SECTION 23

PROPOSED AMENDED ZEBRA CROSSING

PORTLAND ROAD, SOUTH NORWOOD

Croydon Council HEREBY GIVES NOTICE that they propose to amend an existing zebra crossing, as specified in the Schedule to this Notice, to provide safe crossing facilities and improve road safety for pedestrians.

The general effect of the zig-zag markings will be to prohibit all vehicles from stopping on the markings for any reason and to improve road safety by aiding pedestrians to cross safely.

SCHEDULE

Proposed Amended Zebra Crossing

The existing crossing outside No. 3 Portland Road is proposed to be relocated outside No. 1 Portland Road and would include a pedestrian refuge island in the centre. The zig-zag markings would extend for 17 metres either side of the crossing point.

PROPOSED RAISED ENTRY TREATMENT

CLIFFORD ROAD, SOUTH NORWOOD

Croydon Council HEREBY GIVES NOTICE that they propose to install a raised entry treatment as specified in the Schedule to this Notice to help reduce vehicular speeds, improve road safety and provide a crossing point for pedestrians at this location.

Persons desiring to object to the proposal should send a statement in writing of their objections and grounds thereof to the Order Making Section, Parking Services, Parking Design Team, 3rd Floor Zone C, Bernard Weatherill House, 8 Mint Walk, Croydon, CR0 1EA or by emailing parking.design@croydon.gov.uk quoting the reference PD/CH/F1 by 26 March 2025.

SCHEDULE

It is intended to place a raised entry treatment in the carriageway in accordance with the Highways (Road Humps) Regulations 1999. As a guide the ramp will be 1.5 metres long and 4.3 metres wide, it will be between 75mm and 90mm high with an approximate ramp gradient of 1:25 and placed in the following location.

(TEMPORARY RESTRICTIONS) ACT 1991)

HARTLEY OLD ROAD, PURLEY

TEMPORARY RESTRICTION OF VEHICULAR TRAFFIC

  1. Croydon Council HEREBY GIVES NOTICE that to facilitate gas main replacement works on behalf of SGN, they have made an Order the effect of which would be to temporarily restrict traffic in Hartley Old Road, Purley.
  2. Whilst the said works are taking place Hartley Old Road will be closed between its junctions with Hartley Down and Hartley Way.
  3. During the closure, the alternative route for traffic will be via Old Lodge Lane, Hartley Hill, Hartley Old Road, Hartley Way, Hartley Down and reversed.
  4. The Order will come into operation on 10 March 2025, and it is anticipated that the works will be completed on 31 March 2025. However, the Order will remain in force for 18 months to be reintroduced should further work be required.
  5. These restrictions shall not apply in respect of:

    (a) any vehicle involved in conducting the said work,

    (b) any vehicle being used for fire brigade, ambulance, or police purposes,

    (c) anything done with the permission of a police constable in uniform or a Civil Enforcement Officer.

HARES BANK, NEW ADDINGTON

TEMPORARY RESTRICTION OF VEHICULAR TRAFFIC

  1. Croydon Council HEREBY GIVES NOTICE that to facilitate gas main replacement work by SGN, they intend to make an Order, the effect of which would be to temporarily restrict traffic in Hares Bank, New Addington.
  2. Whilst the said works are taking place, the entire length of Hares Bank will be closed.
  3. Whilst the closure is in operation the alternative route for traffic will be via Windham Avenue, Calley Down Crescent, and reversed, as appropriately signed.
  4. The Order will come into operation on 24 March 2025, and it is anticipated that the works will be completed by 25 April 2025. However, the Order will remain in force for 18 months to be reintroduced should further work be required.
  5. These restrictions shall not apply in respect of:

    (a) any vehicle involved in carrying out the said work,

    (b) a vehicle being used for fire brigade, ambulance, or police purposes, or the purposes of a statutory undertaker in an emergency, such as the loss of supplies of gas, electricity, or water to premises in the area, which necessitates the bringing of vehicles into a section of road to which the order applies.

    (c) anything done with the permission of a police constable in uniform or a Civil Enforcement Officer.

HAYES LANE, KENLEY

TEMPORARY RESTRICTION OF TRAFFIC

  1. Croydon Council HEREBY GIVES NOTICE that to facilitate speed hump installation works, they intend to make an Order the effect of which would be to temporarily restrict traffic movements in Hayes Lane, Kenley.
  2. Whilst the said works are taking place, Hayes Lane will be closed between its junctions with Park Road.
  3. The Order will come into operation on 25 March 2025, and it is anticipated that the work will be completed on 29 March 2025. However, the Order will remain in force for 18 months to be reintroduced should further work be required.
  4. Whilst the closure is in force the alternative route for traffic will be via Park Road, Hayes Lane and vice versa, or via Abbots Lane, Hayes Lane and vice versa.
  5. The restriction shall not apply in respect of:

    (a) a vehicle being used for fire brigade, ambulance, or police purposes, or the purposes of a statutory undertaker in an emergency, such as the loss of supplies of gas, electricity, or water to premises in the area, which necessitates the bringing of vehicles into a section of road to which the order applies.

    (b) any vehicle involved in carrying out the said works,

    (c) anything done with the permission of a police constable in uniform or a Civil Enforcement Officer.

ROAD TRAFFIC REGULATION ACT 1984, SECTION 16A AS AMENDED BY THE ROAD TRAFFIC REGULATION (SPECIAL EVENTS) ACT 1994

TEMPORARY PROHIBITION OF TRAFFIC ORDER

PLAY STREET CLOSURES – LIVINGSTONE ROAD, THORNTON HEATH

  1. Croydon Council, HEREBY GIVE NOTICE that they intend to make a Temporary Prohibition of Traffic Order, the effect of which will be to close Livingstone Road, Thornton Heath, to vehicular traffic at the times and on the dates specified in the Schedule to this notice, to facilitate a play street.
  2. During the dates and times specified in the Schedule to this notice no person shall cause any vehicle to enter or proceed in Livingstone Road, between its junctions with Layard Road and Mersham Place.
  3. The provisions of the Order will not prevent access being maintained for residents, or pedestrians accessing any premises situated on or adjacent to any road to which this Order relates, or to any other premises accessible from, and only from, such a road.
  4. Nothing in the Order shall apply:

    a) to anything done with the permission or at the direction of a police constable in uniform.

    b) to any vehicle being used for police, fire brigade, or ambulance purposes, or the purposes of a statutory undertaker in an emergency, such as the loss of supplies of gas, electricity, or water to premises in the area, which necessitates the bringing of vehicles into a section of road to which the order applies.

  5. Whilst the closure is in force the alternative route for traffic will be via Layard Road and Moffat Road.
  6. The Order will come into effect on 09 March 2025 and will be reintroduced at the times and on the dates specified in the Schedule to this Notice.
