What is happening?

The Essex County Council (Chelmsford City)
(Prohibition Of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) (Amendment No.59) Order 2025

NOTICE IS HEREBY GIVEN that Chelmsford City Council acting on behalf of the South Essex Parking Partnership in exercise of the delegated powers of the traffic authority Essex County Council granted under an Agreement dated 30 June 2022 has made the above Order under Sections 1(1), 2(1) to (3), 4(1), 4(2), 32, 35, 45, 46, 49 and 53 and Parts III and IV of schedule 9 of the Road Traffic Regulation Act 1984 and of all other enabling powers.

Effect of the Order: To introduce or amend parking restrictions on the following lengths of road in the City of Chelmsford as specified below. All measurements are approximate and are taken from the extended kerb line unless stated otherwise.

1. To introduce ‘No Waiting at Any Time

Nickleby Road, Chelmsford

Both sides – from its junction with Copperfield Road south-eastwards for 15 metres.

Southwest side – from a point 10 metres northwest of its junction with Pickwick Avenue south-eastwards for 62 metres.

Southwest side – from a point 8 metres northwest of its junction with Wickfield Ash south-eastwards and then north-eastwards for 173 metres. TILE: TL685 090, TL685 087

Copperfield Road, Chelmsford

Southeast side – from a point 21 metres northeast of its junction with Nickleby Road south-westwards for 49 metres. TILE: TL685 090

Pickwick Avenue, Chelmsford

Both sides – from its junction with Nickleby Road westwards for 10 metres. TILE: TL685 090

Wickfield Ash, Chelmsford

Both sides – from its junction with Nickleby Road south-westwards for 13 metres. TILE: TL685 087

Darnay Rise, Chelmsford

Both sides – from its junction with Nickleby Road south-eastwards for 14 metres. TILE: TL685 087

High Street (western arm), Great Baddow

North side – from a point 10 metres west of its junction with High Street westwards for the remainder of its length.

South side – from a point 21 metres west of its junction with High Street westwards for the remainder of its length. TILE: TL725 050

2. This order will also formally amend restrictions on the following lengths of road. This is a paper exercise to ensure the map records are up to date and/or match the restrictions historically implemented:

To remove from the records ‘No Waiting

To add to the records ‘No Loading Mon to Sat 7-10am and 4-7pm’

3. This Order will be incorporated into The Essex County Council (Chelmsford City) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 by:

Date of operation: This Order will come into operation on 19th May 2025.

Application to the High Court: Anyone who wishes to question the validity of the Order, or any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or on the grounds that any requirement of that Act, or any instrument made under it, has not been complied with in relation to the Order, may within six weeks from the making of the Order apply to the High Court for this purpose.
