a disabled persons’ parking place (at any time) in Alexandra Road, Ashford.
(l) Introduce such electric vehicle on-street parking places in (1) a length of Thurlstone Parade (High Street), Shepperton, operational Monday-Saturday 8am-6pm limited to 2 hours; and (2) a length of Woodthorpe Road, Ashford, operational Monday-Saturday 8am-6pm limited to 4 hours; for use by electric vehicles or hybrid vehicles for the purpose of charging the said vehicle by use of the electric charging post installed in respect of that parking place. Certain other vehicles may wait in such parking places in certain circumstances e.g. to allow persons to board or alight (maximum 2 minutes) to load or unload (maximum 20 minutes), etc. but no exemption shall apply to blue badge holders.
(m) Revoke an electric vehicle parking place (Monday-Saturday 8am-6pm limited to 4 hours) in Bingham Drive, Laleham, without replacement.
(n) Provide for an on-street loading bay in part of Furlong Road, Staines-Upon-Thames, operational at all times, subject to certain exemptions, such as for emergency service vehicles or where necessary for works etc.; and
(o) Amend the title of the Order numbered “11” above to “The Surrey County Council (Various Roads in Spelthorne) Loading Bays Order 2024
A copy of the plans showing the lengths of roads to which the Order relates and a Statement of the Council’s reasons for making the Order may be viewed on-line at www.surreycc.gov.uk/spelthorneparking. Copies of these documents and of the made Order may be inspected, free of charge at

(5) Sunbury Library, The Parade, Staines Road West, Sunbury on Thames, Middlesex, TW16 7AB;
(6) Staines Library, Friends Walk, Staines, Middlesex, TW18 4PG; and
(7) Stanwell Community Library, Hadrian Way, Stanwell, Middlesex, TW19 7HF; during normal opening hours. Copies of the previous Orders may be inspected at Surrey Highways as quoted above.
If you wish to question the validity of the Order(s) or of any provision contained in them on the grounds that it is not within the powers conferred by the Act or on the grounds that any requirement of the Act, or of any Instrument made under it, has not been complied with in relation to the Order you may, within six weeks from the date of the making of the Order, apply to the High Court for this purpose.
Any reference to a road in the Schedules is a reference to part of the road only. Where a new restriction in this Notice is proposed, any existing restriction on the same length of road shall be revoked, unless otherwise stated.
