(Chelmsford City) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) (Amendment No.64) Order 2025
Notice is hereby given that the Essex County Council has made the above Order under sections 1(1), 2(1) to (3), 3(2), 4(1), 4(2), 32(1), 35(1), 45, 46, 47, 49, 53, and Part IV and Part III of Schedule 9 of the Road Traffic Regulation Act 1984 (as amended).
Effect of the order:
1. To Revoke: ‘Limited Waiting Mon-Sat 9am-6pm 2hrs No Return Within 4hrs’ Restrictions and Extend: Existing ‘No Waiting at Any Time’ Restrictions

This Order will be incorporated into ‘The Essex County Council (Chelmsford City) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019’ by substituting Map Tiles: TL705 085 Revision 1 to Revision 2, and TL705 087 Revision 3 to Revision 4
Date of operation: The Order will come into operation on 14 March 2025

Application to the high court: Anyone who wishes to question the validity of the Order of any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 (as amended) or on the grounds that any requirement of the Act, or any instrument made under it, has not been complied with in relation to the Order, may within six weeks from the date of the making of the Order apply to the High Court for this purpose.
(Footpath 21, Margaretting) (Maldon Road Level Crossing) (Temporary Prohibition of Use) Order 2024
Notice is hereby given that the above Order made by Essex County Council, under s14 of the Road Traffic Regulation Act 1984, has been continued in force with the consent of the Secretary of State for the Department for Transport until.12 March 2027
Effect of the order: To temporarily close Footpath 21, Margaretting (Maldon Road Level Crossing) in the City of Chelmsford, from the fence line (Network Rail boundary) over the Level Crossing for approximately 30 metres.
The alternative route will be via Maldon Road, Footpath 20, B1002 and the A12 Slip Road, vice versa.
The closure commenced on 12 September 2024 and is required due to the likelihood of danger to the public due to insufficient warning time to safely cross the railway at this location.
(Footpath 24, (Noakes Level Crossing) Boreham) (Temporary Prohibition of Use) Order 2024
Notice is hereby given that the above Order made by Essex County Council, under s14 of the Road Traffic Regulation Act 1984, has been continued in force with the consent of the Secretary of State for the Department for Transport until.12 March 2027
Effect of the order: To temporarily close that length of Footpath 24, Noakes Level Crossing Boreham in the City of Chelmsford, from the northern railway boundary fence heading south to its junction with the A12.
The alternative route will be via Bridleway 23 and Generals Lane Bridge.
The closure commenced on 12 September 2024 and is required for the safety of the public due to high-speed trains and there being insufficient time to use the crossing safely.
(North Court Road/Woodhouse Lane, Chelmsford) (Temporary Prohibition of Traffic) Order 2025
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of North Court Road, Chelmsford in the City of Chelmsford, from its junction with Woodhouse Lane for a distance of approximately 140m in a south easterly then south westerly direction then Woodhouse Lane, Chelmsford in the City of Chelmsford, from its junction with North Court Road for a distance of approximately 40m in a north easterly direction (works to be completed in phases).
The closures are scheduled to commence on 5th April 2025 for 17 days, or where stated on a valid permit (N5004P102020N0023544-R1/ N5004P102020N0023544-R2 – The Electricity Network Company Limited). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closures are required for the safety of the public and workforce while duct installation works are undertaken by The Electricity Network Company Limited.
Alternative routes are available via:
1. Hospital Approach, Main Road Roundabout, Main Road, Woodhouse Lane and vice versa (with access only into North Court Road) (Phase 1).
2. North Court Road, Hospital Approach, Main Road Roundabout, Main Road and vice versa (with access only into Woodhouse Lane) (Phase 2).
The Order will come into effect on 13th March 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(South Hanningfield Road, Chelmsford) (Temporary Prohibition of Traffic) Order 2025
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of South Hanningfield Road, Chelmsford in the City of Chelmsford, from its junction with Middlemead for a distance of approximately 130m in a south westerly direction.
The closure is scheduled to commence on 31st March 2025 for 1 day, or where stated on a valid permit (EC30010115130 – UK Power Networks). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network.
The closure is required for the safety of the public and workforce while transformer upgrade works are undertaken by UK Power Networks.
An alternative route is available via Main Road, Rettendon Turnpike, Runwell Road, Church End Lane, Brock Hill, Hawkswood Road and vice versa (with access only into South Hanningfield Road).
The Order will come into effect on 13th March 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Various Roads, City of Chelmsford) (Temporary Introduction of a Clearway) (No.9) Order 2025
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
1. A temporary ‘No Waiting, No Loading and No Stopping’ restriction will be introduced on both sides of carriageway on the said length of road specified in the schedule to facilitate the works. Signs will be installed indicating when the No Waiting, No Loading and No Stopping restriction will be in force.
“The Essex County Council (Chelmsford City) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019” will be temporarily amended to include the temporary ‘No Waiting, No Loading and No Stopping at Any Time’ restriction and suspend any existing parking and waiting restrictions on the above length of road only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.
The works being undertaken will take place within an 18-month period from 13th March 2025, exact dates will be specified on One.Network. Access will be maintained for emergency services. Residents will be informed of the dates of each phase via letter/leaflet drop and advanced warning signs on the road.

(West Hanningfield Road/Church Road, Chelmsford) (Temporary Introduction of a 30mph Speed Restriction) Order 2025
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily introduce a 30mph speed restriction in that length of West Hanningfield Road/Church Road, Chelmsford in the City of Chelmsford, from the junction with Southend Road for a distance of approximately 255m in a south westerly direction.
The resriction is scheduled to commence on 5th April 2025 for 123 days, or where stated on a valid permit (EP02231012277 – County Route PLC). The scheduled dates may vary for these works with appropriate signs showing and/ or displayed on one.network.
The restriction is required for the safety of the public and workforce while structure repair works are undertaken by County Route PLC.
The Order will come into effect on 13th March 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Boreham Road/Waltham Road, Chelmsford) (Temporary Prohibition of Traffic) Order 2025
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Boreham Road/Waltham Road, Chelmsford in the City of Chelmsford, from the junction with Beadle Way to the junction with Cranham Road a distance of approximately 5210m.
The closure is scheduled to commence on 17th March 2025 for 3 days, or where stated on a valid permit (EP201EH2377712/EP201EH2381880 – Essex County Council).
The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network.
The closure is required for the safety of the public and workforce while carriageway patching works are undertaken by Essex County Council.
An alternative route is available via Cranham Road, Domsey Lane, Wheelers Hill, Wheelers Farm Roundabout, Essex Regiment Way, Sheepcotes Roundabout, Braintree Road, Strawbrook Hill, Great Leighs Bypass, Great Leighs Bypass Roundabout South, Main Road, Boreham Road and vice versa.
The Order came into effect on 27th February 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Maldon Road, Ingatestone) (Temporary Prohibition of Traffic) Order 2025
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Maldon Road, Ingatestone in the City of Chelmsford, from a point approximately 395m north east then south east of its junction with Orton Close for a distance of approximately 50m in a south easterly direction.
The closure is scheduled to commence on 17th March 2025 for 5 days, or where stated on a valid permit (AD00263306039/2 – Anglian Water).
The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network.
The closure is required for the safety of the public and workforce while pump repair works are undertaken by Anglian Water.
An alternative route is available via Maldon Road, London Hill, Margaretting Road, Stock Road, Galleywood Road, Wood Street, Wood Street Roundabout, London Road, Writtle Bypass Roundabout, Greenbury Way, Margaretting Road Roundabout, Margaretting Road, Writtle Road, Wantz Road and vice versa.
The Order came into effect on 27th February 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
