1. The Council of the London Borough of Richmond upon Thames propose to make the above Order under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Order will be to introduce at any time waiting restriction (double yellow lines) in the locations detailed in the Schedule to this Notice

3. Copies of the proposed Order, plans showing the location and effect of the proposals and the Council's Statement of Reasons for proposing to make the Order: -

(a) can be inspected, quoting Reference 25/032, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and

(b) may be viewed on the Council's web-site at http://www.richmond.gov.uk/public_notices

4. Persons wishing to object to or support the proposals or any part thereof should write to the Head of Engineering, Traffic and Parking Policy, London Borough of Richmond upon Thames, Civic Centre, 44 York Street, Twickenham TW1 3BZ by 4 April 2025 giving the grounds of their objection. 1. The Council of the London Borough of Richmond upon Thames propose to make the above Order under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Order will be to introduce at any time waiting restriction (double yellow lines) Church Road Passage, from its junction with Elm Grove Road to its western extremity and to remove the double yellow lines in Elm Grove Road at the entrance to Church Road Passage.

3. Copies of the proposed Order, plans showing the location and effect of the proposals and the Council's Statement of Reasons for proposing to make the Order: -

(a) can be inspected, quoting Reference 25/033, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1) Temporary Waiting Restrictions Lion Gate Gardens, Kew

(Reference 25/035)

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to remove obstructive parking and due to the likelihood of danger to the public, they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Lion Gate Gardens, Kew.

2. Whilst the Order is on effect, at any time waiting restrictions will be introduced on Lion Gate Gardens, removing the first two bays on the western side, north of Stanmore Road.

3. The order will come into effect on 24 March 2025. The order will remain in force for a period of 18 months.

4. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

5. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for Police, fire brigade or ambulance purposes.

6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

LONDON BOROUGH OF RICHMOND UPON THAMES NOTICE OF CHANGES TO PENALTY CHARGES AND ADDITIONAL FEES

(Reference 25/030) Following a determination by the London Councils Transport and Environment Committee, approval by the Mayor of London, and having received no objection within the period of one month of notifying the Secretary of State for Transport, the following increase in penalty charges and additional fees will take effect in the 32 London boroughs and the City of London from 7 April 2025.

As such, the changes to the penalty charges issued within the London Borough of Richmond upon Thames as of the above date, are as follows:

Parking penalties at the higher level will increase by £30 to:

  • £160 (Band A) reduced to £80 if paid within 14 days from the date of issue of the Penalty Charge Notice.
  • £140 (Band B) reduced to £70 if paid within 14 days from the date of issue of the Penalty Charge Notice.

Parking penalties at the lower level will increase by £30 to:

  • £110 (Band A) reduced to £55 if paid within 14 days from the date of issue of the Penalty Charge Notice.
  • £90 (Band B) reduced to £45 if paid within 14 days from the date of issue of the Penalty Charge Notice.

Bus Lane and Moving Traffic contraventions will also increase by £30 as of the above date to:

  • Penalty for contraventions of bus lane regulations - £160
  • Penalty for a moving traffic contraventions - £160

(Please note, the Operator's penalty for contravention of the London Lorry Control Scheme will remain unchanged, at £550 and the Driver's penalty for contravention of the London Lorry Control Scheme will remain unchanged, at £130).

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 23 PROPOSED ZEBRA CROSSINGS London Road, Twickenham

(Reference 25/031) NOTICE IS HEREBY GIVEN that the Council of the London Borough of Richmond upon Thames under powers conferred by Section 23 of the Road Traffic Regulation Act 1984 proposes to introduce 2 zebra crossings in London Road, Twickenham.

The zebra crossings will be sited as follows:-

(a) In London Road (j/w Fulwood Gardens)

  • From a point on London Road opposite the northern kerb-line of Hill View Road, to a point 47 metres south of this point.

(b) In London Road (j/w Ivy Bridge Close)

  • From a point on London Road opposite the northern kerb-line of Cole Road, to a point on London Road opposite the southern kerb-line of Ivy Bridge Close. Total controlled area of 46 metres.

A drawing showing the proposed design will be available for public inspection for a period of 21 days from the date of this notice, quoting reference 25/031: -

(a) the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; or

(b) may be viewed on the Council's web-site at http://www.richmond.gov.uk/public_notices

1. The Council of the London Borough of Richmond upon Thames propose to make the above Order under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Order will be to introduce at any time waiting restriction (double yellow lines) at the western extremity of Orchard Road extending the existing restrictions to outside Nos. 48/50 and 45/47.

3. Copies of the proposed Order, plans showing the location and effect of the proposals and the Council's Statement of Reasons for proposing to make the Order: -

(a) can be inspected, quoting Reference 25033, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1) Temporary Road Closure Ormond Road, Richmond.

(Reference 25/026)

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate building works, they have made a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Ormond Road, Richmond.

2. Whilst the works take place no person shall cause or permit any vehicle to proceed wait or stand from the junction with Hill Rise to outside number 2 Ormand Road.

3. The order will come into effect on 17 March 2025. The works are anticipated to be in progress from 17 March to 28 March 2025. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. An alternative route for vehicles affected by the closure will be available Via Hill Rise, The Vineyard, and The Hermitage.

5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

6. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for Police, fire brigade or ambulance purposes.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
