Warrington - Temporary Road Closures and Traffic Calming Measures

What is happening?

WARRINGTON BOROUGH COUNCIL

Road Traffic Regulation Act 1984

Notice is hereby given that, in not less than 7 days from the date of this Notice, the Council intends to make Orders under Section 14 of the Road Traffic Regulation Act 1984.

Broomfields Rd, Delphfields Rd & Lyons Ln, Appleton

(Prohibition of Driving) Temporary Order 2025

The effect of which will be to introduce a prohibition of driving as follows:

Broomfields Rd from its jct. with London Rd to its jct. with Broomfields Rd;

Delphfields Rd from its jct. with London Rd to its jct. with Burfield Dr;

Lyons Ln from its jct. with London Rd to its jct. Park Cres;

Lyons Ln (westbound traffic) from its jct. with Longwood Rd to its jct. with Park Cres.

The Order will be effective from 7th April 2025. The closures are for a period of 8 weeks & will be carried out in phases as follows:

Phase 1 will involve the closures of Broomfields Rd & Delphfields Rd from 7th April 2025 for 15 days;

Phase 2 will involve the closure of Lyons Ln from 7th April 2025 for 35 days;

Phase 3 will involve the closure of Lyons Ln to westbound traffic & will commence upon completion of phase 2.

The alternative routes will be as follows:

Broomfields Rd via Greenway, Greenwaye, London Rd & vice versa;

Delphfields Rd via Burfield Dr, Windmill Ln, Quarry Ln & vice versa;

Lyons Ln via Longwood Rd, London Rd & vice versa.

The closures are required to allow for Scottish Power to install a new HV cable.

Park Ln, Appleton (Prohibition of Driving) Temporary Order 2025

The effect of which will be to introduce a prohibition of driving on Park Ln from its jct. with Houghs Ln to its jct. with Firs Ln. The Order will be effective from 14th April 2025. The closure is for a period of 2 weeks. An alternative route will be signed on site. The closure is required to allow Scottish Power to complete pole route replacement work.

Booths Ln, Lymm (Prohibition of Driving) Temporary Order 2025

The effect of which will be to introduce a prohibition of driving on Booths Ln from its jct. with Massey Brook Ln to its jct. with Highfield Rd. The Order will be effective from 31st March 2025. The closure is for a period of 3 days. An alternative route will be via Massey Brook Ln, Booths Hill Rd, Elm Tree Rd & vice versa. The closure is required to allow United Utilities to install a new water connection.

Church Ln, Grappenhall (Prohibition of Driving) Temporary Order 2025

The effect of which is to introduce a prohibition of driving on Church Ln from its jct. with Stockton Ln to its jct. with Broad Ln. The Order will be effective from 28th March 2025. The closure is for a period of 1 day between 9:30am & 2:30pm. The alternative route will be via Chester Rd, Knutsford Rd, Grappenhall Ln, Broad Ln & vice versa. The closure is required to allow Openreach to install a new telecom pole.

Westbrook Way, Westbrook (Prohibition of Driving) Temporary Order 2025

The effect of which is to introduce a prohibition of driving on Westbrook Way (eastbound traffic) from its jct. with Westbrook Cres to its jct. with Cromwell Ave. The Order will be effective from 24th March 2025. The closure is from 8pm on 24th March to 5am on 25th March 2025. The alternative route will be via Westbrook Cres. The closure is required to allow BT to access their telecoms mast for maintenance works.

The temporary restrictions will be in place as & when the signs are in place on site. Access will be under the control of the relevant Contractor for the duration of the works.

(Civil Enforcement) Consolidation Order 2025

Notice is hereby given that the Council has made an Order under Sections 1, 2, 4, 5, 32, 35, 124 & Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 in accordance with Regulation 21 of The Local Authorities Traffic Orders (Procedure) (England & Wales) Regulations 1996, the Traffic Management Act 2004 & of all other enabling powers on 19th March 2025. The effect of the Orders specified in the Schedule are to consolidate under this order & are subsequently revoked in their entirety.

The Order will be effective from 20th March 2025. A copy of the Order may be examined at the Legal Services Section, Contact Warrington, 1 Time Sq, Warrington, WA1 2NT between 9am & 5pm, Monday to Friday. Any person who wishes to question the validity of the Order or of any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 or on the grounds that any requirement of that Act or any instrument made under it has not been complied with in relation to the Order may, within six weeks from 19th March 2025, apply to the High Court for this purpose.

Notice is hereby given that Warrington Borough Council intends, as part of its traffic calming proposals, to install traffic calming features to regulate the speed of traffic under Section 90A to the Highways Act 1980, at the specific details in the Schedule to this notice.
