What is happening?
(OXFORD AREA – VARIOUS STREETS) (PROHIBITION AND RESTRICTION OF WAITING AND LOADING AND PERMITTED PARKING) (VARIATION No.11) ORDER 2025
NOTICE is given that on 17 February 2025 Oxfordshire County Council made the above order under the Road Traffic Regulation Act 1984. The order, which comes into force on 22 February introduces No Waiting at Any Time (double yellow lines) in North Way (Northwest of the A40 Northern Bypass) in Barton, opposite its junction with Burchester Avenue as follows:
- North-east side: Southwest–northeast for 46 metres.
- South-west side: North–north-westwards for 42 metres.
The Oxfordshire County Council (Oxford Area – Various Streets) (Prohibition and Restriction of Waiting and Loading and Permitted Parking) Order 2022 is further amended accordingly.

NOTICE is given that on 17 February 2025 Oxfordshire County Council made the above order under the Road Traffic Regulation Act 1984. The effect of the order, which comes into force on 22 February is to extend No Waiting at Any Time (double yellow lines) in the following places:
- Addison Drive, Bodley Road, Churchill Hill Road, Eastman Avenue, Herschel Crescent, Kelburne Road, Long Lane, Oxford Road (Cowley), Raymund Road, Harebed Road, and Sherwood Close.
This is to improve traffic flow, driver visibility and safety of pedestrians and other road users.
The Oxfordshire County Council (Oxford Area – Various Streets) (Prohibition and Restriction of Waiting and Loading and Permitted Parking) Order 2022 is further amended accordingly.

1. (OXFORD, IFFLEY) (CONTROLLED PARKING ZONE AND WAITING RESTRICTIONS) ORDER 2025
2. (OXFORD AREA – VARIOUS STREETS) (PROHIBITION AND RESTRICTION OF WAITING AND LOADING AND PERMITTED PARKING) (VARIATION No.11) ORDER 2025
3. (OXFORD, FLORENCE PARK AREA) (CONTROLLED PARKING ZONE AND WAITING RESTRICTIONS) (VARIATION No.7) ORDER 2025
NOTICE is given that on 17th February 2025 Oxfordshire County Council made the above orders under the Road Traffic Regulation Act 1984. The order, which comes into force on 22 February 2025 introduces a Controlled Parking Zone and waiting restrictions in the Florence Park area of Oxford. The roads affected include:
- Campbell Road, Tree Lane, Bay Tree Close, Beards Hedge, Cavell Road, Church Way, Eastchurch, Iffley Turn, Maywood Road, Meadow Lane, Mill Lane, Rose Hill Service Road, Sheepway Court, Stone Quarry Lane, Tree Lane, Tudor Close, and Woodhouse Way.
1) Waiting Restrictions:
(a) No Waiting at Any Time (Double Yellow Lines) new additions in:
- Abberbury Road, Augustine Way, Church Way, Iffley Turn, Tree Lane, and Woodhouse Way.
(b) Existing Double Yellow Lines remain in:
- Greenwood Close, Church Way, Iffley Turn, Meadow Lane, Mill Lane, Stone Quarry Lane, and Tree Lane.
2) Parking Places:
(a) The following roads will include parking places for permit holders from 8am to 6:30pm all days, and for non-permit holders for a maximum of 2 hours (no return within 2 hours):
- Anne Greenwood Close, Augustine Way, Bay Tree Close, Beards Hedge, Cavell Road, Church Way, Iffley Turn, Tree Lane, Maywood Road, Meadow Lane, Mill Lane, Rose Hill Service Road, Sheepway Court, Stone Quarry Lane, Tree Lane, Tudor Close, and Woodhouse Way.
(b) The following roads will include parking places for permit holders from 6:30pm to all day, and for non-permit holders for a maximum of 3 hours (no return within 4 hours):
- Abberbury Road, Church Way (North from its junction with Tree Lane, southwards for its remaining length), Eastchurch, and Mill Lane.
3) Other Exemptions:
(a) Subject to existing or pending planning conditions that may prevent otherwise restricted vehicles, residents of the following roads will be able to apply for annual parking permits (one permit per vehicle):
- DMF: Abberbury Road, Anne Greenwood Close, Augustine Way, Bay Tree Close, Beards Hedge, Cavell Road, Church Way, Eastchurch, Iffley Avenue (even Nos. 12–24), Iffley Road (even Nos. 388–394), Iffley Turn, Maywood Road, Meadow Lane (even Nos. 400–408, 426–438, 407–431 including Lodes & Renny Place), Mill Lane, Rose Hill Service Road, Stone Quarry Lane, Tree Lane, Tudor Close, and Woodhouse Way.
(b) Additionally – following input from local Councillors – permit eligibility for Church Way (Nos. 15-35) in CPZ Iffley has been reviewed.
4) Residents Parking Permits:
(a) Residents may be issued a maximum of two permits per property.
(b) Visitor parking permits will be available for purchase in blocks of 25 permits per household per year and are valid for one day.
5) Visitors Permits:
(a) For properties that fall within the Zone Addresses, a maximum of two visitor permits is permitted per household per year and offered at no charge for the first block of 25.
6) Charges:
(a) For each resident, per permit will be £80 per annum.
(b) Visitor permits for residents aged 70 or over will be free of charge.
(c) Other residents: The first block of 25 visitor permits will be free, and the second block will be £31.50.
(b) Business permits will be available for businesses (where it is essential for business purposes) within the Zone. Permits will be limited to a maximum of two per business and will be vehicle specific. The charge for each will be £190 per annum or £50.50 for 3 months or £95 for 6 months or £145 for 9 months. The fee for a change of vehicle for business permits is £25. Contractors may apply for a permit to use a parking place at a charge of £31.50 for any period not exceeding a week.
(c) All permits will be Zone specific (OM). A permit may be withdrawn if the permit holder has not been in accordance with the provisions of the Order or where it has been abused. This may result in suspension of eligibility for further permits.
(d) Parking places may only be used by vehicles which do not exceed 2.25 tonnes in weight, 2 meters in height (exclusive of any attachments), 5 meters in length and 2 meters in width. Motorcycles may also use designated parking places without a permit.
(e) Exemptions to the waiting restrictions and the restrictions on use of parking places include but are not limited to the following: For disabled badge holders (maximum of three hours where there is ‘No Waiting’), loading and unloading, people boarding or alighting, emergency services, undertakers and roadworks vehicles being used in connection with road works and works to the utility services and official funeral vehicles.
The Oxfordshire County Council (Oxford Area – Various Streets) (Prohibition and Restriction of Waiting and Loading and Permitted Parking) Order 2022, and the Oxfordshire County Council (Oxford, Florence Park Area) (Controlled Parking Zone and Waiting Restrictions) Order 2022 are further amended accordingly.

1. (OXFORD) ROSE HILL (CONTROLLED PARKING ZONE AND WAITING RESTRICTIONS) ORDER 2025
2. (OXFORD AREA – VARIOUS STREETS) (PROHIBITION AND RESTRICTION OF WAITING AND LOADING AND PERMITTED PARKING (VARIATION No.11) ORDER 2025
NOTICE is given that on 17 February 2025 Oxfordshire County Council made the above Orders under the Road Traffic Regulation Act 1984 and all other enabling powers. The Order introduces a Controlled Parking Zone in the following roads in the Rose Hill area of Oxford: Courtland Road and Rose Hill service road fronting the retail premises.
The changes include:
(a) No Waiting ‘At Any Time’ (Double Yellow Lines) would see some additions in the area, specifically at: Waynflete Road and The Oval near Rose Hill service road; Ashurst Way (close to Courtland Road, extending to a 6.30pm restriction); and the existing Double Yellow Lines in Courtland Road, and Rose Hill service road (near the retail facilities) would be retained.
(b) The extended School Keep Clear markings in Lenthall Road & The Oval are changed to enforceable restriction of ‘No Stopping (Clearway) 8 am to 9.30 am and 2.30 pm to 4.30 pm Monday to Friday’.
(a) The following roads now include parking places for permit holders for between 8 am to 6.30 pm all days, with non-permit holders permitted to park in the signed bays only for 3 hours with no return within 2 hours:
- Monday to Sunday 8 am to 6.30 pm: Adjacent to the retail premises in Courtland Road, and in Rose Hill service road replacing both (a) the existing 1-hour parking restriction (from 8 am to 6.30 pm Monday to Saturday) on the south side of Courtland Road; and (b) the remaining 30-minute parking bay (8 am to 4 pm Monday to Saturday) on the north part outside the Co-op retail premises.
(b) All existing Disabled Persons Parking Places will remain as currently marked within the proposed CPZ area.
3) Eligible properties:
Subject to any existing or pending planning conditions that may prevent otherwise, residents of the following roads are able to apply for annual parking permits, and the eligible properties are known as ‘Zone Addresses’ with a local identifier of ‘RS’:
- Courtland Road (even Nos.2-6, odd Nos.1-13),
- Rose Hill service road adjacent to retail premises (even Nos.76-154).
4) Resident permits:
A resident may be entitled to one resident permit with a maximum of two permits per property. A permit holder may obtain a temporary permit for a replacement vehicle while their permanent vehicle is off the road. A person who is temporarily resident at a Zone Address for work purposes will be eligible for a resident’s permit. A resident who is an owner of a work vehicle but stays for work purposes does not qualify.
5) Visitors permits:
- Each resident of the Zone Addresses, usually a maximum of 50 days’ worth of permits will be issued per year and provided in blocks of 25.
- For each resident, per permit will be £80 per annum.
- Visitors permits for residents aged 70 or over will be free of charge.
- For other residents, the first block of 25 visitor permits will be free and the second block will be £31.50.
6) Business permits:
- Will be available for businesses where it is essential for business purposes within the Zone.
- Permits will be limited to a maximum of two per business and will be vehicle specific.
- The charge for each will be £190 per annum or £50.50 for 3 months or £95 for 6 months or £145 for 9 months.

Other Matters:

(EAST OXFORD) (CONTROLLED PARKING ZONE, WAITING RESTRICTIONS AND TRAFFIC MANAGEMENT) (VARIATION NO. 45) ORDER 2025
NOTICE is given that on 17 February 2025 Oxfordshire County Council made the above order under the Road Traffic Regulation Act 1984 further amending the Oxfordshire County Council (East Oxford) (Controlled Parking Zone, Waiting Restrictions and Traffic Management) Order 2010. The order, which comes into force on 22 February 2025 amends loading restrictions at The Plain roundabout (No entry in place) – including the approaches to the roundabout from Magdalen Bridge, St Clements, Cowley Road, Iffley Road and Cowley Place, as follows:
- No loading 7.00am to 10.00am and 4.30pm to 7.00pm:
- Cowley Place – both sides for 35 metres from The Plain,
- Iffley Road – both sides for 64 metres from The Plain,
- St Clements – both sides for 118 metres from The Plain, except for a 17 metres length north-west of a section of Nos. 1 to 41 St Clements.
- No Loading 10.30am to 3.00pm and 4pm to 6.30pm:
- Cowley Road – unchanged except the removal of a section both sides from The Plain eastwards for an approximate distance of 65 metres,
- Iffley Road – removal of a section both sides from The Plain eastwards for an approximate distance of 65 metres.
- 30 Minute Loading Places 6.00am - 8.00pm All Days (no return within 1 hour):
- The Plain – adjustment of a section on the east side from a point 13 metres northwards for 8.0m from a former taxi rank,
- St Clements – repositioning of a section on the north side, north-eastwards of a bus stop by 15 metres. Evening restriction No Stopping except taxis 8.00pm to 6.00am.
- 30 Minute Loading Places - Hours 24 Hours of every day (no return within 1 hour):
- The Plain – repositioning on the north side at the northern carriageway of The Plain, comprising part of St Clements, north from the westbound flank of Nos. 1 to 41 St Clements southeast for 17 metres.
Loading measures as described above have been designed to balance the needs of road users and traffic flow. They may be disseminated widely for those affected.

(NORTH SUMMERTOWN) (CONTROLLED PARKING ZONE AND WAITING RESTRICTIONS) (VARIATION NO.) ORDER 20
NOTICE is given that the County Council proposes to make the above order under the Road Traffic Regulation Act 1984 and all other enabling powers. The Oxfordshire County Council (North Summertown) (Controlled Parking Zone and Waiting Restrictions) Order 2007 will be further amended accordingly as follows:
- Remove by approximately 11 metres, the 3-hour parking place where permit holders are exempt from the time limit outside 45 Davenant Road.
- Reduce by approximately 11 metres, part of a permit holders' only parking place outside 41 and 41a Davenant Road.
- Remove the 2-hour parking place where permit holders are exempt from the time limit outside 35 Davenant Road.
- Reduce by approximately 11 metres, the 2-hour parking place where permit holders are exempt from the time limit outside 34 Davenant Road.
- Remove the 2-hour parking place where permit holders are exempt from the time limit outside 26, 28 and 28a Davenant Road.
- Remove part of a permit holders' only parking place outside 18 and 20 Davenant Road, approximately 18 metres in length to accommodate an existing buildout.
- Remove part of a permit holders' only parking place outside 3 to 9 Davenant Road, approximately 18 metres in length to accommodate an existing buildout and vehicle access.
- Reduce by approximately 8 metres in length part of the 2-hour parking place where permit holders are exempt from the time limit outside 1 Davenant Road.
The above changes include areas to accommodate new ‘traffic-calming’ parking prohibition measures with ‘No Waiting at Any Time’ (double yellow lines) waiting prohibition intended to protect trees and provide a degree of traffic calming at the following locations:
A. North side:
- Outside No.18 (approx. 7 metres),
- Outside No.28 (9 metres),
- Outside No.34 (7 metres),
- Outside No.52 (3 metres).
B. South side:
- Outside No.1 (approx. 7 metres),
- Outside No.35 (11.5 metres),
- Outside Nos.41 & 41d (14 metres),
- Outside No.45 (6 metres).
The proposed 'buildouts' will be accompanied by two bollards located on those corners near the carriageway.
The proposals detailed above follow a previous consultation carried out in October 2024. The restriction of waiting was given in principle subject to a further local consultation on the detailed design – when resources were available to carry out the required design work.
