(MAP BASED)(PROHIBITION AND RESTRICTION OF
WAITING AND PERMITTED PARKING) (VARIATION NO.16) ORDER 2025
NOTICE is given that on 10 March 2025 Oxfordshire County Council made the above order under the Road Traffic Regulation Act 1984. The effect of the Order, which comes into force on 17 March is to help better manage the provision of residential parking in the Hightown Road area of Banbury by introducing new & amending existing parking restrictions as follows:
1. New parking places:
a) ‘Residents permit holders parking only’ (Monday-Saturday, 8am to 6pm) areas are introduced on Lambs Crescent, Lime Avenue, Kilbale Crescent and Western Crescent, allowing permit holders to park on unrestricted parts of the highway. Outside of the permit hours of operation, non-permit holders will be free to park.
b) The Disabled Persons Parking Place (DPPP) on the south-western side of Lambs Cresent (adjacent to No.9) remains in place as marked.
2. New parking prohibitions:
‘No Waiting at Any Time’ restriction (Double yellow lines) are introduced:
i. both sides of Swan Close Road, between its junctions with Upper Windsor Street & Tramway Road/Lamb
Cresent, ii. both sides of Hightown Road, between its junctions with
Tramway Road/Lamb Cresent & Green Lane, iii. both sides of Lambs Cresent, Western Crescent, Lime Avenue, and Green Lane for approx.14 metres from their junctions with Hightown Road.
iv. on the north side of Lambs Crescent adjacent to Nos.1-6, and on the western side either side of the junctions with Kilbale Crescent & the access to the private car park opposite No.8.
3. Eligible properties:
Residents of the following properties are able to apply for annual Residents and Visitors’ Parking Permits: Lambs Crescent, Lime Avenue, Kilbale Crescent, and Western Crescent, and Nos.2-56 (evens) and Nos.13-37 (odds) in Hightown Road.
A local identifier of ‘HR’ will be shown on permits and on road signage where restrictions apply.
4. Residents permits:
Are limited to one per resident with a maximum of two permits per property. A resident may obtain a temporary permit for a replacement vehicle while their permanent vehicle is off the road.
5. Visitors permits:
Will be available for residents at the above eligible addresses, usually a maximum of 50 days’ worth of permits will be issued per year and provided in blocks of 25. A temporary resident will be entitled to 25 visitors permits.
6. Charges:
a) for residents, per permit will be £76 per annum. Visitors permits for residents aged 70 or over are free of charge. For other residents the first block of 25 visitors permits will be free and the second block will be £31.50.
b) Contractors may apply for a permit to use a resident`s parking place at a charge of £31.50 for any period not exceeding a week.
7. Other Matters:
a) A permit may be withdrawn if found to be granted based on false information, or a permit has not been used in accordance with the provisions of the Order, where it has been abused, or where the agreed terms have not been complied with. This may result in suspension of eligibility for further permits.
b) Exemptions to the waiting restrictions and the restrictions on the use of parking places will include following exemptions: For disabled badge holders (maximum of three hours where there are ‘No Waiting’ restrictions are in force), Carers Permit holders, for loading and unloading, people boarding or alighting a vehicle, emergency services, universal service providers and vehicles being used in connection with road works and works to the utility services, and official funeral vehicles.
c) The Oxfordshire County Council (Various Roads – Cherwell District) (Map Based) (Prohibition and Restriction of Waiting and Permitted Parking) Order 2021 will be further amended, updating Map Tiles: ‘AS55’, ‘AT55’ & ‘AU55’ in the process. If you wish to question the validity of this Order or of any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or on the grounds that any requirement of this Act or of any instrument made under it has not been complied with in relation to this Order, you may within six weeks from 10 March 2025 apply to the High Court for this purpose.
