What is happening?

SOUTHEND-ON-SEA CITY COUNCIL

ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14(1)

TEMPORARY PROHIBITION OF 40-MPH SPEED LIMIT,

SUSPENSION OF ONE-WAY TRAFFIC,

TRAFFIC RESTRICTIONS, PARKING, STOPPING, WAITING,

LOADING AND UNLOADING ORDER 2025

QUEENSWAY (A1160), SOUTHCHURCH ROAD (A13),

TYRREL DRIVE, WHITEGATE ROAD & WARRIOR SQUARE

Notice is hereby given Southend-on-Sea City Council intends, no less than seven days from the date of this notice, to make the above Order under Section 14(1) of the Road Traffic Regulation Act 1984.

These works will be undertaken in phases

The effect of the Order will be to prohibit any vehicle from the following:

Phase 1

  1. Speed reduction from 40MPH to 30MPH on Queensway (A1160) from its junction with Portland Avenue to its junction with Queensway Slip Road Southwest and from its junction with Queensway Slip Road Northeast to its junction with Quebec Close.

Phase 2

  1. Proceeding along Southchurch Road (A13) from Porters Grange Roundabout to Tyrrel Drive and Sutton Road, and vice versa.
  2. Turning left from Tyrrel Drive onto Southchurch Road (A13).

Phase 3

  1. Entering and exiting Whitegate Road at both ends, from Queensway (A1160) and Chichester Road.
  2. Suspension of one-way traffic on Whitegate Road from its junction with Chichester Road to Queensway (A1160) – applicable to residents only.
  3. Parking, stopping, waiting, loading and unloading will be prohibited on Whitegate Road from outside No. 17 (north side) to Queensway (A1160).

Residents with a valid parking permit for Whitegate Road will be permitted to park in Warrior Square Car Park for the duration of these works only.

Phase 4

  1. Parking, stopping, waiting, loading and unloading will be prohibited on Warrior Square from outside No. 69 to outside No. 75.

The order is scheduled to commence from 09:30am on the 24th March 2025 or where appropriate signs are showing and weather permitting.

The alternative routes during the phases of work are:

  • Phase 2: Bournemouth Park Road, Eastern Avenue, Sutton Road or Southchurch Avenue and Queensway and vice versa.
  • Phase 3: Chichester Road, Tylers Avenue, Quebec Avenue and Queensway or Queensway, Southchurch Road and Chichester Road.

The Order will come into effect on 24th March 2025 and may continue in force for up to 18 months or until the works have been completed, whichever is the earlier.

The closure is required for the safety of the public and workforce whilst Cadent undertake Gas Main replacement works.

Access for emergency vehicles, residents and pedestrians will be maintained at all times during the closures.

The prohibitions or restrictions will only apply during such time and to such extent as indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

Any vehicle waiting or parked in contravention of any restriction/prohibition imposed by this Notice may be issued with a Penalty Charge Notice and removed under the provisions of the Traffic Management Act 2004.
