National Grid Electricity Transmission Plc Section 48 Of The Planning Act 2008 (As Amended) Regulation 4, The Infrastructure Planning (Applications: Prescribed Forms And Procedure) Regulations 2009 (As Amended) Notice Publicising A Proposed Application For A Development Consent Order For North Humber To High Marnham
1. Notice is hereby given that National Grid Electricity Transmission plc (“National Grid”) of 1 - 3 Strand, London, WC2N 5EH (the “Applicant”) intends to apply to the Secretary of State for Energy, Security and Net Zero for a Development Consent Order (“DCO”) under Section 37 of the Planning Act 2008 (the “Act”) to authorise the construction and operation of the North Humber to High Marnham Project (the “Project”).
2. The Project is a proposal by National Grid to upgrade the electricity transmission system between new substations near Cottingham and High Marnham. The Project includes a new 400 kilovolt (“kV”) electricity transmission connection of approximately 90 kilometers (“km”) in overall length between two proposed new substations, Birkhill Wood 400kV Substation and High Marnham 400kV Substation. National Grid will consult on all aspects of the proposed development for the Project, including:
• Approximately 90 km of new overhead line between the new Birkhill Wood and High Marnham 400kV Substations
• Replacement and re-alignment of a section of the existing 400kV 4ZQ overhead line route between Brantingham and east of Broomfleet
• Replacement and re-alignment of a section of the existing 400kV ZDA overhead line route between Ealand and west of Keadby
• A new 400 kV Birkhill Wood substation, with a new permanent access. This is proposed to be a Gas Insulated Switchgear (“GIS”) substation
• Replacement and re-alignment of a section of the existing 400kV 4ZR route to allow for connection into the new Birkhill Wood substation
• A new 400 kV High Marnham substation, with a new permanent access. This is proposed to be an Air Insulated Switchgear (“AIS”) substation.
• Replacement and re-alignment of the existing 4ZV and XE 275kV overhead line routes and existing 400kV ZDA and ZDF overhead line routes, to allow for connection into the new High Marnham substation.
• The Project will include other required works, for example, temporary diversions for works on existing overhead line routes, temporary access roads, highway works, temporary works compounds, work sites and ancillary works.
The Project will also include utility diversions and drainage works. There would also be land required for mitigation, compensation and enhancement of the environment including biodiversity net gain.
3. The Project will seek authorisation for the compulsory acquisition of land and interests in and rights over land, overriding easements and other rights, the temporary use of land, and other ancillary powers.
4. The Project is an Environmental Impact Assessment (“EIA”) development, as defined by The Infrastructure Planning (EIA) Regulations 2017. An Environmental Statement will therefore be submitted as part of the application, which will contain information about the environmental effects of the Project.
5. The documents, plans and maps showing the nature and location of the Project, including the Preliminary Environmental Information Report (“PEIR”) and non-technical summary (NTS), will be available to download free of charge from Tuesday 18 February 2025 until Tuesday 15 April 2025 on www.nationalgrid.com/nh-hm.
6. Reference copies of certain documents, showing the nature and location of the proposed development will also be available to view free of charge from Tuesday 18 February 2025 at the following inspection points in the vicinity of the Project for the duration of the consultation (until Tuesday 15 April 2025):

9. Following the start of the statutory consultation, consultees will be able to request paper copies of consultation documents.
The documents that will be made available on request, free of charge, will be the:
• Community Newsletter
• Project Background Document
• Feedback questionnaire
• NTS of the PEIR. Requests for paper copies of the technical documents forming the PEIR will be reviewed on a case-by-case basis
• Statement of Community Consultation
Requests for paper copies of the technical documents will be reviewed on a case by-case basis. To cover printing costs a reasonable copying charge may apply, to be paid for by the recipient and up-to a maximum value of £500 for the whole suite of consultation documents.

How to respond to the consultation
10. The consultation is running between Tuesday 18 February and Tuesday 15 April 2025
11. Any consultation responses or other representations in respect of the Project during the consultation period can be submitted in writing in the following ways:
• Completing an online feedback questionnaire at: www.nationalgrid.com/nh-hm
• Providing feedback by email (contact@nh-hm.nationalgrid.com)
• Scanning a paper copy of the feedback questionnaire or submitting a letter or written response.
• Returning a paper copy of the response form or a letter response by post at Freepost NH TO HM (no stamp required).
12. In providing their consultation response, consultees should:
• State in writing the nature of the response or representation;
• Indicate who is making the response or representation; and
• Include an address to which correspondence relating to the response can be provided
13. A printed copy of the feedback questionnaire can be requested by contacting the Project team on the details below.
14. The Applicant must receive all responses by 11:59pm on Tuesday 15 April 2025 to ensure their consideration.
15. Please note that responses are likely to be made public, but that contact/personal details will be redacted. When deciding on the final form of the proposed application for a DCO for the proposed project, the Applicant will take into account any response to this publicity or the consultation that is received before the specified deadline.
16. The Applicant may be required to make copies of representations available to the Secretary of State. However, the Applicant will request that personal details are not placed on the public record. Personal details will be held securely in accordance with the relevant data protection legislation and will be used solely in connection with the consultation process and the development of this Project and, except as noted above, will not be disclosed to any third parties.
