Ar 25 Chwefror 2025 gwnaeth Cyngor Sir Dinas a Sir Caerdydd, wrth arfer ei bwerau dan Adrannau 9 a 10 Deddf Rheoleiddio Traffig Ffyrdd 1984 (fel y’i diwygiwyd), Deddf Rheoli Traffig 2004, Rheoliadau Gorfodi Sifil ar Dramgwyddau Traffig Ffyrdd (Darpariaethau Cyffredinol) (Cymru) 2013, Gorchymyn Dynodi Gorfodi Sifil ar Dramgwyddau Lonydd Bysus a Thraffig sy’n Symud (Dinas a Sir Caerdydd) 2014, orchymyn a fydd yn atal y cyfyngiadau presennol i’ch atal rhag parhau yn eich cerbyd ar hyd Glyn Crisial, i’r ddau gyfeiriad, o’r gyffordd â Fishguard Close am 15 metr i’r gogledd rhwng 07:00 a 19:00 ar unrhyw ddiwrnod ac eithrio dydd Sul Caniateir eithriadau am y rhesymau canlynol:

(a)Bws ar lwybr lleol;

(b)Cerbyd Hurio Preifat;

(c)Tacsi;

(d)Cerbyd Clwb Ceir;

(e)Cerbydau gyda Thrwydded ddilys. D.S. Gellir rhoi trwyddedau i Breswylwyr, Busnesau a Grwpiau Cymunedol ar yr amod eu bod yn bodloni’r meini prawf priodol.

Daw’r Gorchymyn i rym ar 10 Mawrth 2025.

Rhaid cyflwyno unrhyw wrthwynebiadau sydd gennych i’r Gorchymyn yn parhau am gyfnod amhenodol yn ysgrifenedig i’r cyfeiriad a ddangosir isod cyn hanner nos ar 9 Medi 2025 (neu drwy e-bost i gwrthwynebiadaugorchymyntraffigffyrdd@caerdydd.gov.uk). Gellir rhyddhau eich gwrthwynebiad i unrhyw barti sydd â diddordeb ei archwilio. Mae’r Cyngor yn croesawu gohebiaeth yn Gymraeg ac yn Saesneg a byddwn yn sicrhau ein bod yn cyfathrebu â chi yn yr iaith o’ch dewis, boed hynny’n Gymraeg, yn Saesneg neu’n ddwyieithog, cyhyd â’ch bod yn dweud wrthym pa un sydd orau gennych. Ni fydd gohebu yn Gymraeg yn arwain at unrhyw oedi. Mae’r ddogfen hon ar gael yn Saesneg / This document is available in English. Os ydych am herio dilysrwydd y Gorchymyn neu unrhyw ddarpariaethau sydd ynghlwm wrtho ar y sail nad ydynt yn unol â’r pwerau a ddyfernir gan Ddeddf Rheoleiddio Traffig Ffyrdd 1984 fel y’i diwygiwyd, neu ar y sail nas cydymffurfiwyd ag unrhyw un o ofynion y Ddeddf, neu unrhyw offeryn a wnaed dan y Ddeddf, o ran y Gorchymyn, gallwch, o fewn chwe wythnos i 25 Chwefror 2025 wneud cais i’r Uchel Lys at y diben hwn.

THE COUNTY COUNCIL OF THE CITY AND COUNTY OF CARDIFF (CRYSTAL GLEN, LLANISHEN) (PROHIBITION OF DRIVING) (EXPERIMENTAL TRAFFIC) ORDER 2025

On the 25th of February 2025 the County Council of the City and County of Cardiff in exercise of its powers under Sections 9 and 10 of the Road Traffic Regulations Act 1984 (as amended), the Traffic Management Act 2004, The Civil Enforcement of Road Traffic Contraventions (General Provisions) (Wales) Regulations 2013, The Civil Enforcement of Bus Lanes and Moving Traffic Contraventions (City and County of Cardiff) Designation Order 2014 made an Order the general effect of which is to suspend the existing restrictions to prevent you from proceeding within your vehicle along Crystal Glen, in both directions of travel, from its junction with Fishguard Close for a distance of 15 metres north between the hours of 07:00 and 19:00 on any day other than a Sunday Exemptions will be permitted for the following:

(a)Bus on a local route;

(b)Private Hire Vehicle;

(c)Taxi;

(d)Car Club Vehicle;

(e) Vehicles with a valid Permit. N.B. Permits may be issued to Residents, Businesses and Community Groups provided they meet the appropriate criteria.

The Order will come into force on the 10th of March 2025.

Any objections you may have to the Order continuing indefinitely must be submitted in writing at the address shown below before midnight on the 9th of September 2025 (or by email to roadtrafficorderobjections@cardiff.gov.uk). Please note: your objection may be made available for inspection by other interested parties. The Council welcomes correspondence in English and Welsh and we will ensure that we communicate with you in the language of your choice, whether that’s English, Welsh or bilingual as long as you let us know which you prefer. Corresponding in Welsh will not lead to any delay. This document is available in Welsh/Mae’r ddogfen hon ar gael yn Gymraeg. Please note: your objection may be made available for inspection by other interested parties as required by the Freedom of Information Act 2000. Full details of the proposals are also available at www.cardiff.gov.uk/trafficorders.

A copy of the Order, a plan showing the affected areas and Deposited Documents (pursuant to Schedule 2 of the Local Authorities’ Traffic Orders (Procedure) (England and Wales) Regulations 1996) are available for inspection on the Council’s website. You may also inspect copies at the address shown below by prior appointment or obtain copies by sending an email request to roadtrafficorderobjections@cardiff.gov.uk or by making a written request to the address below.

If you wish to question the validity of the Order or any provisions contained therein on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984 as amended or on the grounds that any requirement of that Act or that any instrument made under it has not been complied with in relation to the Order you may within six weeks from the 25th of February 2025 apply to the High Court for this purpose.
