Westminster City - Multiple Traffic Notices
What is happening?
CITY OF WESTMINSTER
INVERNESS TERRACE, PORCHESTER ROAD, PORCHESTER SQUARE AND QUEENSWAY
1. NOTICE IS HEREBY GIVEN that Westminster City Council proposes to make the following Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended:
- The City of Westminster (Free Parking Places) (Disabled Persons) (Amendment No. *) Order 202*;
- The City of Westminster (Parking Places) (B Zone) (Amendment No. *) Order 202*;
- The City of Westminster (Taxi Rank) (Amendment No. *) Order 202*; and
- The City of Westminster (Waiting and Loading Restriction) (Amendment No. *) Order 202*.
2. The general effect of the Orders would be, in connection with the City Council’s Cycling Movement Strategy to retain temporary cycle lanes on Inverness Terrace, Porchester Road and Queensway on a permanent basis, to:
(a) on Porchester Road; on the north-east side, opposite Porchester Hall, introduce 18.1 metres of double yellow “at any time” waiting restrictions, replacing the taxi rank;
(b) on Porchester Square, the southern arm:
(i) on the north-west side, formally extend the double yellow line “at any time” waiting restrictions at the junction with Porchester Road north-eastward by 15 metres, replacing three pay-by-phone bays opposite The Colonnades, No. 34; and
(ii) on the south-east side, introduce a tank rank outside
The Colonnades, No. 34, replacing 15 metres of single yellow line waiting restrictions; and
(c) on Queensway, the south-east side of the north-east to south-west arm:
(i) opposite the Porchester Centre:
(A) relocate the residents’ parking place south-westward by 6 metres and extend its total length to 15 metres, replacing a “Blue Badge” disabled persons’ parking place; and
(B) introduce a pay-by-phone parking bay (5 metres) replacing a length of residents’ parking; and
(ii) outside No. 218, extend the pay-by-phone parking place south-westward by 5.5 metres (1 bay), replacing a “Blue Badge” disabled persons’ parking place.
Please note that the double yellow line “at any time” waiting restrictions marked in the parking places on the south-east side of the north-east to south-west arm of Queensway would be removed as part of the proposed parking amendments in this road.
3. As part of this scheme, it is also proposed to formalise a combination of advisory and mandatory with-flow cycle lanes on Inverness Terrace (between Cervantes Court and Inverness Place), Porchester Road (between Westbourne Park Villas and Bishop’s Bridge Road) and Queensway (between Bishop’s Bridge Road and Porchester Road).
4. The proposed Orders and other documents giving more detailed particulars of the Orders are available for inspection until six weeks have elapsed from the date on which either the Orders are made or the Council decides not to make the Orders at https:// westminstertransportationservices.co.uk/cmsqueensway and, in person by appointment only, at Westminster City Hall 64 Victoria Street, London, SW1E 6QP, between 9.00 a.m. and 5.00 p.m. on Mondays to Fridays (except bank / public holidays).

6. Any objections or other representations about the proposal should be sent in writing to the Council’s agents, WSP Traffic Order Team, 3rd Floor, WSP House, 70 Chancery Lane, London, WC2A 1AF, or by email to tmo.westminster@wsp.com quoting reference 8118/CM, by 2nd April 2025. All objections must specify the grounds on which they are made.
