ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

LONDON BOROUGH OF MERTON

(BLAKES LANE AND WEST BARNES LANE, KT3)

(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2025

  1. The London Borough of Merton Council, with the agreement of the Royal Borough of Kingston, hereby give notice that to facilitate gas main works in Blakes Lane and West Barnes Lane, KT3, they intend to make an Order, the effect of which would be to temporarily prohibit vehicular traffic in the said roads.
  2. Whilst the works take place no person would -

    (a) cause or permit any vehicle to enter or proceed in:-

    • (i) Blakes Lane, between its junction with West Barnes Lane and the common boundary of Nos. 78 and 80 Blakes Lane;
    • (ii) West Barnes Lane, between its junction with Barnes End and its junction with Blakes Lane;

      (b) cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle in-

    • (i) the road or length of road specified in sub-paragraph 2(a)(i) above; or
    • (ii) West Barnes Lane, between its junction with Blakes Lane and the common boundary of Nos. 461 and 463 West Barnes Lane.

  3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
  4. An alternative route for diverted vehicular traffic would be via West Barnes Lane, Claremont Avenue, Malden Way, Blakes Lane, Blakes Avenue and Motspur Park or via Motspur Park and Blakes Avenue.
  5. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal of Vehicles Regulations 1986.
  6. Nothing in the Order would apply to:-

    (a) any person carrying out the works or any vehicle being used in connection with the execution of the said works;

    (b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

    (c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions; or

    (d) so as to prevent access to premises in or adjacent to the length of road specified in paragraph 2 above, insofar as access is reasonably practicable without interference with the said works.

  7. The Order would come into operation on Monday 10th March 2025 and remain in force for 18 months. However, the works are anticipated to be completed within 4 weeks.

LONDON BOROUGH OF MERTON

(MOSTYN ROAD)

(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2025

  1. The Council of the London Borough of Merton hereby give notice that to enable highway improvement works in Martin Way near its junction with Mostyn Road, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in Mostyn Road.
  2. During the works no person will:-

    (a) cause or permit any vehicle to enter or proceed in Mostyn Road, from its junction with Martin Way, northward for a distance of 20 metres;

    (b) cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicles in the road or length of road specified in sub-paragraph (a) above.

  3. The restrictions will apply only during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
  4. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
  5. Nothing in the Order will apply to:-

    (a) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

    (b) any vehicle being used in connection with the execution of the said works; or

    (c) any vehicle being used for police, fire brigade or ambulance purposes subject to site conditions; or

    (d) so as to prevent access to premises in or adjacent to the length of road specified in paragraph 2 above insofar as access is reasonably practicable without interference with the said works.

  6. Vehicular traffic affected by the road closure should proceed by way of Cranleigh Road, Poplar Road, Grasmere Avenue, Crown Lane and Martin Way or vice-versa.
  7. The Order will come into operation on Monday 17 February 2025 with the works anticipated to be completed within 2 weeks. However, the Order will remain in force for 3 months should further works be required.

LONDON BOROUGH OF MERTON

(PLANNED TREE CUTTING AND PRUNING WORKS - MITCHAM)

  1. The Council of the London Borough of Merton hereby give notice that to enable tree cutting and pruning works in Caithness Road, Mitcham, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.
  2. During the works, no person would cause or permit any vehicle to wait, including for the purpose of loading or unloading that vehicle, within 10 metres of any tree in the road or length of road specified in column 2 of the Schedule to this notice.
  3. Any designated parking place situated in the road or length of road specified in the Schedule to this notice would be suspended for the duration of the works. The works would be carried out under a rolling programme of parking suspension to minimise the inconvenience to residents.
  4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
  5. Nothing in the Order would apply to:-

    (a) any vehicle being used in the execution of the said works; or

    (b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

    (c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions.

  6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
  7. The Order would come into operation on Monday 3rd March 2025 and the anticipated works dates are listed in column 3 of the Schedule to this Notice. However, the Order would remain in force for 18 months during which its provisions would be re-introduced should further works be required.
