What is happening?

Leicester City Council 
(St Margaret’s Bus Station Area, Northern Central Ring Road, Leicester) (Prohibition Of Driving, Red Route - No Stopping And Parking Places - Specified Classes Of Vehicles) Traffic Regulation Order 2023, (Amendment No.1) (Gravel St & Burleys Way) 2025

NOTICE IS HEREBY GIVEN Leicester City Council (“the Council”) proposes to make an Order under Sections 1(1), 2(1) to (3), 4(2), 5, 32, 35, 35A, and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 (“the Act”), and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act, hereby propose to makes the following Order:- The effects of the Order set out in Schedule 1 to this Notice. Schedule 2 introduces new restriction types that will be included within the Order.

Schedule 1
The effects of the Traffic Regulation Order will be:-
• To prohibit vehicles from Stopping ‘At any time’ on a Red Route Clearway (indicated by upright signs only) on both sides of the road in the following length(s) of road(s): - Burleys Flyover, Burleys Way, Humberstone Road Roundabout (The whole gyratory), St Matthews Way and St Georges Way (between Humberstone Road roundabout to Charles Street).

• To prohibit vehicles from Stopping ‘At any time’ on a Red Route (Double Red Lines) (in addition to those lengths of road where Red Route (Double Red Lines) are already in operation) on parts of Gravel Street, & Sandacre Street

• To provide a Loading Only bay operating 9.30am to 4pm & 7pm to 7am on all days in the following length(s) of road: - Sandacre Street north-east side; between 55 metres & 68 metres south-east of its junction with Gravel Street.

• To provide a Loading Only bay operating between 7am to 1pm on all days on part of Sandacre Street

• To provide a Limited Waiting Bay (pick up & drop off) for 10 minutes waiting, no return within 1 hour operating all hours on all days in the following length of road: - Gravel Street 1) north west side, between 5 metres & 19 metres north east of its junction with Church Gate, south east side, between 35 metres & 46 metres and between 55 metres & 69 metres north-east of its junction with Churchgate

• To revoke certain prohibitions & restrictions

INSERT NEW PART NUMBERS (for Prohibition of Driving, Limited & Loading Bays and Red Routes)

Part 324

Loading Only Bay.
No Waiting between 7am & 1pm by any class of vehicle except for the purpose of loading or unloading. 

Vehicles loading or unloading must be parked wholly within the loading bay as marked on the carriageway. 

After completing the loading activity, the vehicle must proceed out of that length of road. 

Whilst parked in the loading bay no person shall carry out any work relating to the construction or repair of the vehicle other than may be necessary to enable the vehicle to be moved from the loading bay. 

No person shall allow a vehicle waiting in a loading bay to be used for or in connection with the sale of any vehicle or any other article or for the offer of any service for reward.

RED ROUTE - CLEARWAY.
No Person shall Stop or cause or permit a Motor Vehicle to Stop At any time on a Red Route Clearway, for the purpose of Waiting, boarding and alighting of passengers or Loading in any Road or length of a Road to which this Restriction applies. 

For the purpose of this Restriction the prohibited area is an area or length of a Road which will consist of Terminal and/or repeater Traffic Signs specified by the Traffic Sign Regulation there is no requirement for Road Markings. 

This Red Route Restriction will prevail when any Parking Place or Loading Bay marked out within part of its length of Road ceases to be operational.

It should be noted that these amendments do not affect any restriction laid down by any existing Order but are intended to clarify the meanings within the articles. 

A COPY of the proposed Order, the relevant plan, the Council’s statement of reasons for proposing to make the Order and extract copies of the Order being amended may be seen at Leicester City Council’s website: leicester.gov.uk/trafficregulationorders. 

OBJECTIONS to the proposed Order should be sent to chris.middleton@leicester.gov.uk or email TROteam@leicester.gov.uk and mark for the attention of Chris Middleton. Any objections stating grounds on which they are made and quoting ref. (Gravel St TRO) must be received by me by the 26th day of March 2025. 

These proposed amendments to existing traffic restrictions are being proposed for preserving and improving the amenities of the area through which the roads run, to update traffic order signing arrangements on parts of the central ring road & to improve the parking and loading facilities in the area to benefit of the operation of the bus station & local businesses. An additional Bus Stop clearway restriction is also proposed under regulation on part of Gravel Street.
