Brighton, Changes To Bus Lanes, Cycle Lanes & Traffic Flow

What is happening?

BRIGHTON & HOVE CITY COUNCIL

ROAD TRAFFIC REGULATION ACT 1984

NOTICE is hereby given that Brighton & Hove City Council ("the Council") has on 19 February 2025 made the Orders named below under the relevant sections of the Road Traffic Regulation Act 1984 as amended which when it comes into operation on 1 September 2025 will introduce the following measures:

BRIGHTON & HOVE OUTER AREAS (WAITING, LOADING AND PARKING) AND CYCLE LANES CONSOLIDATION ORDER 2024 AMENDMENT ORDER NO.2 2025 (REF: TRO-30B-2024)

  • Introduces a new mandatory cycle lane on Old Steine (northern carriageway) adjacent to the War Memorial.

BRIGHTON & HOVE (BUS LANES)

CONSOLIDATION ORDER 2018 AMENDMENT ORDER NO.1 2025 (REF: TRO-30D-2024)

Amends the current bus lanes, bus gates and routes and introduces bus lanes:

  • Old Steine/Pavilion Parade - bus lane only at any time from just north of St James Street to just north of Pavilion Street.
  • Old Steine - bus lane at any time leading into Castle Square and up to Pavilion Place.

BRIGHTON & HOVE (VALLEY GARDENS) TRAFFIC MANAGEMENT ORDER NO.2 2025 (REF TRO-30E-2024)

  • Introduces a prohibition of driving on the section of Old Steine (western carriageway) which runs north from Castle Square northwards to Pavilion Parade/Old Steine.
  • Makes sections of the Old Steine one way.
  • No right turns from Old Steine into Steine Street, Old Steine section leading to Princes Street and Pavilion Street, allows taxis to turn right from Little East Street/ Kings Road onto Grand Junction Road.
  • Introduces a prohibition of motor vehicles on Steine Street.

Modifications -

Please note that the provisions advertised at the same time as these orders as part of the Valley Gardens phase 3 project; namely TRO-30a-2024 (Zone C and Zone Z Amendments), TRO-30c-2024 (Seafront parking changes) and TRO-30e-2024 (Madeira Drive One Way amendment) will be sealed and come into force at different times to these orders.

A copy of this Notice, the Orders as made and a statement of the Council's reasons for making the Orders may be seen online at www.brighton-hove.gov.uk/current-tros.

Any person who wishes to question the validity of the Order or of any of its provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirements of the Act or of any instrument made under it have not been complied with may, within six weeks from the date on which the Orders were made, apply to the High Court for that purpose.
