Guildford On-Street Parking Management Review – Amendments To The Guildford Town Centre Controlled Parking Zone Introduction Of “Virtual” Parking Permits And Waiver Certificates

Notice is hereby given that on Thursday 13 March 2025 Surrey County Council (“the County Council”) has made an Order under Sections 1, 2, 4, 32, 35, 36, 45, 46, 49, 51 and 53 and Parts III and IV of Schedule 9 to the Road Traffic Regulation Act 1984, the purpose and effect of which is to further amend “The Surrey County Council Various Roads in the Borough of Guildford (Guildford Town Centre Controlled Parking Zone) (Consolidation of Waiting and Loading Restrictions and Street Parking Places and Revocation) Order 2009” (hereinafter called “the Order of 2009”). The Order, to be known as “The Surrey County Council Various Roads in the Borough of Guildford (Guildford Town Centre Controlled Parking Zone) (Consolidation of Waiting and Loading Restrictions Street Parking Places and Revocation) Amendment Order (No. 1) 2025“, makes the changes as described below in this Notice.

The general purpose and effect of the made Order will be to introduce virtual (electronic) Parking Permits and Waiver Certificates, which will not necessitate their actual display on vehicles to which the said Parking Permit or Wavier Certificate applies and to make drafting amendments to the Order of 2009 to reflect the transfer of enforcement to the County Council from Guildford Borough Council of Millmead House, Millmead, Guildford, Surrey GU2 4BB. The made Order will also take account of the introduction of a further class of dual use parking places within the Guildford Town Centre Controlled Parking Zone (“CPZ”) for use by permit holders and electric vehicles only (introduced in 2024) and to make certain consequential amendments to the Order of 2009 as a result of the changes referred to above in this paragraph of this Notice.

A copy of the made Order, which will come into operation on Saturday 15 March 2025, together with a Statement of the County Council’s Reasons for Making the Order, five plans showing the various Catchment Areas within the Guildford Town Centre CPZ and the Order of 2009 (and the Orders which have previously amended that Order, together with the plans that accompany all those sealed Orders, may be inspected, free of charge, for a period of six weeks from Friday 14 March 2025 –

(a) at the Main Reception, Guildford Borough Council, Millmead House, Millmead, Guildford, Surrey, GU2 4BB during normal office hours on Mondays to Fridays inclusive; or

(b) by prior arrangement by telephoning or emailing the County Council’s Merrow Complex situated at Merrow Lane, Merrow, Guildford, Surrey, GU4 7BQ (Telephone No. 0300 200 1003) or Email: highways@surreycc.gov.uk) between 9 a.m. and 5 p.m. on Mondays to Thursdays inclusive and 9 a.m. and 4.30 p.m. on Fridays; or

(c) Guildford Library, 77 North Street, Guildford on Mondays, Wednesdays and Fridays between 9.30 a.m. and 5.30 p.m., on Tuesdays and Thursdays between 9.30 a.m. and 7 p.m. and on Saturdays between 9.30 a.m. and 5 p.m.

(NOTE – The above-mentioned Order of 2009 and all the previously amending Orders and accompanying plans can only be inspected by following the arrangements described in sub-paragraph (b) above.

Any person wishing to question the validity of the Order or any provision thereof on the ground that it is not within the powers of the relevant enabling Act or that a requirement of any such enabling Act or of any relevant Regulations made thereunder has not been complied with in relation to the Order, may, within six weeks from Thursday 13 March 2025, make application for the purpose to the High Court.
