M23 MOTORWAY – JUNCTIONS 10-11
TEMPORARY TRAFFIC RESTRICTIONS
Notice is hereby given that National Highways
Limited intends to make an Order on the M23 Motorway in the County of West Sussex, under
Section 14(1)(a) of the Road Traffic Regulation Act 1984 because works are proposed to be executed on the road.
The effect of the Order would be: -
1. to authorise the overnight closure of –
(a) the southbound carriageway of the M23 between Junction 10 (A264/A2011) and Junction 11 (A23/A264);
(b) the northbound carriageway of the M23 between Junction 11 (A23/A264) and Junction 10a (B2036);
(c) all the slip roads leading to and from the lengths of carriageway described in (a) and (b) above; and
(d) the emergency refuge area adjacent to the southbound carriageway of the M23 between points 85 metres and 185 metres south of the centreline of the B2037 overbridge.
2. to authorise two phases of operation between Junctions 10a and 11, one with a lane closure and two normal width lanes running in each direction, and one with three lanes where the outside two have restricted width.
3. during the lane closure configuration, to impose –
(a) a mandatory 24-hour 50mph speed limit on: -
(i) the southbound carriageway of the
M23 between a point approximately
690 metres south of the centreline of Worth Way overbridge and a point approximately 572 metres southwest of the centreline of the B2036 overbridge); and
(ii) the northbound carriageway of the
M23 between points approximately 690 metres and 1650 metres east of the centreline of the eastern overbridge at Junction 11 (A23/A246);
(b) a mandatory 24-hour 40mph speed limit on: -
(i) the southbound carriageway of the
M23 between a point approximately 572 metres south-west of the centreline of the B2036 overbridge and a point approximately 595 metres west of the centreline of the mainline railway underbridge; and
(ii) the northbound carriageway of the
M23 between a point approximately 1650 metres east of the centreline of the eastern overbridge at Junction 11 (A23/A246) and a point approximately 445 metres north-east of the centreline of the mainline railway underbridge;
(c) the 24-hour closure of the hard shoulder:
(i) adjacent to the southbound carriageway of the M23 between a point approximately 865 metres south-west of the centreline of the B2036 overbridge and a point approximately 465 metres southwest of the centreline of the mainline railway underbridge; and
(ii) adjacent to the northbound carriageway of the M23 between a point approximately 1900 metres north-east of the centreline of the eastern overbridge at Junction 11 (A23/A246) and a point approximately 365 metres north-east of the centreline of the mainline railway bridge;
4. during the narrow lanes configuration, to impose –
(a) a mandatory 24-hour 50mph speed limit on: -
(i) the southbound carriageway of the
M23 between a point approximately 1000 metres south of the centreline of Worth Way overbridge and a point approximately 930 metres southwest of the centreline of the B2036 overbridge; and
(ii) the northbound carriageway of the
M23 between points approximately
945 metres and 1820 metres east of the centreline of the eastern overbridge at Junction 11 (A23/A246);
(b) a mandatory 24-hour 40mph speed limit on: -
(i) the southbound carriageway of the
M23 between a point approximately 930 metres south-west of the centreline of the B2036 overbridge and a point approximately 800 metres south-west of the centreline of the mainline railway underbridge; and
(ii) the northbound carriageway of the
M23 between a point approximately 1820 metres east of the centreline of the eastern overbridge at Junction 11 (A23/A246) and a point approximately 350 metres north-east of the centreline of the mainline railway bridge;
(c) 24-hour lane width restrictions of
2.8 metres (maximum vehicle width
2.3 metres) in the outside 2 lanes
(lanes two and three) on: -
(i) the southbound carriageway of the
M23 between a point approximately 900 metres south-west of the centreline of the B2036 overbridge and a point approximately 610 metres west of the centreline of the mainline railway underbridge; and
(ii) the northbound carriageway of the
M23 between a point approximately 1905 metres east of the centreline of the eastern overbridge at Junction 11 (A23/A246) and a point approximately 375 metres north-east of the centreline of the mainline railway bridge.
(d) the 24-hour closure of the hard shoulder:
(i) adjacent to the southbound carriageway of the M23 between a point approximately 780 metres south-west of the centreline of the B2036 overbridge and a point approximately 690 metres southwest of the centreline of the mainline railway underbridge; and
(ii) adjacent to the northbound carriageway of the M23 between a point approximately 1680 metres north-east of the centreline of the eastern overbridge at Junction 11 (A23/A246) and a point approximately 450 metres north-east of the centreline of the mainline railway bridge; These measures would be in the interests of road safety while contractors undertake bridge works, carriageway works, and all associated works. It is expected that the work would last for approximately 10 months starting on or after Monday 17th March 2025. Details would be found on the National Highways website. Overnight closures would take place between 20:00 and 06:00 (maximum period), for the purpose of setting up, changing, and removing the various configurations, during which the ERA would also be briefly closed.
The Order would come into force on 15th March 2025 and have a maximum duration of eighteen months, ceasing when the works are complete.
Traffic affected by the closures would be diverted by using the A23, A264, A2011, A2220, and B2036. The diversion would vary depending on the direction of closure.
The temporary closures, speed restrictions, lane width restrictions, and diversion routes would be clearly indicated by traffic signs when they are in operation during the works period.
