Gorchymyn Cyngor Sir Dinas a Sir Caerdydd (Gwaharddiadau a Chyfyngiadau Stopio, Aros, Llwytho a Mannau Parcio ar y Stryd) (Cydgrynhoi) 2024 (Diwygiad Rhif 45) Gorchymyn 2025 (a hysbysebwyd yn flaenorol fel Gorchymyn Cyngor Sir Dinas a Sir Caerdydd (Gwaharddiadau a Chyfyngiadau Stopio, Aros, Llwytho a Mannau Parcio ar y Stryd) (Cydgrynhoi) 2023 (Diwygiad Rhif 52) Gorchymyn 2024 

Hysbysir drwy hyn ar 17 Chwefror 2025 fod Cyngor Sir Dinas a Sir Caerdydd wrth arfer ei bwerau dan Ddeddf Rheoleiddio Traffig Ffyrdd 1984 (fel y’i diwygiwyd) a’r holl bwerau galluogi eraill, wedi gwneud y gorchymyn rheoleiddio traffig uchod, a’i effaith gyffredinol fydd diwygio’r gorchymyn a enwir uchod ac yn benodol cyfeirnodau teils map AM27, AM28, AN27, AN28 ac AO27 (wedi’u hatodi i’r Gorchymyn) a fydd yn:

i. eich atal rhag aros rhwng 08.00 a 20.00 ar y darnau o ffordd fel y nodir yn Atodlen 1 isod;
ii. eich atal rhag aros ar unrhyw adeg ar y darnau o ffordd a nodir yn Atodlen 2 isod;
iii.cyflwyno parcio Talu ac Aros rhwng 08.00 a 18.00 (Dydd Llun i ddydd Sadwrn) a 10.00am i 5:00pm (Dydd Sul) (aros wedi’i gyfyngu i hyd at 5 awr, a dim dychwelyd o fewn 2 awr) ar hyd y darnau o ffordd a nodir yn Atodlen 3 isod, i’w ddefnyddio gan gerbydau sydd â thocyn talu ac aros dilys.

Ffioedd:

iv.creu lle parcio i ddeiliaid trwydded yn unig ar hyd y darnau o ffordd a nodir yn Atodlen 4 isod (ac eithrio ar gyfer unrhyw ddarn o ffordd sydd eisoes wedi’i ddynodi’n lle parcio i bobl anabl), i’w ddefnyddio gan ddeiliaid Trwydded Parth K1 ddilys yn unig. 
v. gosod Man Parcio Defnydd a Rennir - Aros Cyfyngedig rhwng 08.00 a 20.00 (aros wedi’i gyfyngu i hyd at 2 awr, a dim dychwelyd o fewn 2 awr) ar hyd y darnau o ffordd a nodir yn Atodlen 5 isod, neu i’w ddefnyddio gan gerbydau sydd â Thrwydded Parth K1 ddilys. 

Ffioedd ar gyfer trwyddedau ym Mharth K1:
Ni fydd mwy na 3 trwydded yn cael eu dyfarnu i bob eiddo (un ohonynt yn Drwydded Ymwelwyr) a bydd cost y trwyddedau hyn am y tro fel a ganlyn:

Caniateir eithriadau ar gyfer y darnau o ffordd a nodir yn Atodlenni 1, 2, 3 a 5 am y rhesymau canlynol: 

a. mynd i mewn ac allan o gerbyd
b. llwytho a dadlwytho nwyddau 
c. gwasanaethau hanfodol ac angladdau
d. cerbydau sy’n arddangos “Bathodyn Person Anabl” a ddefnyddir i gludo pobl anabl, am dair awr ar y mwyaf 

Daw’r Gorchymyn i rym ar 21 Chwefror 2025 neu ar y dyddiad y gosodir y llinellau a’r arwyddion angenrheidiol ar y safle, pa bynnag un sydd hwyraf.

Teras Windsor ar ochr y gorllewin, o bwynt 26 metr i’r de o’r gyffordd â Phlas Eleanor i’r gyffordd ag Esplanâd Windsor, ac ar ochr y dwyrain, o bwynt 7 metr i’r de o’r gyffordd ag Esplanâd Bute i’r gyffordd ag Esplanâd Windsor.

Stryd James
Ar ochr y gogledd: 
a. o bwynt 17 metr i’r dwyrain o’r gyffordd â Heol Dumballs am 78 metr i’r dwyrain.
b. o bwynt 22 metr i’r gorllewin o’r gyffordd a changen orllewinol Sgwâr Mount Stuart am 15 metr i’r gorllewin,

NEW TRAFFIC ORDER FOR THE CITY AND COUNTY OF CARDIFF

The County Council of The City and County of Cardiff (Prohibitions and Restrictions of Stopping, Waiting, Loading and Street Parking Places) (Consolidation) Order 2024 (Amendment No.45) Order 2025 (previously advertised as The County Council of The City and County of Cardiff (Prohibitions and Restrictions of Stopping, Waiting, Loading and Street Parking Places) (Consolidation) Order 2023 (Amendment No.52) Order 2024

Notice is hereby given that on the 17th February 2025 the County Council of the City and County of Cardiff in exercise of its powers under the Road Traffic Regulation Act 1984 (as amended) and of all other enabling powers, made the above mentioned traffic regulation order, the general effect of which will be to amend the above named order and in particular map tile references AM27, AM28, AN27, AN28 & AO27 (annexed to the Order) which will:

i. prevent you from waiting between the hours of 8.00 a.m. to 20.00 p.m. along the lengths of road set out in Schedule 1 below;
ii. prevent you from waiting at any time along the lengths of road set out in Schedule 2 below;
iii.introduce Pay and Stay parking between the hours of 08.00 a.m. and 18.00 p.m. (Monday to Saturday) and 10.00 a.m. to 17.00 p.m. (Sunday) (waiting is limited to a maximum of 5 hours, and no return within 2 hours) along the lengths of road set out in Schedule 3 below, for use by vehicles with a valid pay and stay ticket.

Fees:

iv.create a permit holder only parking along the lengths of road set out in the Schedule 4 below (save for any lengths of road already designated as a disabled persons parking place), for use only by holders of a valid Zone K1 Permit. 
v. introduce a Shared Use Parking Bay - Limited Waiting between the hours of 08.00 a.m. and 20.00 p.m. (waiting is limited to a maximum of 2 hours, and no return within 2 hours) along the lengths of road set out in the Schedule 5 below, or for use by vehicles with a valid Zone K1 Permit. 

Fees for permits in the K1 zone:
No more than 3 residents permits will be issued per property (one of which being a Visitor Permit) and the cost of such permits`1, for the time being, are:-

Exemptions for the lengths of road set out in Schedule 1, 2, 3 & 5 will be permitted for the following reasons:-
a. boarding and alighting a vehicle
b. loading and unloading of goods 
c. essential services and funerals
d. for a maximum period of three hours vehicles when displaying a “Disabled Badge” and being used for the conveyance of disabled persons 

The Order will come into operation on the 21st of February 2025 or on the date that the necessary lines and signs are placed on site, whichever is the later.

The Council welcomes correspondence in English and Welsh and we will ensure that we communicate with you in the language of your choice, whether that’s English, Welsh or bilingual as long as you let us know which you prefer. If you wish to question the Orders provisions or validity on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or on the ground that any requirement of, or any instrument made under the Act, has not been complied with in relation to the Orders, you may, within six weeks from the 17th February 2025 apply to the High Court for this purpose. 

Schedule 1
Windsor Terrace on its west side, from a point 26 metres south of its junction with Eleanor Place to its junction with Windsor Esplanade, and on its east side, from a point 7 metres south of its junction with Bute Esplanade to its junction with Windsor Esplanade.

Schedule 2

James Street
On its north side: 
a. from a point 17 metres east of its junction with Dumballs Road for a distance of 78 metres east,
b. from a point 22 metres west of its junction with the western arm of Mount Stuart Square for a distance of 15 metres west,
c. from its junction with the western arm of Mount Stuart Square to a point 10 metres east of its junction with the eastern arm of Mount Stuart Square
d. from its junction with West Bute Street to its junction with Ship Lane.

On its south side: 
i. from a point 17 metres east of its junction with Royal Stuart Lane for a distance of 31 metres east,
ii. from a point 16 metres east of its junction with Adelaide Street to a point 40 metres west of its junction with Bute Street. 
Stuart Street on both sides, throughout the length of its junction with the A4232 slip roads and Dudley Street. 

Dudley Street on both sides, from its junction with Stuart Street for a distance of 26 metres southeast, and on its east side, from a point 3 metres north of its junction with Dudley Court to a point 3 metres south of the same junction. 

Windsor Esplanade on its south-east side, from its junction with Windsor Terrace for a distance of 14 metres southwest.

Eleanor Place 

On its north-west side:
a. from a point 33 metres west of its junction with Dudley Street for a distance of 30 metres southwest, 
and from a point 116 metres southwest of the same junction for a distance of 15 metres southwest b. On both sides:
c. of the eastern access road to numbers 40 to 46 Eleanor Place, from its junction with Eleanor Place for a distance of 9 metres north, 
d. within the lane to the rear of 1 to 14 Eleanor Place from its closed end for a distance of 10 metres north-east.
e. from its junction with Dudley Street, for a distance of 6 metres east

On its east side:
a. within the lane to the rear of 1 to 14 Eleanor Place from its junction with Eleanor Place, for a distance of 15 metres south. 

Schedule 3
Mount Stuart Square (Western Arm) on its east side, from a point 24.5 metres north of its junction with James Street for a distance of 21 metres north

Schedule 4
Bute Esplanade on both sides, from a point 5 metres east of its junction with Dudley Street throughout the remainder of its length to its closed end. 

Windsor Esplanade on its north-west side, from a point 11.6 metres southwest of its junction with Windsor Terrace for a distance of 122 metres southwest.
