ROAD TRAFFIC REGULATION ACT 1984

THE LONDON BOROUGH OF RICHMOND UPON THAMES (WAITING AND LOADING RESTRICTION) (CIVIL ENFORCEMENT AREA) (AMENDMENT No. **) ORDER 202*

HOSPITAL BRIDGE ROAD AND POWDER MILL LANE, WHITTON

1. The Council of the London Borough of Richmond upon Thames propose to make the above Order under section 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.

2. The general effects of the Waiting and Loading Restrictions Order will be to introduce lengths of double yellow lines in Powder Mill Lane between its junction with Hospital Bridge Road and outside No. 43 Powder Mill Lane and in Hospital Bridge Road near its junction with Powder Mill Lane.

3. Copies of the proposed Order, plans showing the location and effect of the proposals and the Council's Statement of Reasons for proposing to make the Order: -

(a) can be inspected, quoting Reference 25/020, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and

(b) may be viewed on the Council's web-site at http://www.richmond.gov.uk/public_notices

4. Persons wishing to object to or support the proposals or any part thereof should write to the Head of Engineering, Traffic and Parking Policy, London Borough of Richmond upon Thames, Civic Centre, 44 York Street, Twickenham TW1 3BZ within 21 days of the date of this Notice giving the grounds of their objection. ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1) Temporary Road Closure Elm Bank Gardens, Barnes.

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate connection works, they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Elm Bank Gardens, Barnes.

2. Whilst the works take place no person shall cause or permit any vehicle to proceed wait or stand outside numbers 91 to 95 Elm Bank Gardens.

3. The order will come into effect on 03 March 2025. The works are anticipated to be in progress from 03 March to 14 March 2025. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. An alternative route for vehicles affected by the closure will be available Via The Terrace and Elm Bank Gardens and reverse.

5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

6. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for Police, fire brigade or ambulance purposes.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1) Temporary Road Closure Grosvenor Avenue, Richmond.

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate water works, they have made a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Grosvenor Avenue, Richmond.

2. Whilst the works take place no person shall cause or permit any vehicle to enter or exit Grosvenor Avenue at the junction with Grosvenor Road.

3. The order will come into effect on 12 February 2025. The works are anticipated to be in progress from 12 February 2025 to 13 February 2025. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. Access will be maintained where possible.

5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

6. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for Police, fire brigade or ambulance purposes.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1)

Temporary Bus & Cycle Lane Suspension, Castelnau, Barnes.

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate water connection works, they have made a temporary Traffic Order, the effect of which will be to introduce temporary prohibition of traffic in Castelnau Barnes.

2. Whilst the works take place, the bus lane in Castelnau between a numbers 67 and 75 Castelnau shall be suspended the effect being that vehicular traffic shall be permitted to proceed in that length of bus lane and the cycle lane opposite numbers 67 and 75 will also be suspended.

3. The order will come into effect on 24 February 2025, the works are anticipated to be in progress at all times from 24 February to 02 March 2025. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

5. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for Police, fire brigade or ambulance purposes.

6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1) Temporary Road Closure White Hart Lane, Barnes

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate Network Rail maintenance works at the level crossing they have made a Temporary Traffic Order, the effect of which will be to introduce a level crossing closure in White Hart Lane, Barnes.

2. Whilst the works take place no person may permit a vehicle to proceed over the level crossing in White Hart Lane where relevant signs and/or cones are placed.

3. Whilst White Hart Lane level crossing is closed, an alternative route for traffic will be via Mortlake High Street, Sheen Lane, Upper Richmond Road West, Priests Bridge and White Hart lane in both directions.

4. The order will come into effect on 27 February 2025. The restrictions will operate from 12.30pm until 05.00am on 27 February 2025 only. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

5. The prohibitions will apply only during such time and to such extent as indicated by prescribed traffic signs.

6. Nothing in the Order will apply to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) emergency service vehicles.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

THE LONDON OF RICHMOND UPON THAMES (PRESCRIBED ROUTE) (SCHOOL STREETS) (NO. 1) EXPERIMENTAL ORDER 2025

STANLEY ROAD, TWICKENHAM AND WEST TEMPLE SHEEN, SHEEN

1. The Council of the London Borough of Richmond upon Thames, on 19 February 2025 made the above Order under sections 9 and 10 of the Road Traffic Regulation Act 1984, as amended. The Order will come into force on 3 March 2025.

2. The general effect of the School streets Order is to introduce a school street in Stanley Road. Twickenham at its junction with South Road and the southern arm of Stanley Road operating during term time on Mondays to Fridays between 8am and 9am and between 2pm and 4pm and to introduce a school street in .West Temple Sheen between its junctions with Christchurch Road and Temple Sheen Road operating during term time on Mondays to Fridays between 8.15 and 9.15am and 3 and 3.45pm.

3. Copies of particulars giving further details of the scheme: -

(a) can be inspected, quoting Reference 25/017, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and

(b) may be viewed on the Council's web-site at http://www.richmond.gov.uk/public_notices.

4. In pursuance of section 10(2) of the Road Traffic Regulation Act 1984 the Assistant Director - Traffic and Engineering of the London Borough of Richmond upon Thames, as the specified officer, or some person authorised in that behalf by that officer may, if it appears to that officer or to that person essential in the interests of the expeditious, convenient and safe movement of traffic, or of the provision of suitable and adequate parking facilities on the highway, or for preserving or improving the amenities of the areas through which the roads affected by the Orders run, modify or suspend the Orders or any provision thereof.

5. If the provisions of the Orders continue in operation for a period of not less than six months, the Council will consider in due course whether the provisions should be reproduced and continued in force indefinitely by means of Order under section 6 of the said Act of 1984. Persons wishing to subject to or support the making of such Orders for the purpose of such reproduction and continuation in force may, within the period of six months referred to above) send a statement in writing of their objection and the grounds of that objection to the address below.

6. Please address any representations to the Orders to the Head of Engineering, Traffic and Parking Policy, London Borough of Richmond upon Thames, Civic Centre, 44 York Street, Twickenham, TW1 3BZ or by email to TrafficOrders@richmond.gov.uk quoting the reference given above.

7. If any person wishes to question the validity of the Orders or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Orders

CONTROLLED PARKING ZONE - T2 CHURCH ROAD, TEDDINGTON

1. The Council of the London Borough of Richmond upon Thames propose to make the above Orders under sections 6, 45, 46 and 49 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Order is to convert a loading bay outside No. 18 Church Road to a permit bay, introduce a permit bay outside No 25 Church Road where there is a redundant dropped kerb, extend the existing shared use bay outside No. 6 Church Road by 5 metres to the south-east.

3. Within the zone, there will be designated permit holder only parking places where only vehicles which display a valid resident's permit, a valid business permit, a residents' visitor permit, a multi-zone business permit or an operational permit may park during the controlled hours.
