PERMANENT MAKING OF THE EXPERIMENTAL BURNT OAK NORTH CONTROLLED PARKING ZONE AMENDMENTS (CPZ)

The Barnet (Free Parking Places, Loading Places, Waiting, Loading and Stopping Restrictions) (Amendment No.259) Order 2025

The Barnet (Charged-for Parking Places) (Amendment No.167) Order 2025

NOTICE IS HEREBY GIVEN that the Council of the London Borough of Barnet have made on the 20th February 2025 the above-mentioned Orders under Sections 6, 45, 46, 49 and 124 of and Schedule 9 to the Road Traffic Regulation Act 1984 and all other enabling powers.

The general effect of the above Free Order and the Charged-For Order will be to make permanent the provisions of:

  • The Barnet (Free Parking Places, Loading Places, Waiting, Loading and Stopping Restrictions) (Amendment No. 246) (Experimental) Order 2024

  • The Barnet (Charged-for Parking Places) (Amendment No.158) (Experimental) Order 2024

These Orders came into operation on Monday 25 April 2024 on an experimental basis, introducing the following measures:

To effectively manage kerbside space in the Burnt Oak area and deter commuter-type parking, improving resident parking opportunities and reducing traffic congestion, the Council considers it beneficial to introduce and extend the existing Burnt Oak North (‘BON’) Controlled Parking Zone in designated areas. The scheme will operate between 8am and 6.30pm, Monday to Friday.

1. The general effect of the Charged-for Parking Places Order will be:

(a) Introduce resident permit holders only ‘Past this point’ parking areas in the roads listed in Schedule 1 of this Notice.

(b) Provide that the resident permit holders only ‘Past this point’ parking areas referred to in (1.a) above will operate between 8am and 6.30pm Monday to Friday, during which motorists will be required to have a valid BON and BOA permit associated with their vehicle or have a BON and BOA visitor voucher displayed in their vehicel to be parked in the Past this point parking area

(c) Convert the existing shared-use BON resident permit holders and payment ‘Paybyphone’ parking places operating 8am to 6.30pm, Monday to Friday to a shared-use BON resident permit holders, BOA business permit holders, and payment ‘Paybyphone’ parking places operating 8am to 6.30pm, Monday to Friday at the following locations:

  • Deansbrook Road HA8 southern kerbline east of its junction with Orange Hill Rd

  • Deansbrook Road HA8 opposite No.208 to No.210 Deansbrook Rd

  • Deansbrook Road HA8 outside No.177 to its junction with Brook Walk

  • Deansbrook Road HA8 opposite No.275 to No.279 Deansbrook Rd

  • Orange Hill Road western kerbline, south of Abbotts Rd junction with Orange Hill Rd opposite No.118-120

  • Orange Hill Road opposite No.80-82

  • Orange Hill Road opposite No.28 south from its boundary

  • Cressingham Road near its junction with Deansbrook Road HA8

  • Fortescue Road opposite No.105

  • Fortescue Road opposite No.3-9

  • Watling Avenue opposite No.118-122

  • Watling Avenue opposite No.185-207

  • Watling Avenue opposite No.327-343

  • Grange Road HA8 eastern kerbline near its junction with Deansbrook Road HA8

(d) Convert a length of resident permit holder only parking bay operating 8am to 6.30pm, Monday to Friday to a shared-use resident and business permit holder parking bay outside No.35 Abbots Road HA8, operating 8am to 6.30pm, Monday to Friday.

2. The general effect of the Free Order will be to introduce, on an experimental basis:

(a) New lengths of ‘at any time’ waiting restrictions on:

  • North Road

  • Roscoff Close

  • Burnt Oak Fields

  • South Road

  • Cooms Walk HA8

  • Newton Walk

  • Market Lane HA8

(b) New lengths of loading restrictions operating 8am to 9.15am and 3pm to 5.30pm, Monday to Friday, on both sides of Abbots Road HA8, between its junction with Orange Hill Road and No.33 Abbots Road HA8.

(c) New lengths of ‘at any time’ loading restrictions at:

  • Junction of Orange Hill Road and Abbots Road HA8

  • Junction of Abbots Road and Langham Road HA8

  • Junction of Abbots Road and Colchester Road HA8

  • Orange Hill Road outside Menorah Foundation School

(d) A 22-metre length of waiting restrictions, operating 8am to 9.30am and 3pm to 4.30pm, Monday to Friday, will be introduced on-street within the shared-use resident permit holder and ‘Paybyphone’ payment parking bay operating 9.30am to 3pm and 4.30pm to 6.30pm on Orange Hill Road outside Menorah Foundation School.

As a result of this measure 15 minutes of free limited parking provision will be removed.

(e) In order to provide a parking facility for disabled blue badge holders who meet qualifying criteria, the general effect of the above Orders will be to provide designated disabled parking bays for use by motorists in their vehicles who display both:

  • A valid disabled blue badge, and

  • A dedicated disabled permit applicable to each bay.

These bays will be located at:

  • Outside No.10 Blessbury Road HA8

  • South Road HA8

  • No.32 Arundel Gardens HA8

  • No.27 Homefield Road HA8

  • No.81 Orange Hill Road HA8 (Converting a resident permit holders only parking bay, operating Monday to Friday, 8am to 6.30pm)

  • No.1 Newton Walk (East Road)

  • No.8 Goldbeaters Grove

  • Outside No.103 Abbots Road (Converting a resident permit holders only parking bay, operating Monday to Friday, 8am to 6.30pm)

  • Outside No.46 Milling Road HA8

  • In the vicinity of No.5 Burnt Oak Fields HA8

(f) Formalise the introduction of a disabled parking bay outside No.16 Fell Walk HA8.

(g) Formalise the removal of dedicated disabled parking bays outside:

  • No.23-25 Blessbury Road HA8

  • At the rear of No.11 Roscoff Close (Burnt Oak Fields)

3. The general effect of the orders will be to:

  • Convert a length of ‘Paybyphone’ payment parking bay, operating 8am to 6.30pm, Monday to Friday, outside No.227 to No.229 Deansbrook Road HA8, into a loading-only parking bay operating 8am to 6.30pm, Monday to Friday.

  • The maximum stay will be 40 minutes (No return within 2 hours).

Copies of the Orders, which will come into operation on Monday 24th February 2025, and the Council’s Statement of Reasons for making the Orders, can be obtained for a period of 6 weeks from the date this notice is published by:

Any person wishing to question the validity of the Orders or any of its provisions on the grounds that they are not within the relevant powers of the Road Traffic Regulation Act 1984 or that any relevant requirements or regulations have not been complied with may, within six weeks from the date on which the Orders were made, make an application to the High Court.
