Essex County Council

(Harlow District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) (Amendment No.57) Order 2025

Notice is hereby given that the Essex County Council has made the above Order under Sections 1(1), 2(1) to (3), 3(2), 4(1), 4(2), 32(1), 35(1), 45, 46, 49, 53 and Parts III and IV of Schedule 9 of the Road Traffic Regulation Act 1984 (as amended).

Effect of the order:

  1. TO REVOKE: ‘Disabled Badge Holders Only’ restrictions on the following length of roads in the District of Harlow as specified:

Application to the High Court:

Anyone who wishes to question the validity of the Order or any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 (as amended) or on the grounds that any requirement of the Act, or any instrument made under it, has not been complied with in relation to the Order, may within six weeks from the date of the making of the Order apply to the High Court for this purpose.

(Footpath 75 (Cambs Crossing), Roydon) (Temporary Prohibition of Use) Order 2025

Notice is hereby given

that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

To temporarily close Footpath 75 (Cambs Crossing), Roydon in the District of Harlow, from its junction with Footpath 181 to its junction with Footpath 74, approximately 612 metres.

The closure is scheduled to commence on 11 March 2025 to 11 September 2025 or where appropriate signs are showing and weather permitting. The closure is required for the safety of the public and workforce while construction works take place. Subsequently, this footpath will be stopped up permanently.

The alternative route will be via: Footpath 181, Footpath 72, Footpath 74, Footpath 75 and vice versa.

The Order will come into effect on 11 March 2025 and may continue in force for 6 months or until the works have been completed, whichever is the earlier.

(Avey Lane, Waltham Abbey) (Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the Order – Avey Lane, Waltham Abbey

To temporarily close that length of Avey Lane, Waltham Abbey in the District of Epping Forest, from its junction with Sewardstone Road for a distance of approximately 420m in a south-easterly direction. The closure is scheduled to commence on 24th March 2025 for 2 days, or where stated on a valid permit (BC008WG2H0K3SETHSB – Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network.

The closure is required for the safety of the public and workforce while overhead cabling works are undertaken by Openreach.

An alternative route is available via Avey Lane, Mott Street, Sewardstone Road and vice versa.

The Order will come into effect on 6th March 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Betts Lane, Waltham Abbey) (Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the Order – Betts Lane, Waltham Abbey

To temporarily close that length of Betts Lane, Waltham Abbey in the District of Epping Forest, from its junction with Back Lane to its other junction with Back Lane, a distance of approximately 140m. The closure is scheduled to commence on 24th March 2025 for 2 days, or where stated on a valid permit (BC411SA001WFSJ22R – Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network.

The closure is required for the safety of the public and workforce while telegraph pole replacement works are undertaken by Openreach.

An alternative route is available via Back Lane and vice versa.

The Order will come into effect on 6th March 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Various Roads, District of Epping Forest) (Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) (No.5) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the Order:

  1. To temporarily close those lengths of roads in the District of Epping Forest as specified in the schedule to this Order.
  2. A temporary ‘No Waiting, No Loading and No Stopping’ restriction will be introduced on both sides of carriageway on the above lengths of roads to facilitate the works. Signs will be installed indicating when the restriction will be in force.

Modification to Existing Orders:

The Essex County Council (Epping Forest District) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 will be temporarily amended to include the temporary ‘No Waiting, No Loading and No Stopping at Any Time’ restriction and suspend any existing parking and waiting restrictions on the specified roads. All other restrictions and exemptions in the original order will remain in force.

Duration of Works:

The works will take place within an 18-month period from 6th March 2025. Exact dates will be specified on One.Network. The roads will be closed in phases and reopened once works are complete. Emergency services access will be maintained.

Diversion routes will be signed at each location, and residents will be informed of closure dates through letters/leaflets and advanced warning signs.

(Back Lane, Nazeing) (Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the Order:

To temporarily close that length of Back Lane, Nazeing in the District of Epping Forest, from a point approximately 280m northwest of its junction with Nazeing Common, for a distance of approximately 140m in a north-westerly direction.

The closure is scheduled to commence on 10th March 2025 for 2 days, or where stated on a valid permit (KA140RFSI2042841-RC – Gigaclear). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network.

The closure is required for the safety of the public and workforce while vegetation works are undertaken by Gigaclear.

An alternative route is available via Back Lane, Betts Lane, Nazeing Common, and vice versa.

The Order came into effect on 20th February 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Faggoters Lane, Ongar) (Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the Order:

To temporarily close that length of Faggoters Lane, Ongar in the District of Epping Forest, from its junction with Workers Road for a distance of approximately 30m in a north-easterly direction.

The closure is scheduled to commence on 10th March 2025 for 3 days, or where stated on a valid permit (MX04410258356RC – Affinity Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network.

The closure is required for the safety of the public and workforce while lid and frame works are undertaken by Affinity Water.

(Manor Road, Lambourne) (Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the Order:

To temporarily close that length of Manor Road, Lambourne in the District of Epping Forest, from its junction with New Road to its junction with Hook Lane, a distance of approximately 550m.

The closure is scheduled to commence on 10th March 2025 for 4 days, or where stated on a valid permit (EC30037600776 – UK Power Networks). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network.

The closure is required for the safety of the public and workforce while pole replacement works are undertaken by UK Power Networks.

An alternative route is available via Manor Road, Lambourne Road, Romford Road, Hog Hill Road, Collier Row Road, Chase Cross Road, Havering Road, Orange Tree Hill, North Road, Oak Hill Road, Bournebridge Lane, and vice versa.

The Order came into effect on 20th February 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Millers Lane, Chigwell) (Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the Order:

To temporarily close that length of Millers Lane, Chigwell in the District of Epping Forest, from its junction with Lambourne Road for a distance of approximately 40m in a north-westerly direction.

The closure is scheduled to commence on 15th March 2025 for 1 day, or where stated on a valid permit (BC008WG1D5K8L01SB – Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network.

The closure is required for the safety of the public and workforce while pole renewal works are undertaken by Openreach.

An alternative route is available via Millers Lane, Gravel Lane, Lambourne Road, and vice versa.

The Order came into effect on 20th February 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Mott Street, Loughton) (Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the Order:

To temporarily close that length of Mott Street, Loughton in the District of Epping Forest, from a point approximately 480m north then northeast of its junction with Lippits Hill, for a distance of approximately 20m in a south-easterly direction.

The closure is scheduled to commence on 10th March 2025 for 5 days, or where stated on a valid permit (MU091NLS00081282361-0235 – Thames Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network.

The closure is required for the safety of the public and workforce while new water connection works are undertaken by Thames Water.

An alternative route is available via Church Road, Lippits Hill, and vice versa (with access only into Mott Street).

The Order came into effect on 20th February 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Various Roads, District of Harlow) (Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) (No.5) Order 2025

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the Order:

  1. To temporarily close that length of road in the District of Harlow as specified in the schedule to this Order.
  2. A temporary ‘No Waiting, No Loading and No Stopping’ restriction will be introduced on both sides of the carriageway on the above length of road for the duration of the closures to facilitate the works. Signs will be installed indicating when the restriction will be in force.

The Essex County Council (Harlow District) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 will be temporarily amended to include the temporary ‘No Waiting at Any Time’ restriction and suspend any existing parking and waiting restrictions on the specified length of road. All other restrictions and exemptions in the original order will remain in force.
