PUBLIC NOTICE:

ROAD TRAFFIC REGULATION ACT 1984

THE A12 AND A127 GLA ROADS (EASTERN AVENUE EAST, GALLOWS CORNER FLYOVER AND SOUTHEND ARTERIAL ROAD) (LONDON BOROUGH OF HAVERING) (TEMPORARY PROHIBITION OF TRAFFIC AND TWO-WAY OPERATION) ORDER 2025

  1. Transport for London, having consulted the London Borough of Havering, hereby gives notice that it intends to make the above-named Traffic Order under section 14(1) of the Road Traffic Regulation Act 1984 for the purpose specified in paragraph 2. The effect of the Order is summarised in paragraph 3.

  2. The purpose of the Order is to enable highway works to take place on Eastern Avenue East, Gallows Corner Flyover, and Southend Arterial Road to facilitate the refurbishment of Gallows Corner Flyover.

  3. The effect of the Order will be to prohibit any vehicle from entering, exiting, or proceeding:

    • (1) in an easterly direction on Eastern Avenue East between its junctions with Pettits Lane North and Gallows Corner Roundabout;

    • (2) on Gallows Corner Flyover between its junctions with Eastern Avenue East and Southend Arterial Road;

    • (3) in a westerly direction on Eastern Avenue East between its junctions with Gallows Corner Roundabout and Gallows Corner Roundabout Flyover;

    • (4) in a south-easterly direction on Southend Arterial Road between its junctions with Gallows Corner Roundabout and Gallows Corner Roundabout Flyover;

    • (5) in a north-westerly direction on Southend Arterial Road between its junction with Ardleigh Green Road and a point 50 metres north-westwards;

    • (6) in a north-westerly direction on Southend Arterial Road between its junctions with Gallows Corner Roundabout Flyover and Gallows Corner Roundabout.

This Order also:

  • (7) prohibits any person from entering, exiting, or proceeding on the footway on the central reservation of Eastern Avenue East sited under Gallows Corner Flyover;

  • (8) suspends the one-way operation on the westbound carriageway of Southend Aerial Road between its junction with the ingress/egress to Bridge Point and the junction of Southend Aerial Road with Gallows Corner Flyover to become two-way operation.

    The Order will be effective at certain times between 3rd March 2025 and 20th September 2025 each night 9:00 PM to 5:00 AM or when the works have been completed, whichever is the sooner. The prohibition will apply only during such times and to such extent as shall from time to time be indicated by traffic signs.

    4. The prohibitions will not apply in respect of:

    • (1) any vehicle being used for the purposes of those works or for fire brigade, ambulance, or police purposes;

    • (2) anything done with the permission or at the direction of a police constable in uniform or a person authorised by Transport for London.

    5. Alternative Routes:

    At such times as the prohibition is in force, an alternative route will be indicated by traffic signs via:

    • For the eastbound closure of Eastern Avenue East:

      1. A118 Main Road, A1251 roundabout, A118 St Edwards Way, roundabout junction with Angel Way and North Street, A125 North St to normal route of travel; or

      2. A118 Main Road and Pettits Lane to normal route of travel.

    • For the westbound closure of Eastern Avenue East:

      • As per (1) above.

    • For the westbound closure of Southend Arterial Road:

      • Ardleigh Green Road, Squirrels Heath Lane, roundabout junction with Upper Brentwood Road and Station Road, Upper Brentwood Road, and Main Road to normal route of travel.

    • For the footway closure on Eastern Avenue East:

      • Pedestrians should use the footways/crossings on Main Road, Southend Arterial Road, Colchester Road, and Straight Road, or in reverse to normal route of travel.
