Notice of Variation given under sections 35C and 46A of the Road Traffic Regulation Act 1984 of On-Street Parking Permit Charges in the Colchester City Area

The Essex County Council (Colchester Borough) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Order 2019 Schedule 4 Permit and Ticket Parking Charges and Schedule 7 On Street Payment Parking Charges Notice is hereby given that the Colchester City Council as the lead authority for The North Essex Parking Partnership, itself acting as agents for the highway authority Essex County Council, intends, not less than twenty one days from the date of this notice, to vary the above Order relating to fees and charges under Section 35C and 46A of the Road Traffic Regulation Act 1984. It is intended that the changes will take place on 7th April 2025. The variation will have the effect of changing the tariff of fees for On-Street Parking, Exemptions and Permits and On-Street Payment Parking Charges - all other fees and charges in the Order will continue at their existing tariffs. Existing and proposed charges are detailed in the Schedule to this Notice.

(Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Coggeshall Road, Dedham in the City of Colchester, from its junction with Dedham Meade for a distance of approximately 50m in a south westerly direction. The closure is scheduled to commence on 7th April 2025 for 3 days, or where stated on a valid permit (MT00110261320 - Affinity Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while boundary box replacement works are undertaken by Affinity Water.

An alternative route is available via Coggeshall Road, Long Road East, Bargate Lane, Harwich Road and vice versa.

The Order will come into effect on 20th March 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Eld Lane, Colchester)

(Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Eld Lane, Colchester in the City of Colchester, from its junction with Long Wyre Street for a distance of approximately 20m in a south westerly then westerly direction. The closure is scheduled to commence on 6th April 2025 for 2 nights (19:00 - 06:00), or where stated on a valid permit (AD03165013016 - Anglian Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while mains fitting works are undertaken by Anglian Water.

No alternative route is available (with access only into Eld Lane).

The Order will come into effect on 20th March 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Frating Road, Ardleigh)

(Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Frating Road, Ardleigh in the District of Tendring, from its junction with Park Road to its junction with Slough Lane a distance of approximately 1010m. The closure is scheduled to commence on 10th April 2025 for 5 days, or where stated on a valid permit (EP201EH2377984 - Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while sign and post replacement works are undertaken by Essex County Council.

An alternative route is available via Slough Lane, Bromley Road, Colchester Road, Ardleigh Road, Frating Road and vice versa.

The Order will come into effect on 20th March 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Grange Road, Tiptree)

(Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Grange Road, Tiptree in the City of Colchester & District of Maldon, from a point approximately 105m north east of its junction with Priory Road for a distance of approximately 190m in a north easterly direction. The closure is scheduled to commence on 11th April 2025 for 1 day, or where stated on a valid permit (BC008PLT2488360123032024 - Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while pole testing works are undertaken by Openreach.

An alternative route is available via Grange Road, Braxted Park Road, Maldon Road, Maypole Road, Kelvedon Road, Vine Road and vice versa.

The Order will come into effect on 20th March 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Hall Road, Great Bromley in the District of Tendring, from its junction with Colchester Road to its junction with Badley Hall Road a distance of approximately 2050m. The closure is scheduled to commence on 9th April 2025 for 3 days, or where stated on a valid permit (EP201EH2377955 - Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while signing works are undertaken by Essex County Council.

An alternative route is available via Brook Street, Parsons Hill, Harwich Road, Frating Road, High Street, Bromley Road, Main Road, Frating Hill, Clacton Road, Colchester Road, Clingoe Hill, Greenstead Roundabout, St Andrews Avenue, Harwich Road Roundabout, Harwich Road, Parsons Heath Roundabout, Parsons Heath, Fox Street, John De Bois Hill, Colchester Road, Station Road, Frating Road, Ardleigh Road and vice versa.

The Order will come into effect on 20th March 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Mill Road, Boxted)

(Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Mill Road, Boxted in the City of Colchester, from its junction with Straight Road to its junction with Ellis Road a distance of approximately 410m. The closure is scheduled to commence on 8th April 2025 for 3 days, or where stated on a valid permit (EP201EH2374683 - Essex County Council ). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while sign replacement works are undertaken by Essex County Council.

An alternative route is available via Straight Road, Queens Head Road, Ellis Road and vice versa. The Order will come into effect on 20th March 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Shrub End Road, Colchester)

(Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

1. To temporarily close that length of Shrub End Road, Colchester in the City of Colchester, from its junction with Gosbecks Road to its junction with King Harold Road a distance of approximately 440m.

2. To temporarily introduce a 'No Waiting, No Loading and No Stopping' restriction in the above length of road for the duration of the closure only.

"The Essex County Council (Colchester Borough) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019" will be temporarily amended to include the temporary 'No Waiting, No Loading and No Stopping at Any Time' restriction and suspend any existing parking and waiting restrictions on the above length of road only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.

The closure/restriction is scheduled to commence on 7th April 2025 for 9 days, or where stated on a valid permit (EP201EH2343224A - Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure/restriction is required for the safety of the public and work force while road markings works are undertaken by Essex County Council.

An alternative route is available via Shrub End Road, Drury Road, Layer Road, High Road, Church Road, Layer Road, Colchester Road, Whitehouse Hill, Station Road, North Street, Kelvedon Road, Oxley Hill, D'arcy Road, Factory Hill, Church Road, Maypole Road, Colchester Road, Maldon Road, Maldon Road South, Shrub End Road Roundabout and vice versa.

The Order will come into effect on 20th March 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Stratford Road, Dedham)

(Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Stratford Road, Dedham in the City of Colchester, from its junction with High Street for a distance of approximately 1390m in a north westerly direction. The closure is scheduled to commence on 7th April 2025 for 5 days, or where stated on a valid permit (EP201EH2354285 - Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while carriageway repair works are undertaken by Essex County Council.

An alternative route is available via Stratford Road, Lower Street, Upper Street, Church Road, Dedham Road, Mill Lane, High Street and vice versa.

The Order will come into effect on 20th March 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(The Folley, Layer-de-la-Haye)

(Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of The Folley, Layer-de-la-Haye in the City of Colchester, from a point approximately 180m north west of its junction with Abberton Road for a distance of approximately 15m in a north westerly direction. The closure is scheduled to commence on 7th April 2025 for 5 days, or where stated on a valid permit (AD02310766244 - Anglian Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new supply works are undertaken by Anglian Water.

An alternative route is available via Abberton Road, Malting Green Road, High Road and vice versa (with access only into The Folley).

The Order will come into effect on 20th March 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Turkey Cock Lane, Stanway)

(Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Turkey Cock Lane, Stanway in the City of Colchester, from its junction with London Road for a distance of approximately 150m in a north westerly direction. The closure is scheduled to commence on 9th April 2025 for 7 days, or where stated on a valid permit (KA190KA160LT025EMKSTEY - Gigaclear). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while carriageway patching works are undertaken by Gigaclear.

An alternative route is available via London Road, Western Approach, London Road, Tollgate Roundabout, Essex Yeomanry Way, Halstead Road Roundabout, A1124 Halstead Road, Halstead Road, Halstead Road Roundabout, Halstead Road, Seven Star Green, Turkey Cock Lane and vice versa.

The Order will come into effect on 20th March 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) & (Ipswich Road, Colchester) (Temporary Introduction of Banned Left Turn) Order (No.11) 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

1. To temporarily close those lengths of roads in the City of Colchester as specified in the schedule to this Order.

2. To temporarily introduce a banned left-hand turn from Ipswich Road, Colchester into Cowdray Avenue, Colchester.

3. A temporary 'No Waiting, No Loading and No Stopping' restriction will be introduced on both sides of carriageway on the above lengths of roads and those in the schedule for the duration of the closures to facilitate the works. Signs will be installed indicating when the No Waiting restriction will be in force.

"The Essex County Council (Colchester Borough) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019" will be temporarily amended to include the temporary 'No Waiting, No Loading and No Stopping at Any Time' restriction and suspend any existing parking and waiting restrictions on the above lengths of roads only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.

The works being undertaken will take place within an 18-month period from 20th March 2025, exact dates will be specified on one.network. The roads will be closed to facilitate each phase of works and then re-opened to the public. Access will be maintained for emergency services. Diversion routes will be signed at each location and residents will be informed of the dates of each phase via letter / leaflet drop and advanced warning signs on the roads.

An alternative route is available via Queen Street, Spring Road, Ladysmith Avenue, Victoria Place, Queen Street and vice versa.

The Order came into effect on 6th March 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) Order (No.9) 2025

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

1. To temporarily close those lengths of roads in the City of Colchester as specified in the schedule to this Order.

2. A temporary 'No Waiting, No Loading and No Stopping' restriction will be introduced on both sides of carriageway on the above lengths of roads and those in the schedule for the duration of the closures to facilitate the works. Signs will be installed indicating when the No Waiting restriction will be in force.
