THE BARNET (CHARGED-FOR PARKING PLACES) (AMENDMENT NO.170) ORDER 2025

NOTICE IS HEREBY GIVEN that the Council of the London Borough of Barnet have on

27th March 2025 made the above-mentioned Orders under Sections 6, 45, 46, 49, 51 to the Road Traffic Regulation Act 1984 and all other enabling powers.

In order to provide a parking facility to disabled blue badge holders who meet qualifying criteria, the general effect of the above Orders will be to provide designated disabled parking bays for use by blue badge holders in their vehicles who display a valid disabled persons blue badge and a dedicated disabled permit which will be applicable to each bay, outside the following locations:

61 Brackenbury Road N2 (by converting a general use disabled permit holders only parking bay), 10 Jackson Road EN4, 2 Park Avenue N3 (by converting a length of resident permit holders only parking bay), 6 Bournemead Avenue NW2, 19 Longberrys NW2 (by converting a length of resident permit holders only parking bay), 45 Borne Avenue NW4, 15 Prospect Ring NW2 (by converting a general use disabled parking bay), 26 Drayton Road NW10 (by converting a length of resident permit holders only parking bay),

28 Barnfield Avenue, N2, opposite 21 Playfield Road, NW4 (by converting a length of resident permit holders only parking bay), 10 to 19 Stopsmead Road HA8 (a wheelie bin permit holders only parking bay), 27 Longberrys NW2 (by converting a length of resident permit holders only parking bay).

The above Orders will also remove redundant disabled persons parking outside 5 Nicol Road NW4 (to be converted to resident permit holders only parking), 7 Briley Road NW2 (to be converted to resident permit holders only parking), 21 Ravenshurst Avenue NW4 (to be converted to resident permit holders only parking), 22 Montrose Crescent N12, 36 Montrose Crescent N12 (to be converted to resident permit holders only parking) and 54 Brent Park Road NW10 (to be converted to resident permit holders only parking).

The general effect of the Free Order will be to remove lengths of residents permit holders only and use resident permit holders and match permit holders bays:

• in order to accommodate general traffic or access,

• outside 3, 11 and 13 Ravenscroft Avenue NW11 and

• 11 Llanvanor Road NW2, by converting lengths of single yellow line waiting restriction to shared use resident permit holders and match permit parking.

The general effect of the Free Order will be to extend the existing ‘At any time’ double yellow line waiting restriction on the north side of Llanvanor Road NW2 outside Nos. 9 to 19.

In order to deter obstructive parking, and improve sightlines and safety, the general effect of the above Orders will also be to introduce new lengths of ‘at any time’ waiting restrictions in the following locations:

(a) Grange Avenue N20, both sides, outside Nos. 22B to 25 Grange Avenue

(b) At the junction of Haslemere Avenue and Shirehall Park NW4

(c) At the junction of Mayfield Gardens and Shirehall Park NW4

(d) At the junction of Shirehall Gardens and Shirehall Park NW4

(e) At the junction of Shirehall Close and Shirehall Park NW4

(f) At the junction of Poplar Grove and Larch Close N11

(g) At the junction of Poplar Grove and Silver Birch Close N11

(h) At the junction of The Woodlands and Cowper Road N3

(i) Certain lengths of The Ridgeway NW7, both sides, between its junctions with Partingdale Lane and Burtonhole Lane

(j) Certain lengths of Heming Road HA8, north of its junction with Garratt Road (at the entrance to

(k) At the junction of Heming Road and Fairfield Crescent HA8 (at the entrance to Edgware Junior School)

(l) Outside and opposite Danetree Court, No.41 Ambedare Avenue N3

(m) At the junction of Coleridge Road and Nether Street N12, by converting lengths of existing single yellow line waiting restriction.

The general effect of the Free Order will be to formalize lengths of ‘at any time’ waiting restrictions at the following locations below:

(n) Outside No.51 Park View Crescent N11.

(o) Burnt Oak Broadway NW9 - On the northeast side of Burnt Oak Broadway HA8 from a point 30 metres northwest of the north-western kerbline of Stockwell Close and a point 30 metres southeast of the southern kerbline of Stockwell Close.

In order to deter obstructive parking, and improve sightlines and road safety ‘At any time’ loading restrictions will be introduced in the Heming Road HA8 road for Edgware Junior School, and School Keep Clear road markings Monday to Friday 8.30am to 9.30am and 2.00pm to 4.00pm, outside The Drive NW11, outside No.25 to No. 35 The Drive.

In order to accommodate the introduction of ‘dropped kerb’ access to a disabled resident access to off-street parking the existing resident permit holders and shared use permit holders bay outside No.19 Brambling Court,

The general effect of the Orders will also be to add addresses to the Traffic Management Order where it is considered properties should be eligible to apply for Controlled Parking Zone (CPZ) parking permits and visitor vouchers, as follows:

No. 99a Great North Road N2 and Odd Nos. 31 to 69 Lyttelton Road N2 to be added to the (M1/Q) East Finchley CPZ; and

14 Cyprus Gardens N3 to be added to the (CE) Church End CP.

A copy of the Orders, which will come into operation on Sunday 30th March 2025 and the Council’s Statement of Reasons for making the Orders can be obtained, for a period of 6 weeks from the date on which this notice is published, by emailing parking.consultations@barnet.gov.uk or by writing to the Design Team, Highways Section, 6th Floor,

Any person wishing to question the validity of the Orders or any of their provisions on the grounds that they are not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or any regulations made there under have not been complied with in relation to the Orders may, within six weeks of the date on which the Order was made, make application for the purpose to the High Court.
