(Temporary Closure) Order 2025 Notice of Proposals
NOTICE IS HEREBY GIVEN that the Assistant
Director Infrastructure and Regulatory Services of the Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council proposes to make the Wigan Borough (Ince Unnamed Paths Phoenix Way) (Temporary Closure) Order 2025.
This Order may be cited as the Wigan Borough
(Ince unnamed paths Phoenix Way) (Temporary Closure) Order 2025 and shall come into operation on the 10th March 2025.
The Interpretation Act 1978 shall apply for the interpretation of this Order as it applies for the interpretation of an Act of Parliament.
No person shall, except upon the direction or with the permission of a police constable in uniform use:
• Unnamed Path A - B from Point A as shown on the Order Map at grid reference 359425 404632 at its junction with Foster Avenue, to Point B as shown on the Order Map at grid reference 359509 404430 at its junction with unnamed path E - D for a distance of approximately 220 metres in a generally southeasterly direction.
• Unnamed Path C - D from Point C as shown on the
Order Map at grid reference 359575 404449, to Point
D as shown on the Order Map at grid reference 359523 404385 for a distance of approximately 83 metres in a south westerly direction.
• Unnamed Path D - E from Point D as shown on the Order Map at grid reference 359523 404385, to Point E as shown on the Order Map at grid reference 359363 404572 at its junction with Foster Avenue and Old Hall Street for a distance of approximately 259 metres in a generally north westerly direction.
• Unnamed Path F - G from Point F as shown on the Order Map at grid reference 359450 404582 at its junction with unnamed path A - B, to Point G as shown on the Order Map at grid reference 359381 404528 at its junction with unnamed Path H - I for a distance of approximately 90 metres in a generally south westerly direction.
• Unnamed Path H - I from Point H as shown on the Order Map at grid reference 359343 404482 at its junction with Phoenix Way, to Point I as shown on the Order Map at grid reference 359429 404508 at its junction with unnamed path D - E for a distance of approximately 134 metres in an easterly direction.
• Unnamed Path J - K from Point J as shown on the Order Map at grid reference 359348 404494 at its junction with unnamed path H - I, to Point K as shown on the Order Map at grid reference 359260 404504 at its junction with Wilding Street for a distance of approximately 90 metres in a westerly direction. An alternative route exists from Point A to Lower Ince Health Centre via the road network.
These paths will be closed for a period of six months commencing on 10th March 2025 to enable development to take place.
Wigan Borough (Haigh. No. 41 (Part))
(Temporary Diversion) Order 2025 Notice of Proposals
NOTICE IS HEREBY GIVEN that the Assistant
Director Infrastructure and Regulatory Services of the Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council proposes to make the Wigan Borough (Haigh.No.41 (Part)) (Temporary Diversion) Order 2025. This Order may be cited as the Wigan Borough (Haigh No. 41 (part)) (Temporary Diversion) Order 2025 and shall come into operation on 17th March 2025. The Interpretation Act 1978 shall apply for the interpretation of this Order as it applies for the interpretation of an Act of Parliament.
No person shall, except upon the direction or with the permission of a police constable in uniform use Haigh No. 41 from its junction with Wigan Lane at Point A as shown on the Order Map at grid reference 358485 407164, to Point B as shown on the Order Map at grid reference 358510 407165 for a distance of approximately 25 metres in an easterly direction. An alternative route is available from Point C as shown on the Order Map at grid reference 358489 407142 to Point B via a temporary route that will be constructed, a distance of approximately 35 metres in a generally north easterly direction.
This public footpath will be closed for a period of six months commencing on 17th March 2025 to enable repairs to be carried out to the Plantation Gates and archway.
(Thirlmere Avenue Standish)
(Temporary Closure) Order 2025 Notice of Making
NOTICE IS HEREBY GIVEN that the Assistant
Director Infrastructure and Regulatory Services of Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council has made the Wigan Borough (Thirlmere Avenue Standish) (Temporary Closure) Order 2025.
The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven in Thirlmere Avenue Standish from 28/04/2025 to 12/05/2025.
The alternative route for traffic is: Wigan Road and
Roundmoor Road
The Order is necessary to allow a gas mains replacement.
(Queensway Wigan)

NOTICE IS HEREBY GIVEN that the Assistant
Director Infrastructure and Regulatory Services of Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council has made the Wigan Borough (Queensway Wigan) (Temporary Closure) Order 2025.
The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven in Queensway Wigan between the hours of 08:30 and 15:30 on 24/02/2025.
The alternative route for traffic is: Walkden Avenue, Mesnes Road and Holme Terrace.
The Order is necessary to allow a telegraph pole replacement.
(Bickershaw Lane Abram)
(Temporary Closure) Order 2025 Notice of Making
NOTICE IS HEREBY GIVEN that the Assistant
Director Infrastructure and Regulatory Services of the Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council has made the Wigan Borough (Bickershaw Lane Abram) (Temporary Closure) Order 2025.
The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven in Bickershaw Lane, Abram during the period of 09:30 and 15:30 on 22/04/2025.
The alternative route for traffic is:- Warrington Road, Platt Street, Liverpool Road, Atherton Road, Leigh Road and Smiths Lane.
The Order is necessary to allow a telegraph pole replacement.
Cansfield Grove/Balmoral Road/
Crescent Avenue, Ashton-In-Makerfield,
Wigan – Prohibition of Waiting/Loading Notice of Making
NOTICE IS HEREBY GIVEN that Wigan Borough
Council, in exercise of the powers under Section 1, 2, 3 and 4 of the Road Traffic Regulation Act 1984 and the Traffic Management Act 2004 and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of
Schedule 9 of the Act 1984 has made the Wigan Borough (Decriminalisation of Parking) (Various Roads in Wigan Borough) (Traffic Regulation Consolidation) Order 2004 (Amendment No. 599) Order 2025 which will come into operation on 13/03/2025.
The effect of the Order will be to introduce no waiting at any time on:
• Cansfield Grove, Bryn with Ashton-in-Makerfield North – South side from a point 10 metres west of its junction with Balmoral Road to point 10 metres east of its junction with Balmoral Road.
• Cansfield Grove, Bryn with Ashton-in-Makerfield North – South side from a point 10 metres west of its junction with Crescent Avenue to a point 10 metres east of its junction with Crescent Avenue.
• Balmoral Road, Bryn with Ashton-in-Makerfield
North – both sides from its junction with Cansfield Grove to a point 10 metres south of its junction with Cansfield Grove.
• Crescent Avenue, Bryn with Ashton-in-Makerfield North both sides from its junction with Cansfield Grove to a point 10 metres south of its junction with Cansfield Grove.
The effect of the Order will be to introduce no loading at any time on:
• Cansfield Grove, Bryn with Ashton-in-Makerfield North – South side from a point 10 metres west of its junction with Balmoral Road to point 10 metres east of its junction with Balmoral Road.
• Cansfield Grove, Bryn with Ashton-in-Makerfield North – South side from a point 10 metres west of its junction with Crescent Avenue to a point 10 metres east of its junction with Crescent Avenue.
• Balmoral Road, Bryn with Ashton-in-Makerfield
North – both sides from its junction with Cansfield Grove to a point 10 metres south of its junction with Cansfield Grove.
• Crescent Avenue, Bryn with Ashton-in-Makerfield
North both sides from its junction with Cansfield Grove to a point 10 metres south of its junction with Cansfield Grove.

Any person who desires to question the validity of the Order or any provision contained therein on the ground -
(a) that it is not within the powers of Section 1 of the
Road Traffic Regulation Act 1984; or the Traffic
Management Act 2004 or
(b) that any requirement of the said Section 1, or of
Part III of Schedule 9 to the Road Traffic Regulation Act 1984, or of any regulations made under the said Part III of Schedule 9 or of any requirement of the 2004 Act, has not been complied with, may within six weeks of 18/02/2025 make application for the purpose to the High Court.
