ROAD TRAFFIC REGULATION ACT 1984
THE LONDON BOROUGH OF RICHMOND UPON THAMES (WAITING AND LOADING RESTRICTION) (CIVIL ENFORCEMENT AREA) (AMENDMENT No. 239) ORDER 2025
RIVERSIDE DRIVE, HAM

1. The Council of the London Borough of Richmond upon Thames on 5 March 2025 made the above Order under section 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Order will be to introduce waiting restrictions operating at any time, in lengths of the following roads:-
(a) Riverside Drive, Ham;
(b) Ashburnham Road at its junction with Riverside Drive;
(c) The entrance to the Thames Young Marines Centre;
(d) Ham Street at its junction with Riverside Drive, Ham; and
(e) Hardwicke Road at its junction with Riverside Drive, Ham.
3. Copies of the Order, which comes into effect on 10 March 2025, plans showing the location and effect of the proposals and the Council's Statement of Reasons for proposing to make the Order: -
(a) can be inspected, quoting Reference 24/129, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and
(b) may be viewed on the Council's web-site at http://www.richmond.gov.uk/public_notices
4. If any person wishes to question the validity of the Order or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Order was made, apply for the purpose to the High Court.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1)
Temporary Road Closure Ormond Road, Richmond.

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate building works, they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Ormond Road, Richmond.
2. Whilst the works take place no person shall cause or permit any vehicle to proceed wait or stand from the junction with Hill Rise to outside number 2 Ormand Road.
3. The order will come into effect on 17 March 2025. The works are anticipated to be in progress from 17 March to 28 March 2025. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. An alternative route for vehicles affected by the closure will be available Via Hill Rise, The Vineyard, and The Hermitage.
5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
6. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) any vehicle being used for Police, fire brigade or ambulance purposes.
7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1)
Temporary Road Closure Petersham Road, Ham.

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate sewer cover replacement works, they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Petersham Road, Ham.
2. Whilst the works take place no person shall cause or permit any vehicle to proceed wait or stand in Petersham Road from the junction with Sandy Lane to the junction with Sandpits Road.
3. The order will come into effect on 19 March 2025. The works are anticipated to be in progress on 19 March 2025 only. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. An alternative route for vehicles affected by the closure will be available Via Petersham Road, Richmond Road, King Street, Cross Deep, Waldegrave Road, High Street, Park Road, Sandy Lane, Park Road, Church Grove, Hampton Court Road, Horse Fair, Wood Street, Kingsgate Road, Richmond Road and vice versa.
5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
6. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) any vehicle being used for Police, fire brigade or ambulance purposes.
7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1)
Temporary Road Closure Priory Road, Hampton.

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate bridge inspection works, they have made a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Priory Road, Hampton.
2. Whilst the works take place no person shall cause or permit any vehicle to proceed, wait or stand in Priory Road from a point 20 metres northeast of the railway bridge to a point 20 metres south-west of the railway bridge.
3. The order will come into effect on 09 March 2025. The works are anticipated to be in progress from 07:00 -17:00 on the 09 March 2025 only. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. An alternative route for vehicles affected by the closure will be available Via Oldfield Road, Percy Road, Priory Road, Oldfield Road and vice versa.
5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
6. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) any vehicle being used for Police, fire brigade or ambulance purposes.
7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1)
Temporary Bus Lane Suspension Richmond Road, Twickenham.

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate telecom works, they have made a temporary Traffic Order, the effect of which will be to introduce temporary prohibition of traffic in Richmond Road, Twickenham.
2. Whilst the works take place, the bus lane in Richmond Road from a point opposite number 33 to outside number 72 shall be suspended the effect being that vehicular traffic shall be permitted to proceed in that length of bus lane.
3. The order will come into effect on 15 March 2025, the works are anticipated to be in progress from 15 March to 18 March 2025. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
5. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) any vehicle being used for Police, fire brigade or ambulance purposes.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1)
Temporary Road Closure Sheen Lane, East Sheen

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate works on behalf of Network Rail at Mortlake level crossing they intend to make a temporary Traffic Order, the effect of which will be to introduce temporary prohibition of traffic in Sheen Lane, East Sheen.
2. Whilst the works take place no person may permit a vehicle to proceed in Sheen Lane between a point 20 metres south of the level crossing and a point 20 metres north of the level crossing.
3. Whilst Sheen Lane is closed, an alternative route for traffic will be via Palmerston Road, Temple Sheen Road, Upper Richmond Road West and Sheen Lane.
4. The order will come into effect at 00.30 on 19 March 2025. The works are anticipated to be in progress overnight from 00.30 until 05.00 on 19 March 2025. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
6. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) any vehicle being used for Police, fire brigade or ambulance purposes.
7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1)
Temporary Road Closure Vine Road, Barnes
(Ref: 25/022)
1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate essential Level Crossing maintenance works at Barnes they have made a Temporary Traffic Order, the effect of which will be to introduce a level crossing closure in Vine Road, Barnes.
2. Whilst the works take place no person may permit a vehicle to proceed in Vine Road, Barnes at its level crossing where relevant signs and/or cones are placed.
3. Whilst Vine Road, Richmond is closed, an alternative route for diverted traffic will be Upper Richmond Road, Rocks Lane, Mill Hill Road and Station Road in both directions.
4. The order will come into effect on 15 March 2025.The works are anticipated to be in progress from 15 March to the 17* March 2025 between the following times and dates 00:15 to 06:00 on 15 March and 00.15 on 16 March until 05.00 on 17 march 2025. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
5. The prohibitions will apply only during such time and to such extent as indicated by prescribed traffic signs.
6. Nothing in the Order will apply to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) any vehicle being used for Police, fire brigade or ambulance purposes.
7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
