PUBLIC NOTICE
(WAITING, LOADING, STOPPING AND PARKING PLACES) (MAP BASED) (INCREASED CHARGES) (VARIOUS AMENDMENTS)
AMENDMENT NO.5 ORDER 2025
(OFF-STREET PARKING PLACES) (VARIOUS AMENDMENTS) AMENDMENT NO.1 ORDER 2025
ROAD TRAFFIC REGULATION ACT 1984
Southend-on-Sea City Council (hereinafter referred to as "the Council") has made the above named Orders under Sections 1, 2, 4, 32, 35, 45 and 46 of the Road Traffic Regulation Act 1984, and all other enabling powers, and after consultation with the Chief Officer of Police in accordance with Part III of Part IV of Schedule 9 to the 1984 Act.
The effect of these Orders coming into effect on the 1st of April 2025 is as follows:
On-Street:
Southend-on-Sea City Council has made the following amendments to on-street provisions:
- Amendments to parking fees and charges.
- Re-designation of tariff zones to ensure consistency, as shown in Schedule 1, and associated charges, as shown in Schedule 2 to this notice.
- Evening charges (Zones 1A and Zone 1B) to be capped at £5 per night (between 6-9pm), as shown in Schedule 2.
- New Winter tariff for Zone 1A to be introduced during the months of November, December, January, as shown in Schedule 2 to this notice.
- All day parking charges capped at £17/Zone 1B/£20/Zone 1A) on the central seafront, as shown in Schedule 2 to this notice.
- All day parking charges capped at £10 outside of the central seafront, as shown in Schedule 2 to this notice.
- Southend Pass subscription costs to be frozen, with the removal of the existing three-month payment option, as shown in Schedule 3 to this notice.
The following have been introduced as shown in Schedule 3 to this notice and in the provisions of the Order:
- Resident Permit – Company Vehicle
- Visitor Vouchers (Virtual/Electronic Book of 20)
- Commuter Tariff (Daily)
- Inflationary increases applied on permits and season tickets, as shown in Schedule 3 to this notice.
Off-Street:
Southend-on-Sea City Council has made the following amendments to off-street provisions:
- Amendments to parking fees and charges.
- Re-designation of tariff zones, as shown in Schedule 1, and associated charges, as shown in Schedule 3 to this notice.
- Evening charges (Zone 1A and Zone 1B) to be capped at £5 per night (between 6-9pm), as shown in Schedule 3 to this notice.
- Evening charges at Shoeburied Road and Cliffs Pavilion car parks to be made consistent with the rest of Zone 1A.
- New Winter tariff for Zone 1A to be introduced during the months of November, December, January, as shown in Schedule 3 to this notice.
- All day parking charges capped at £17/Zone 1B/£20/Zone 1A) on the central seafront, as shown in Schedule 3 to this notice.
- All day parking charges capped at £10 outside of the central seafront, as shown in Schedule 3 to this notice.
- Southend Pass subscription costs to be frozen, with the removal of the existing three-month payment option, as shown in Schedule 3 to this notice.
- Free parking to remain in selected off- street car parks serving shopping areas, on Sundays during the month of December.
- University Square car park to be open later, up to 12 midnight, to accommodate parking needs within the City Centre and will be chargeable up to midnight, as shown in Schedule 3 to this notice.
- Inflationary increases applied on permits and season tickets, as shown in Schedule 3 to this notice.
A copy of the sealed Order, plans showing the affected streets and a statement of reasons for making the Order, along with a copy of the Consolidation Orders may be inspected during normal office hours at the Civic Centre, Victoria Avenue, Southend-on-Sea, Essex, SS2 6ER and on the Council’s website at https://www.southend.gov.uk/tro
Any person wishing to question the validity of the Orders or of any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or on the grounds that any requirement of that Act or of any instrument made under it has not been complied with in relation to the Orders may within six weeks from the date of the making of the Orders apply to the High Court for this purpose.
