PROPOSED PROVISION OF CYCLE HIRE PARKING PLACES IN VARIOUS ROADS

*THE MERTON (PARKING PLACES) (CYCLE HIRE) (NO. ) ORDER 202*

  1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Order under the powers conferred by section 6 of the Road Traffic Regulation Act 1984, as amended and all other enabling powers.

  2. The general effect of the ‘Cycle Hire Parking Places’ Order would be to designate a parking place on the carriageway in the lengths of road specified in the Schedule to this notice for the leaving of electric assisted pedal cycles being used in a public hire scheme operated under an agreement with the Council.

  3. A copy of the proposed Order and other documents giving more detailed particulars of the Order, including plans which indicate the roads or lengths of road to which the Order relates, can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden. Information about the scheme may be viewed at: https://www.merton.gov.uk/streets-parking-transport/cycling/hire/overview

  4. Any person desiring to comment on the proposed Order should send a statement in writing of their representations or objections and the grounds thereof, to the Environment, Civic Pride and Climate Department at the Merton Civic Centre, London Road, Morden, SM4 5DX, or alternatively e-mail trafficandhighways@merton.gov.uk quoting reference ES/CYCLEHIRE87, no later than 2 May 2025.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

LONDON BOROUGH OF MERTON

(RALEIGH GARDENS AND UPPER GREEN EAST, MITCHAM) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2025

  1. The Council of the London Borough of Merton hereby give notice that to facilitate water main replacement works in Raleigh Gardens, Mitcham, they intend to make an Order, the effect of which would be to temporarily restrict traffic in Raleigh Gardens and Upper Green East, Mitcham.

  2. During the works:

    (a) no person would cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in:

    (i) Raleigh Gardens; and

    (ii) Upper Green East, the south-west side, from the common boundary of Nos. 4 and 6 Upper Green East to its junction with London Road;

    (b) the loading bays in the roads or lengths of road specified in sub-paragraphs (a)(i) and (ii) above would be suspended;

    (c) the cycle lane in the road specified in sub-paragraph (a)(i) above would be suspended;

    (d) the length of bus lane in the road or length of road specified in sub-paragraph (a)(ii) above would be suspended;

    (e) the traffic lanes in Raleigh Gardens would be closed on an alternating basis.

  3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

  4. Nothing in the Order would apply:

    (a) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

    (b) to any vehicle engaged in the execution of the said works; or

    (c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions; or

    (d) so as to prevent vehicular access to:

    (i) premises adjacent to the roads or lengths of road specified in paragraph 2 above;

    (ii) Glebe Court.

  5. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

  6. The Order would come into operation on Wednesday 30th April 2025 and it is anticipated that the works would be completed on 17th June 2025. However, the Order would remain in force for 12 months and its provisions would be re-introduced during that time should further works be required.

PROPOSED WAITING AND LOADING RESTRICTIONS IN VARIOUS ROADS AND AMENDMENTS TO PARKING PLACES

  1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

  2. The general effect of the “Waiting and Loading” Order would be to further amend the Merton (Waiting and Loading Restriction) Order 1977, so that waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for 40 minutes) would be prohibited at any time in the roads or lengths of road described in the Schedule to this Notice.

  3. The general effect of the “Parking Places” Order would be to remove the car club bay in Quintin Avenue, near its junction with Figges Marsh Road and reinstate a shared-use parking place in its place.

  4. A copy of each of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which indicate the roads or lengths of roads to which the Orders relate, can be inspected Mondays to Fridays during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden. Documents are also available for viewing at https://www.merton.gov.uk/wr2024b2.

  5. Any person desiring to make representations or to object to the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment, Civic Pride and Climate Department at the Merton Civic Centre, London Road, Morden SM4 5DX, or alternatively by email to trafficandhighways@merton.gov.uk quoting reference ES/WR2024B2, no later than 9 May 2025.
