The Newham (Pedestrian and Cycle Zone) (No. 10) Experimental Traffic Order 2025

  1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham on 17 February 2025 made the above-mentioned Orders under Section 9 of the Road Traffic Regulation Act 1984, as amended.

  2. The effect of the Orders will be to introduce part-time pedestrian and cycle zones, in the vicinity of schools, where access by vehicles will be prohibited as follows:

    (a) Roman Road Primary School – pedestrian and cycle zone will be in force in Roman Road (between Hale Road and Roman Road Primary School) and Stokes Road (between Hale Road and Roman Road) from 8.00 to 9.15am and from 2.00 to 3.45pm on Monday to Friday during school term-time;

    (b) Altmore Infant School and Altmore Children’s Centre – pedestrian and cycle zone will be in force in Altmore Avenue (between Caledon Road and Kempton Road), Caledon Road (between Altmore Avenue and Wall End Road), Hall Road (between Caledon Road and Kempton Road), Holland Road E6 (between Hall Road and Wall End Road), Kempton Road (between Altmore Avenue and Hall Road) and Skeffington Road (between Keppel Road and Altmore Avenue) from 8.30 to 9.30am and from 3.00 to 4.00pm on Monday to Friday during school term-time;

    (c) William Davies Primary School and Al Madaniyah Foundation – pedestrian and cycle zone will be in force in Bristol Road and Stafford Road from 8.15 to 9.45am and from 2.45 to 4.00pm on Monday to Friday during school term-time;

    (d) Cumberland Community School – pedestrian and cycle zone will be in force in Oban Close from 8.00 to 9.00am and from 3.00 to 4.00pm on Monday to Friday during school term-time;

    (e) Brampton Manor Academy – pedestrian and cycle zone will be in force in Boundary Lane from 7.15 to 8.15am and from 1.30 to 3.30pm on Monday to Friday during school term-time;

    (f) Winsor Primary School – pedestrian and cycle zone will be in force in Alison Close, Bessie Lansbury Close, East Ham Manor Way (between Savage Gardens and Cyprus Place), Heather Close, Learyod Gardens, Pennyroyal Avenue, Tansy Close and Vulcan Close from 8.00 to 9.00am and from 2.30 to 3.30pm on Monday to Friday during school term-time;

    (g) Central Park Primary School – pedestrian and cycle zone will be in force in Central Park Road (between Compton Avenue and Macaulay Road), Chesley Gardens (between Central Park Road and Cotswold Gardens), Dickens Road, Loxford Avenue and Thackeray Road from 8.15 to 9.15am and from 2.45 to 4.00pm on Monday to Friday during school term-time;

    (h) Selwyn Primary School – pedestrian and cycle zone will be in force in Cecil Road (between Plashet Road and Crescent Road E13), Crescent Road E13 (between Cecil Road and Dacre Road), Pawsey Close and Selwyn Road from 8.15 to 9.15am and from 2.45 to 3.45pm on Monday to Thursday and from 8.15 to 9.15am and 1.30 to 2.30pm on Friday during school term-time;

    (i) Curwen Primary School – pedestrian and cycle zone will be in force in Atlas Road, London Road (between Upper Road and Middle Road), Stock Street and Victoria Road from 8.30 to 9.30am and from 2.45 to 3.45pm on Monday to Friday during school term-time;

    (j) Nelson Primary School – pedestrian and cycle zone will be in force in Napier Road E6 (between Nelson Street E6 and Market Street) and Ranelagh Road E6 (between Nelson Street E6 and Market Street) from 8.15 to 9.15am and from 2.45 to 3.45pm on Monday to Friday during school term-time.

    3. Exemptions will apply to:

    (a) pedal cycles;

    (b) virtual access permit holders;

    (c) licensed taxis;

    (d) TfL buses;

    (e) refuse collection vehicles; and

    (f) vehicles being used:

    • (i) for ambulance, fire brigade, or police purposes;

    • (ii) in connection with the removal of an obstruction;

    • (iii) in connection with the cleansing, maintenance, improvement, or reconstruction of the carriageway;

    • (iv) in connection with the placing, maintenance, improvement, reconstruction, or removal of street furniture;

    • (v) for the purpose of any demolition, or in connection with the laying, erection, alteration, or repair of any sewer or of any main, pipe, or apparatus for the supply of gas, water, or electricity, or of any communications network; or

    • (vi) for the provision of a universal postal service.

    4. Virtual (electronic) access permits

    Virtual access permits will be granted without charge to those occupiers who keep vehicles at addresses specified in the Schedule to this Notice.

    6. Implementation and availability of documents

    The Orders, which will come into force on 3 March 2025, plans, and other documents giving more detailed particulars of these Orders are available for inspection by appointment during normal office hours on Monday to Friday inclusive at Newham Dockside, 1000 Dockside Road E16 2QU, by telephoning 020 3373 6415 or by emailing traffic.orders@newham.gov.uk until such time as the Orders cease to have effect.

    7. Right to challenge

    If any person wishes to question the validity of any of the Orders or of any of its provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within six weeks from the date on which the Orders are made, apply for the purpose to the High Court.

    8. Consideration for Indefinite Continuation

    If the provisions of the Orders continue in force for a period of not less than six months, the Council will be considering in due course whether the provisions of the experimental Orders should be continued in force indefinitely by means of Orders under Section 6 of the said Act of 1984.

    9. Objection Period

    Within a period of six months –

    (a) beginning with the day on which the experimental Orders came into force; or

    (b) if an Order is varied by another Order or modified pursuant to Section 10(2) of the 1984 Act, beginning with the day on which the variation or modification or the latest variation or modification came into force;

    any person may object to the making of the Orders for the purpose of such indefinite continuation.

    10. Submission of Objections

    All objections and other representations relating to the continuation of the Orders must be made in writing. All objections must specify the grounds on which they are made. They should be sent to:

    11. Access to Information

    Under the requirements of current access to information legislation, any letter or e-mail sent to the Council in response to this Notice may be subject to publication or disclosure, or both, including communication to other persons affected.
