(Civil Enforcement Area) (Amendment No.47) Order 202x

Notice is hereby given Colchester City Council acting on behalf of the North Essex Parking Partnership in exercise of the delegated powers of the traffic authority Essex County Council granted under an Agreement dated 1st July 2022 proposes to make the above Order under Sections 1(1), 2(1) to (3), 4 (1), 4(2), 32, 35,45,46,49 and 53 and Parts III and IV of schedule 9 of the Road Traffic Regulation Act 1984

The effect of the Order:

1. To revoke the resident permit holders only A Mon - Sat 10am - 5.30pm on the East kerb near to 1 to 3 Kings Avenue and introduce a Loading Bay in its place.

2. To partially revoke the No Waiting at Any Time on the East kerb of Kings Avenue near to 14 to 19 and introduce a resident permit holders only A Mon-Sat 10am - 5.30pm.

3. To partially revoke the No Waiting at Any Time outside Kings Court, on East kerb of Kings Avenue, Buckhurst Hill and introduce a resident permit holders only A Mon-Sat 10am - 5.30pm bay.

4. To partially revoke the Controlled zone No waiting Mon - Sat 10am - 5.30pm outside of Kings Court, Back Lane, Buckhurst Hill and to introduce a shared use Resident/Business permit holders only A Mon - Sat 10am - 5.30pm and create 3 bays to accommodate the entrance/exit of Kings Court.

This Order will be incorporated into The Essex County Council (Epping Forest District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 by replacing tile numbers TQ415 937 revision 2 replaced by TQ415 937 revision 3.

Temporary Taxi Rank - Post Office Road, Harlow

NOTICE IS HEREBY GIVEN that Colchester City Council acting on behalf of the North Essex Parking Partnership in exercise of the delegated powers of the traffic authority Essex County Council granted under an Agreement dated 1 July 2022 Has Made the following order under Section 14(1) of the Road Traffic Regulation Act 1984, as amended.

(Post Office Road, Harlow) (Temporary Waiting Restriction - Taxi Rank) Order 2025

Effects of the Order: To introduce a Taxi Rank in Post Office Road, Harlow during the duration of the development of the new bus station.

1. To introduce A Taxi rank in Post Office Road Harlow.

The Essex County Council (Harlow District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) (Consolidation) Order 2019 will be temporarily amended for the duration of the above restrictions by substituting tile numbers TL445 100 revision 4 to revision 5.

The Order will come into operation on 13.02.2025 and will remain in force for a period of up to 18 months.

(Back Lane, Nazeing) (Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Back Lane, Nazeing in the District of Epping Forest, from a point approximately 280m north west of its junction with Nazeing Common for a distance of approximately 140m in a north westerly direction. The closure is scheduled to commence on 10th March 2025 for 2 days, or where stated on a valid permit (KA140RFSI2042841-RC - Gigaclear). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while vegetation works are undertaken by Gigaclear.

An alternative route is available via Back Lane, Betts Lane, Nazeing Common and vice versa. The Order will come into effect on 20th February 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Faggoters Lane, Ongar) (Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Faggoters Lane, Ongar in the District of Epping Forest, from its junction with Workers Road for a distance of approximately 30m in a north easterly direction. The closure is scheduled to commence on 10th March 2025 for 3 days, or where stated on a valid permit (MX04410258356RC - Affinity Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while lid and frame works are undertaken by Affinity Water.

An alternative route is available via Faggoters Lane, Harlow Road, Matching Green Road, Matching Road, Moor Hall Road, Sheering Road, Churchgate Street, Hobbs Cross Road, Threshers Bush, Workers Road and vice versa.

The Order will come into effect on 20th February 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Manor Road, Lambourne) (Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Manor Road, Lambourne in the District of Epping Forest, from its junction with New Road to its junction with Hook Lane a distance of approximately 550m. The closure is scheduled to commence on 10th March 2025 for 4 days, or where stated on a valid permit (EC30037600776 - UK Power Networks). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while pole replacement works are undertaken by UK Power Networks. An alternative route is available via Manor Road, Lambourne Road, Romford Road, Hog Hill Road, Collier Row Road, Chase Cross Road, Havering Road, Orange Tree Hill, North Road, Oak Hill Road, Bournebridge Lane and vice versa.

The Order will come into effect on 20th February 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Millers Lane, Chigwell) (Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Millers Lane, Chigwell in the District of Epping Forest, from its junction with Lambourne Road for a distance of approximately 40m in a north westerly direction. The closure is scheduled to commence on 15th March 2025 for 1 day, or where stated on a valid permit (BC008WG1D5K8L01SB - Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while pole renewal works are undertaken by Openreach.

An alternative route is available via Millers Lane, Gravel Lane, Lambourne Road and vice versa. The Order will come into effect on 20th February 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Mott Street, Waltham Abbey) (Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Mott Street, Loughton in the District of Epping Forest, from a point approximately 480m north then north east of its junction with Lippits Hill for a distance of approximately 20m in a south easterly direction. The closure is scheduled to commence on 10th March 2025 for 5 days, or where stated on a valid permit (MU091NLS00081282361-0235 - Thames Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new water connection works are undertaken by Thames Water.

An alternative route is available via Church Road, Lippitts Hill and vice versa (with access only into Mott Street).

The Order will come into effect on 20th February 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) (No.5) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

1. To temporarily close that length of road in the District of Harlow as specified in the schedule to this Order.

2. A temporary 'No Waiting, No Loading and No Stopping' restriction will be introduced on both sides of carriageway on the above length of road for the duration of the closures to facilitate the works. Signs will be installed indicating when the No Waiting restriction will be in force.

"The Essex County Council (Harlow District) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019" will be temporarily amended to include the temporary 'No Waiting at Any Time' restriction and suspend any existing parking and waiting restrictions on the above length of road only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.

The works being undertaken will take place within an 18-month period from 20th February 2025, exact dates will be specified on one.network. The roads will be closed to facilitate each phase of works and then re-opened to the public. Access will be maintained for emergency services. Diversion routes will be signed at each location and residents will be informed of the dates of each phase via letter/leaflet drop and advanced warning signs on the roads.

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Birds Green, Fyfield in the District of Epping Forest, from its junction with Dunmow Road for a distance of approximately 380m in a north easterly then south easterly direction. The closure is scheduled to commence on 28th February 2025 for 1 day, or where stated on a valid permit (BC008WFRR034TSB -Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while cabling works are undertaken by Openreach.

An alternative route is available via Birds Green, School Lane, Dunmow Road and vice versa. The Order came into effect on 6th February 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(First Avenue, Harlow) (Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of First Avenue, Harlow in the District of Harlow, from its junction with First Avenue Roundabout for a distance of approximately 30m in a north westerly direction. The closure is scheduled to commence on 24th February 2025 for 1 day, or where stated on a valid permit (BC008WFRM9C9METHSB - Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while cabling works are undertaken by Openreach.

An alternative route is available via First Avenue, Fifth Avenue, Velizy Avenue, Third Avenue, Second Avenue, Howard Way and vice versa.

The Order came into effect on 6th February 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Hoe Lane/Market Place, Lambourne) (Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Hoe Lane/ Market Place, Lambourne in the District of Epping Forest, from its junction with The Poplars for a distance of approximately 30m in a north westerly then north easterly direction. The closure is scheduled to commence on 26th February 2025 for 3 days, or where stated on a valid permit (MX04410255601 - Affinity Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while ferrule renewal works are undertaken by Affinity Water.

An alternative route is available via Market Place, Abridge Road, Coppice Row, Jacks Hill, Wake Arms Roundabout, Goldings Hill, Rectory Lane, Chigwell Lane, The Broadway, Abridge Road Roundabout, London Road and vice versa.

(Temporary Introduction of Banned Left Hand Turn & Banned Right Turn) &

(Temporary Introduction of a Clearway) Order 2025

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

1. To temporarily introduce a no left hand turn and no right hand turn from Lower Queens Road, Buckhurst Hill in the District of Epping Forest into Albert Road.

2. To temporarily introduce a 'No Waiting, No Loading and No Stopping' restriction in that length of Lower Queens Road, Buckhurst Hill in the District of Epping Forest from its junction with Albert Road to its junction with Mountbatten Court a distance of approximately 60m.

These restrictions are scheduled to commence on 25th February 2025 for 1 day, or where stated on a valid permit (MU113SA-1083101 - Thames Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while manhole cover replacement works are undertaken by Thames Water.

An alternative route is available via Albert Road, Loughton Way, Hurst Road, Rous Road, Roding Lane and vice versa.

(Matching Tye Road, Matching) (Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Matching Tye Road, Matching in the District, of Epping Forest, from a point approximately 715m south west of its junction with Matching Road for a distance of approximately 110m in a south westerly direction. The closure is scheduled to commence on 25th February 2025 for 3 days, or where stated on a valid permit (MX04410251836 - Affinity Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while water main repair works are undertaken by Affinity Water.

An alternative route is available via Matching Tye Road, Downhall Road, Matching Road, Sheering Road, Hatfield Heath Road, The Street, Harlow Road, Gilden Way, Gilden Way Spur, Moor Hall Road, Matching Green Road and vice versa.

The Order came into effect on 6th February 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Temporary Prohibition of Use) Order (No.2) 2025

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

1. To temporarily close those lengths of footpaths in the District of Harlow as specified in the Schedule.

2. The works being undertaken will take place within a 6-month period from 6th February 2025, exact dates will be specified on One.network. The footpaths will be closed to facilitate each phase of works and then re-opened to the public. Access will be maintained for emergency services. Diversion routes will be signed at each location and residents will be informed of the dates of each phase via letter/leaflet drop and advanced warning signs on the footpaths.

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

1. A temporary 'No Waiting, No Loading and No Stopping' restriction will be introduced on both sides of carriageway on those lengths of roads as specified in the schedule. Signs will be installed indicating when the No Waiting, No Loading and No Stopping restriction will be in force.

2. "The Essex County Council (Epping Forest District) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019" will be temporarily amended to include the temporary 'No Waiting, No Loading and No Stopping at Any Time' restriction and suspend any existing parking and waiting restrictions on the above lengths of roads only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.
