What is happening?

THE COUNCIL OF THE CITY OF SUNDERLAND
SECTIONS 90A AND 90C HIGHWAYS ACT 1980 – TRAFFIC CALMING NOTICE.
PROPOSED CONSTRUCTION OF SPEED CUSHIONS AND ROUND TOPPED ROAD HUMPS, REDBURN ROW, HOUGHTON-LE-SPRING

Notice is hereby given that the Council of the City of Sunderland in exercise of its powers under Section 90A of the Highways Act 1980 and after consultation in accordance with Section 90C of the Highways Act 1980 proposes to construct speed cushions and road humps complying with the Highways (Road Humps) Regulations 1999 as traffic calming measures to reduce vehicle speeds along Redburn Road, Houghton-Le-Spring. The current speed limit on the above length of road is 30mph. The road humps are in the form of two sets of speed cushions which are raised sections of the carriageway and three sets of round topped road humps which are designed to control vehicle speeds.
The locations, nature and dimensions of the proposed Speed Cushions are as follows:-
Dimensions The speed cushions will have the following dimensions: Overall Width: 800mm; Length: 3000mm; On/off Gradient:1:8; Plateau Length:1800mm; and Max Height: 75mm.
Locations At these locations the speed cushions will be centred longitudinally at the given reference point. (i) Redburn Row from the centred at a point 4.8 metres east of the extended party property boundary of 10 & 11 Bramble Close; and (ii) Redburn Row from the centre of the southern carriageway, at a point 18.3 metres west of the extended western boundary of Thornton Cottage.
The locations, nature and dimensions of the proposed round topped road humps are as follows:
Dimensions This round top speed cushion will have the following dimensions: Overall Width: 3700 mm; Length: Varies; On/off Gradient:1:10; and Max Height: 75 mm.
Locations (i) Redburn Row centred at a point 141.0 metres west of the extended western boundary of Thornton Cottage; (ii) Redburn Row centred at a point 46.7 metres west of the extended eastern boundary of 5 The Mews; and (iii) Redburn Row centred at a point 47.8 metres east of the extended eastern boundary of 5 The Mews.
The plans and a statement of reasons for the above proposed road humps may be inspected during normal opening hours at City Hall, Plater Way, Sunderland SR1 3AA, until the end of the consultation period. An electronic copy of the documents can also be obtained by emailing: statutoryorders@sunderland.gov.uk. Objections to the proposed road humps must be made in writing to E. Waugh, Assistant Director of Law and Governance, City Hall, Plater Way, Sunderland SR1 3AA or via email at: statutoryorders@sunderland.gov.uk on or before 10th March 2025 and any objection must state the grounds on which it is made.
