What is happening?

SHEFFIELD CITY COUNCIL

Section 14(1) of the Road Traffic Regulation Act 1984 (“RTRA 1984”) and
Regulation 3 of the Road Traffic (Temporary Restrictions) Procedure
Regulations 1992

King Street (Prohibition of Vehicles) Order 2025 (“the Order”)

1. Sheffield City Council gives notice that it proposes to make the Order under section 14(1) of the RTRA 1984 and any other enabling powers over the areas of highway described in the schedules to the Order.
2. The Order is needed because works are being or are proposed to be executed on or near the said highway.
3. If the Order is made, the Order shall come into operation on 27 March 2025 and shall remain in force for a period of 18 months. The duration of the Order can be extended with the approval of the Secretary of State for Transport. The restriction specified will only have effect at such times and to such extent as indicated by the display of notices.
4. While the Order is in operation: it will prohibit any person from causing or permitting any vehicle to wait or wait for the purposes of loading or unloading in the area of highway described in schedule 1 to the Order. The effect of this shall be to prohibit the use of the highway as a Taxi Rank (within the meaning given in Schedule 1 to the Traffic Signs Regulations and General Directions 2016 (“the 2016 Regulations”)).
5. The Order shall also: prohibit any person from causing or permitting any vehicle except a Taxi (within the meaning given in Schedule 1 to the 2016 Regulations) to wait or wait for the purposes of loading or unloading in the area of highway described in schedule 2 to the Order. Taxis may wait only during the hours 11:00 – 24:00.
6. The prohibitions described in paragraphs 4 and 5 to this Order shall not apply to pedestrian and vehicular access to frontages, contractor plant, local authority and emergency services vehicles.
7. Pursuant to section 14(4), (7) and (8) of the RTRA 1984, any relevant provision contained within a prevailing Traffic Regulation Order which conflicts with the restrictions described above and is capable of suspension under those powers may be suspended where that is necessary for the purposes of the Order.

Schedule 2
The northern kerb line of King Street from a point approximately 3.5 metres from its junction with Haymarket and continuing westward for 12 metres to a point approx. 15.5m from its junction with Haymarket.
