Notice of Proposals

NOTICE IS HEREBY GIVEN that Wigan Borough

Council, in exercise of the powers under Section 1, 2, 3 and 4 of the Road Traffic Regulation Act 1984 and the Traffic Management Act 2004 and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule

9 of the Act 1984, proposes to make the Wigan Borough (Decriminalisation of Parking) (Various Roads in Wigan Borough) (Traffic Regulation Consolidation) Order 2004 (Amendment No.603) Order 2025.

The effect of the Order will be to introduce prohibited waiting at any time on:

•    Rydal Avenue Orrell – both sides from its junction with Gathurst Road to a point 10m east of its junction with Gathurst Road.

The effect of the Order will be to introduce prohibited loading at any time on:

•    Rydal Avenue Orrell – both sides from its junction with Gathurst Road to a point 10 metres east of its junction with Gathurst Road.

•    Gathurst Road Orrell – east side from a point 15 metres north of its junction with Rydal Avenue to a point 15 metres south of its junction with Rydal Avenue.

There will be limited exceptions permitting vehicles to wait for the purpose of building and similar operations, removing obstructions to traffic, road works and works by statutory undertakers; for local authority, Water Companies if the vehicles are fire service or police vehicles or ambulances,

The Order also provides that if any vehicle is left in any road or length of road affected by the Order in contravention of any provision of the Order a penalty charge (in the amount set by the Council) shall be payable and/or the vehicle may be removed.

A copy of the proposed Order, the Order to be amended, and of the relevant map and of a statement of the reasons for proposing to make the Order may be requested by emailing d.rumsey@wigan.gov.uk.

Any objection to the Order must be made in writing and specify the grounds thereof and must be made to the Assistant Director – Legal, Governance and Elections, Town Hall, Library Street, Wigan or by emailing the above email address quoting reference RD/LS/DC/2076476 not later than 15/04/2025.

(Woodhouse Lane Wigan)

(Temporary Closure) Order 2025 Notice of Proposals

NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of the Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council proposes to make the Wigan Borough (Woodhouse Lane Wigan) (Temporary Closure) Order 2025.

The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven in Woodhouse Lane Wigan on 15/05/2025 between the hours of 19:00 and 22:00.

The alternative route for traffic is: New Market Street,

Mesnes Street, Bridgeman Terrace, Kenyon Road,

Mesnes Road, Wigan Lane, Wigan Road, School Lane, Almond Brook Road, Shevington Lane and Gathurst Lane.

The Order is necessary to allow the replacement of a frame and cover.

(Wigan Road Standish)

(Temporary Closure) Order 2025 Notice of Proposals

NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of the Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council proposes to make the Wigan Borough (Wigan Road Standish) (Temporary Closure) Order 2025.

The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven in Wigan Road Standish for a

period of one day on 09/06/2025 between the hours of 19:00 and 23:00.

The alternative route for traffic is: Chorley Road, Wigan Lane, Bolton Road, Bolton Street, Lyons Lane South, Shepherds Way, Clifford Street, Bengal Street, Commercial Road, Park Road, Market Street, Saint Thomas Road, Southport Road, Balshaw Lane.

The Order is necessary to allow the replacement of a frame and cover.

(Makerfield Way Ince)

(Temporary Closure)

Order 2025

Notice of Proposals

NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of the Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council proposes to make the Wigan Borough (Makerfield Way Ince) (Temporary Closure) Order 2025.

The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven in Makerfield Way Ince during the period of four days commencing on 14/04/2025 to 17/04/2025 between the hours of 20:00 and 05:00.

Access will be maintained where possible.

The Order is necessary to allow the maintenance of a telecom pole.

(Bradley Lane Standish)

(Temporary Closure) Order 2025 Notice of Proposals

NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of the Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council proposes to make the Wigan Borough (Bradley Lane Standish) (Temporary Closure) Order 2025.

The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven in Bradley Lane Standish, at the railway bridge, during the period of two days commencing on 22/05/2025 to 23/05/2025 between the hours of 22:00 and 05:00am.

The alternative route for traffic is: Preston Road,

Rectory Lane and Chorley Road

The Order is necessary to allow access and assessment of the bridge.

Wigan – Prohibition of Waiting

Order 2025

Notice of Making

NOTICE IS HEREBY GIVEN that Wigan Borough

Council, in exercise of the powers under Section 1, 2, 3 and 4 of the Road Traffic Regulation Act 1984 and the Traffic Management Act 2004 and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act 1984, has made the Wigan Borough (Decriminalisation of Parking) (Various Roads in Wigan Borough) (Traffic Regulation Consolidation) Order 2004 (Amendment No.598) Order 2025 which will come into operation on 28/03/2025. The effect of the Order will be to revoke no waiting at any time on:

•    Cambourne Drive, Hindley Green – both sides from its junction with Atherton Road for a distance of 10 metres in a southerly direction.

The effect of the Order will be to introduce no waiting at any time on:

•    Cambourne Drive, Hindley Green – east side from its junction with Atherton Road to a point 84 metres from its junction with Atherton Road.

•    Cambourne Drive, Hindley Green – west side from its junction with Atherton Road to a point 65 metres from its junction with Atherton Road.

Any person who desires to question the validity of the Order or any provision contained therein on the ground:

(a) that it is not within the powers of Section 1  of the Road Traffic Regulation Act 1984;  or the Traffic Management Act 2004, or

(b) that any requirement of the said Section 1,  or of Part III of Schedule 9 to the Road Traffic Regulation Act 1984, or of any regulations made under the said Part III of Schedule 9 or of any requirement of the 2004 Act, has not been complied with, may within six weeks of 11/03/2025 make application for the purpose to the High Court.
