What is happening?

Essex County Council

(Blackley Lane, Chelmsford) (Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Blackley Lane, Chelmsford in the City of Chelmsford, from its junction with London Road for a distance of approximately 20m in a north easterly direction. 

The closure is scheduled to commence on 24th April 2025 for 2 days, or where stated on a valid permit (BC008WFSPRV4GSB – Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while overhead cabling works are undertaken by Openreach.

An alternative route is available via London Road, Moulsham Hall Lane, Great Leighs Bypass Roundabout, Moulsham Hall Lane, Blackley Lane and vice versa.

The Order will come into effect on 3rd April 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.


(London Road, Danbury) (Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of London Road, Danbury in the City of Chelmsford, from its junction with Runsell Lane to its junction with Runsell Green a distance of approximately 115m. 

The closure is scheduled to commence on 24th April 2025 for 2 days, or where stated on a valid permit (AZ7011001409548 – Cadent). 

The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. 

The closure is required for the safety of the public and workforce while new connection works are undertaken by Cadent.

An alternative route is available via Old London Road, Woodham Mortimer Road, Tom Tit Lane, Maldon Road, Oak Corner, Burnham Road, Chelmsford Road and vice versa (with access only into London Road, Old London Road).

The Order will come into effect on 3rd April 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.


(Various Roads, City of Chelmsford) (Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) (No.10) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:
1. To temporarily close those lengths of roads in the City of Chelmsford as specified in the schedule to this Order.

2. A temporary ‘No Waiting, No Loading and No Stopping’ restriction will be introduced on both sides of carriageway on those lengths of roads specified in the schedule. Signs will be installed indicating when the No Waiting, No Loading and No Stopping restriction will be in force.

“The Essex County Council (Chelmsford City) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019” will be temporarily amended to include the temporary ‘No Waiting, No Loading and No Stopping at Any Time’ restriction and suspend any existing parking and waiting restrictions on the above lengths of roads only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.

The works being undertaken will take place within an 18-month period from 3rd April 2025, exact dates will be specified on One.network. 

The roads will be closed to facilitate each phase of works and then re-opened to the public. 

Access will be maintained for emergency services. Diversion routes will be signed at each location and residents will be informed of the dates of each phase via letter/leaflet drop and advanced warning signs on the roads.

(Viaduct Road, Chelmsford) (Temporary Prohibition of Traffic & Temporary Suspension of One Way Restriction) Order 2025

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984. 

Effect of the order:
1. To temporarily close that length of Viaduct Road, Chelmsford in the City of Chelmsford, from its junction with Parkway for a distance of approximately 15m in a north easterly direction.

2. To temporarily suspend the one way restriction in Viaduct Road, Chelmsford as detailed in ‘The Borough of Chelmsford (Viaduct Road) (One Way) Order 1965’ for the duration of the closure.

The closure/suspension are scheduled to commence on 6th April 2025 for 1 night (20:00-05:00), or where stated on a valid permit (EC30046692647 – UK Power Networks). 

The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. 

The closure/ suspension are required for the safety of the public and workforce while duct installation works are undertaken by UK Power Networks. 

An alternative route is available via Parkway, Parkway Roundabout Victoria Road South, Parkway, Rainsford Road, Duke Street.

The Order came into effect on 20th March 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.


(White Hart Lane, Chelmsford) (Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of White Hart Lane, Chelmsford in the City of Chelmsford, from its junction with Oak Lodge Tye for a distance of approximately 120m in a south easterly direction. 

The closure is scheduled to commence on 11th April 2025 for 4 days, or where stated on a valid permit (EP02231012089A – Breheny Civil Engineering). 

The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. 

The closure is required for the safety of the public and workforce while carriageway reconstruction works are undertaken by Breheny Civil Engineering.

An alternative route is available via White Hart Lane Roundabout, Colchester Road, Drovers Way Roundabout, Link From Drovers Way Roundabout To Generals Lane Roundabout, Generals Lane Roundabout, Beaulieu Parkway, Channels Drive, Channels Drive Roundabout, Essex Regiment Way, Nabbotts Farm Roundabout and vice versa (with access only into White Hart Lane). 

The Order came into effect on 20th March 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.


(Coval Lane, Chelmsford) (Temporary Introduction of Banned Left Hand Turn) Order 2025

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily introduce a ‘no left hand turn’ restriction from Coval Lane, Chelmsford into Parkway, Chelmsford. The restriction is scheduled to commence on 8th April 2025 for 4 days, or where stated on a valid permit (EC30092910737 – UK Power Networks). 

The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. 

The restriction is required for the safety of the public and workforce while connection upgrade works are undertaken by UK Power Networks.

An alternative route is available via Parkway (Northbound), Broomfield Road, Parkway (Southbound).

The Order came into effect on 20th March 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
