Notice is hereby given that on the 17 March 2025, the Council will under Section 35C (for Off-Street) & Section 46A (for On-Street) of The Road Traffic Regulation Act 1984, vary certain Orders so as to increase the following parking charges contained within them: -
1. The Parking Places & Controlled Parking Zone (Liverpool) Order, 2009, as subsequently varied:
(A) the scale of charges for a vehicle left at a - (a) pay and display parking place in the Inner Zone (Mon-Sun incl.) - Up to ... 30 minutes £2; 1 hour £4; 2 hours £6; & 4 hours £10; (b) pay and display machine in a multi-use parking place in the Outer Zone (Mon- Sun incl.) - Up to ... 30 minutes £1.50; 1 hour £3; & 2 hours £5; & (c) long stay pay and display parking place (up to a maximum of 4 hours) in the Outer Zone (Mon-Sun incl.) - Up to ... 30 minutes £1.50; 1 hour £3; 2 hours £5; & 4 hours £8; &
(B) the cost in respect of the issue of a designated 12 month business parking permit for use outside the Baltic Triangle Area & Prescot Street Area is now £750.
2. The City Council of Liverpool (Off-Street Parking Places) Order, 2018, as subsequently varied:
(A) the scale of charges for off-street pay & display parking and pay-on-foot car parking at the following car parks - Burgess Street, Craven Street, Kempston Street, Lambert Street (all Mon-Sun incl.) - Up to ... 1 hour £2.50; 2 hours £4; 3 hours £5; 4 hours £6; 5 hours £7; & Over 5 hours £9; Dale Street, Fontenoy Street, Hunter Street (all Mon-Sun incl.) - Up to ... 1 hour £3; 2 hours £4.50; 3 hours £6; 4 hours £7.50; 5 hours £9; & Over 5 hours £11; Victoria Street Multi-Storey (incl. Electric Vehicle Parking Places on Level 1) (Mon-Sun incl.) Up to ... 3 hours £8; 5 hours £12; 9 hours £16; & 24 hours £20; Night Rate (6pm-9am only) £1.50 per hour; & standard charge of £1.50 per electric charging session applies in addition to the parking charge paid for parking in the electric vehicle parking place; Fraser Street (Mon-Fri - 5pm-12 midnight, Saturday & Sunday 7.30 a.m. to midnight) (Day/Evening Rate) - Up to ...1 hour £1.50; 2 hours £3; 3 hours £4.50; 4 hours £6; & Over 4 hours £8; Waterfront (Kings Dock) (all Mon-Sun incl.) Up to ... 1 hour £4; 2 hours £9; 5 hours £13; 9 hours £17 & 24 hours £27; & Mount Pleasant Multi-Storey (24 hours, Mon-Sun incl.) - Up to ... 3 hours £4.50 & 24 hours £6.
(B) the pre-paid parking permit contracts for off-street parking at the following car parks - Finch Place - For ... 3 months £168.70; 6 months £337.50; & £675 all including VAT. In respect of the: -
(1) Victoria Street & Mount Pleasant Multi-Storey Car Parks & Waterfront (Kings Dock) Car Park, a charge equivalent to that of 24 hours parking is levied against any driver or rider who has lost their parking ticket;
(2) Victoria Street Multi- Storey Car Park, Disabled Blue Badge Holders and motor cycles are not exempt from the car park charges;
(3) Burgess Street & Hunter Street Car Parks, motor cycles are exempt from the car park charges;
(4) Waterfront (Kings Dock) Car Parks, Disabled Blue Badge Holders are not exempt from the car park charges;
(5) Mount Pleasant Multi-Storey Car Park (Level 5 designated disabled parking place & the standard charge per electric charging session in the Level 2 designated electric vehicle parking place), Disabled Blue Badge Holders are exempt from the car park charges; &
(6) Waterfront (Kings Dock) Car Park a Special Event Rate may be determined from time to time by resolution of the City Council.
In respect of both The Parking Places & Controlled Parking Zone (Liverpool) Order, 2009 & The City Council of Liverpool (Off-Street Parking Places) Order, 2018, as subsequently varied, the increased charges also apply to the "Phone and Pay" payment facility. "Phone and pay" transactions attract additional charges, payable by the applicant, to cover the administration charge and costs incurred during the transaction process.
Certain additional charges, for some services, are optional. The additional transaction charges should be made public by the operator as part of the transaction process.
Telephony charges incurred in the costs of making the transaction depend on network provider and phone service and are the responsibility of the applicant.
3. The cost levied for the replacement of a parking permit designated for use within the areas covered by the following Orders, which has been lost, damaged or defaced is now £32: -
The City Council of Liverpool (North - Part 1 Stationary Vehicle Offences) (Consolidation) Order, 2006;
The City Council of Liverpool (Holly Farm Road and Woolton Road Central Reserve Car Park) (Prohibition of Waiting and Permitted Parking Area) Order, 2008;
The Parking Places & Controlled Parking Zone (Liverpool) Order, 2009; The City Council of Liverpool (Football Match Parking Places and Controlled Parking Zone) Order, 2009;
The City Council of Liverpool (Liverpool University Area) (Various Roads) (Revocation, Prohibition and Restriction of Waiting, Residents Parking Places and Permitted Parking Areas) Order, 2010;
The City Council of Liverpool (IM Marsh Campus Area - Permitted Parking Area) (Various Roads) (Revocation, Residents Parking Places, Coach Parking Places, Prohibition of Waiting) Order, 2013; &
The City Council of Liverpool (Kensington/Phythian Estate/Towerlands Area) (Various Roads) (Revocation, Prohibition of Waiting, Prohibition of Loading & Unloading, Residents Parking Places, Limited Waiting Parking Places & Disabled Resident's Parking Places) Order, 2016.
4. Separate and in addition to all of the above: -
(A) the scale of charges at Paddington Village Car Park - Up to ... 1 hour £2; 2 hours £4; 3 hours £6; 5 hours £11; 9 hours £16; & 24 hours £20. Lost tickets will be charged at the daily rate; &
(B) the following Parking Services fees have been increased in respect of the following: - utility permits £750; suspension of pay and display parking bays £30 per bay (5 metres) per day; & dispensation to park on yellow lines £30 per vehicle per day.
