(A131, Main Road, Moulsham Hall Lane & London Road, Great Leighs) (Special Event) (Temporary 30/40/50 Speed Limit) Order 2025 (A131 Laybys, Great Leighs) (Special Event) (Temporary Prohibition of Traffic) Order 2025 (A131, Great Leighs) (Special Event) (Temporary Clearway) Order 2025
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Orders under section 14(1) of the Road Traffic Regulation Act 1984 (as amended)
Effect of the order:
1. To temporarily introduce a 30mph Speed Limit on the following lengths of road in Great and Little Leighs in the City of Chelmsford.
Road - Direction - Description
A131 Great Leigh Bypass - Northbound - From a point approximately 240 metres south of Moulsham Hall roundabout, to a point approximately 50 metres south of the A131 London Road roundabout.
A131 Great Leigh Bypass Southbound From a point approximately 150 metres south of A131 London Road roundabout to a point approximately 140 metres south of the Moulsham Hall roundabout,
Moulsham Hall Lane Both Directions From Moulsham Hall roundabout, north for approximately 173 metres
London Road Both Directions From A131 Moulsham Hall Lane roundabout, north for approximately 250 metres.
Main Road Both Directions From its junction with London Road, south for approximately 85 metres
2. To temporarily introduce a 40mph Speed Limit on the following lengths of road in Great and Little Leighs in the City of Chelmsford.
Road Direction Description
Moulsham Hall Lane Both Directions From a point approximately 173 metres from the A131 roundabout for approximately 180 metres
3. To temporarily introduce a 50mph Speed Limit on the following lengths of road in Great and Little Leighs in the City of Chelmsford.
Road Direction Description
A131 Great Leigh Bypass Northbound From a point approximately 690 metres south of Moulsham Hall roundabout, north for approximately 450 metres
A131 Great Leigh Bypass Southbound From the A131 London Road roundabout south approximately 150 metres south.
The Essex County Council (A131, Great Leighs, Chelmsford & Braintree) (De-Restriction) Order 2007 is hereby temporary suspended insofar as it relates to the derestriction on the above lengths of A131 Great Leighs Bypass only. All other restrictions will remain in force.
4. To temporarily close both Laybys on the A131 Great Leigh Bypass, Great and Little Leighs in the City of Chelmsford. As specified below.

A131 Great Leigh Bypass Southbound From a point approximately 452 metres north of its junction with Moulsham Hall Lane, north for approximately 270 metres.

5. To temporarily Implement No Stopping at Any Time on the following lengths of road (and on verges) in Great and Little Leighs in the City of Chelmsford.
Road Direction Description
A131 Great Leigh Bypass Both Directions Between Moulsham Hall roundabout and London Road roundabout.
The following order: The Essex County Council (Chelmsford City) (Prohibition of Waiting Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 will be temporarily amended to include the temporary ‘No Stopping at Any Time’ restriction and temporary layby closure as stated in No 4 And No 5 above all other restrictions and exemptions contained in the mentioned Orders and Amendments to those Orders shall remain in force.
The temporary restrictions are scheduled to be in place on 18 April 2025, 01 June 2025, 19th June 2025, 20 August 2025 and 02 November 2025 between the hours of 08:00 and 23:59 or where appropriate signs are showing and weather permitting and are required to facilitate the events being held at the Chelmsford Racecourse.
Access for emergency vehicles and pedestrians will be maintained at all times during the closure.
(Ingatestone Road, Stock) (Temporary Prohibition of Traffic) Order 2025
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close the length of Ingatestone Road, Stock in the City of Chelmsford, from a point of approximately 175m north west of its junction with Stock Road for a distance of approximately 70m in a north westerly direction. The closure is scheduled to commence on 6th May 2025 for 1 day where stated on a valid permit (BC008OGEA90638779SB – Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while overhead cabling works are undertaken by Openreach.
An alternative route is available via Ingatestone Road, Honeypot Lane, Stock Road and vice versa.
The Order will come into effect on 17th April 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Woodhouse Lane, Chelmsford) (Temporary Prohibition of Traffic) Order 2025
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Woodhouse Lane, Chelmsford in the City of Chelmsford, from a point approximately 85m north east then south east of its junction with North Court Road for a distance of approximately 100m in a south easterly direction. The closure is scheduled to commence on 9th May 2025 for 4 days, or where stated on a valid permit (BC411SA001WG1HN13F – Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while pole replacement works are undertaken by Openreach.
An alternative route is available via Woodhouse Lane, Main Road, Main Road Roundabout, Hospital Approach, North Court Road and vice versa.
The Order will come into effect on 17th April 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Blackley Lane, Chelmsford) (Temporary Prohibition of Traffic) Order 2025
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Blackley Lane, Chelmsford in the City of Chelmsford, from its junction with London Road for a distance of approximately 20m in a north easterly direction. The closure is scheduled to commence on 24th April 2025 for 2 days, or where stated on a valid permit (BC008WFSPRV4GSB – Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while overhead cabling works are undertaken by Openreach.
An alternative route is available via London Road, Moulsham Hall Lane, Great Leighs Bypass Roundabout, Moulsham Hall Lane, Blackley Lane and vice versa.
The Order came into effect on 3rd April 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(London Road, Danbury) (Temporary Prohibition of Traffic) Order 2025
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of London Road, Danbury in the City of Chelmsford, from its junction with Runsell Lane to its junction with Runsell Green a distance of approximately 115m. The closure is scheduled to commence on 24th April 2025 for 2 days, or where stated on a valid permit (AZ7011001409548 – Cadent). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new connection works are undertaken by Cadent.
An alternative route is available via Old London Road, Woodham Mortimer Road, Tom Tit Lane, Maldon Road, Oak Corner, Burnham Road, Chelmsford Road and vice versa (with access only into London Road, Old London Road).
The Order came into effect on 3rd April 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Various Roads, City of Chelmsford) (Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) (No.10) Order 2025
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
1. To temporarily close those lengths of roads in the City of Chelmsford as specified in the schedule to this Order.
2. A temporary ‘No Waiting, No Loading and No Stopping’ restriction will be introduced on both sides of carriageway on those lengths of roads specified in the schedule. Signs will be installed indicating when the No Waiting, No Loading and No Stopping restriction will be in force.
“The Essex County Council (Chelmsford City) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019” will be temporarily amended to include the temporary ‘No Waiting, No Loading and No Stopping at Any Time’ restriction and suspend any existing parking and waiting restrictions on the above lengths of roads only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.
The works being undertaken will take place within an 18-month period from 3rd April 2025, exact dates will be specified on One.network. The roads will be closed to facilitate each phase of works and then re-opened to the public. Access will be maintained for emergency services. Diversion routes will be signed at each location and residents will be informed of the dates of each phase via letter/leaflet drop and advanced warning signs on the roads.
