M3, A33 & A34, Winchester - Temporary Traffic Restrictions due to Junction Works
What is happening?

M3 MOTORWAY, A33 AND A34 TRUNK ROADS – WINCHESTER TEMPORARY TRAFFIC RESTRICTIONS
Notice is hereby given that National Highways Limited has made an Order on the M3 Motorway and A33 and A34 Trunk Roads in the County of Hampshire, under Sections 14(1)(a), 14(7) and 15(2) of the Road Traffic Regulation Act 1984 because works are proposed to be executed on the road.
The effect of the Order is:-
to authorise the closure of;
a) the northbound carriageway of the M3 between Junction 11 (A3090) and Junction 8 (A303);
b) the southbound carriageway of the M3 between Junction 8 (A303) and Junction 10 (A31);
c) both carriageways of the A34 between M3 Junction 9 roundabout and Three Maids Hill Interchange (A272);
d) the northbound carriageway of the A33 between its divergence from the northbound carriageway of the A34 and its junction with London Road (B3047);
e) the southbound carriageway of the A33 between its junction with London Road (B3047) and its merge with the southbound carriageway of the A34;
f) M3 Junction 9 roundabout (in whole or in sections);
g) both carriageways of Spitfire Link (A272) between the M3 Junction 9 roundabout and Spitfire Roundabout (A31); (HCC jurisdiction)
h) both carriageways of Easton Lane between the roundabout and Easton Lane Roundabout; (HCC jurisdiction)
i) all the slip roads leading to and from the carriageways described in a) – c) above;
j) all of the lay-bys adjacent to the carriageways described in c) above;
k) the hard shoulders adjacent to both carriageways of the M3 between a point approximately 200 metres south of the centreline of the B3047 overbridge and a point approximately and a point approximately 800 metres south of the centre point of the M3 Junction 9 roundabout;
l) the footway adjacent to the southbound carriageway of the A33 and the A34 south of its merge with the A33; and
m) the cycle track forming part of NCN 23 passing through the subway beneath the roundabout;
to impose the following 24-hour mandatory 50, 40 and 30 speed limit options as and when required:-
i) 50 mph:
a) the northbound carriageway of the M3 between a point approximately 606 metres north of the centreline of the A31 underbridge and a point approximately 2040 metres north of the centreline of the northern overbridge at M3 Junction 9 (A34);
b) the southbound carriageway of the M3 between a point approximately 1780 metres south of the centreline of Bridgetts Lane overbridge and a point approximately 165 metres south of the centreline of the B3047 overbridge;
c) the northbound carriageway of the A34 between the roundabout and a point approximately 95 metres north of the tip of the nosing of its divergence from the A33;
d) the southbound carriageway of the A34 between a point approximately 50 metres south of the centreline of Springvale Road underbridge and the roundabout;
e) the northbound carriageway of the A33 between the tip of the nosing of its divergence from the A34 to a point approximately 95 metres north of that divergence;
f) all the slips leading to and from the M3 at Junction 9 (A34);
ii) 40 mph:
a) the northbound carriageway of the A34 between the roundabout and a point approximately 95 metres north of the tip of the nosing of its divergence from the A33;
b) the northbound carriageway of the A33 between the tip of the nosing of its divergence from the A34 to a point approximately 200 metres south of its junction with London Road (B3047);
c) the southbound carriageway of the A33 between a point approximately 200 metres south of its junction with London Road (B3047) and its merge with the southbound carriageway of the A34; and
d) both carriageways of Spitfire Link (A272) between the roundabout and Spitfire Roundabout (A31);(HCC jurisdiction) and
e) M3 Junction 9 roundabout;
iii) 30mph – as ii.) d) and e) above;
to impose a 24-hour lane width restriction of 2.0 metres on the outside lane of:-
a) the northbound carriageway of the M3 between a point approximately 332 metres north of the centreline of the South Downs Way footbridge and a point approximately 2040 metres north of the centreline of the northern overbridge at M3 Junction 9 (A34); and
b) the southbound carriageway of the M3 between a point approximately 450 metres south of the centreline of the B3047 overbridge and a point approximately 165 metres south of the centreline of the B3044 overbridge;
to operate periodically a contraflow in alternating directions on the M3 between both carriageways of the M3 between a point approximately 500 metres south of the centreline of the B3047 overbridge and a point approximately 800 metres south of the centre point of the roundabout;
to permit hard-shoulder running on the lengths adjacent to the carriageways described in 1) k) above when not closed.
These measures are in the interests of road safety while contractors undertake major junction improvement and all associated works. Please note amendments have been made since the Notice of Intent was published but before the Order is made.
It is expected that the work will last for approximately 3 years starting on or after Monday 17th March 2025. Closures will take place overnight or for longer periods of time, including whole weekend closure. Details will be available on the National Highways website.
The Order will come into force on 15th March 2025 and continue until completion of the works, at which point in compliance with Road Traffic Regulation Act 1984 Section 15(2) it will be formally revoked.
Traffic affected by the closures will be diverted using any combination of the following roads and junctions as follows:
a) the M3 in either direction and other junctions on it;
b) the A31, A33, A34, A272, A3090, B3040, B3041, B3047, B3049, B3335, B3044, B3420, Bull Drove, Garnier Road, Harestock Road, Kingsgate Road, and Winnall Manor Road.
The diversion in operation will vary according to the closure in force and the class of traffic being diverted.
Diversions for the footway and cycle subway have not been specifically declared although the Ramblers Association and Cycle Winchester have been involved in the consultation process, and details can be made available on demand.
The temporary closures, speed and width restrictions, contraflow, hard shoulder running, and diversion routes will be clearly indicated by traffic signs when they are in operation during the works period.
