THE SURREY COUNTY COUNCIL

D2557 East Street, Great Bookham Temporary Prohibition of Traffic Order (No.2) 2025

On 12 February 2025 Surrey County Council made the above-mentioned Temporary Order under Section 14(1) and (7) of the Road Traffic Regulation Act 1984 “the Act”, the effect of which will be to: – 1. Prohibit vehicles from entering or proceeding in that length of D2557 East Street, Great Bookham that extends from its junction with A246 Leatherhead Road, to the south-eastern property boundary of “Stoneleigh No.1 Fairfield Terrace”. 2. Suspend the “Surrey County Council East Street (D2557) Bookham Temporary Prohibition of Traffic Order 2025” in its entirety. This Traffic Order is required to enable Surrey County Council to carry out traffic signal refurbishment and/or repair and/or maintenance and/or highway works. These works are anticipated to be carried out within 7 days of the 12 month period of operation of this Temporary Order that commences on 15 February 2025. Advanced warning signs will be displayed and the temporary closure which is anticipated to be required for 24 hours each day, will only operate when the relevant traffic signs are displayed. In the event that it is necessary to restrict any access at any time the Council are satisfied that, in accordance with Section 3(2) of the Act, vehicular access to and from premises within the lengths of roads above, or accessible only therefrom may be restricted in order to avoid danger to persons or other traffic using the road and/or preventing the likelihood of such danger arising. Access for pedestrians and, dismounted cyclists and equestrians will be maintained at all times. Access for emergency services, residents and businesses will be maintained to the point of works via the alternative routes described below. Alternative routes: – Westbound traffic will be diverted via Hawkwood Rise/The Lorne, Lower Road and East Street. Eastbound traffic will be diverted via Eastwick Road, Lower Road and East Street.

Crescent Road (D1431) Caterham Temporary Prohibition of Traffic Order 2025

On 12 February 2025 Surrey County Council made the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Crescent Road (D1431) Caterham which extends from its junction with Croydon Road (B2208) to the northwestern property boundary line of “2 Crescent Road”.

Alternative Route – Croydon Road (B2208), GODSTONE ROAD (B2030) and Timber Hill Road (D1431) or the same route in reverse.

This Order is required to allow SGN to carry out new gas connection, which is anticipated to be completed within 8 days, between 8:00am and 4:00pm, during the 12 month period of operation of this Order which will commence on 17 February 2025. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in force 24 hours per day, will only operate when the relevant traffic signs are displayed. Access for residents, pedestrians and cyclists will be maintained at all times. All other vehicular traffic will be required to use the signed diversion route including emergency vehicles.

Slines Oak Road (D1360) Woldingham Temporary Prohibition of Traffic Order 2025

On 12 February 2025 Surrey County Council made the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Slines Oak Road (D1360) Woldingham which extends from its junction with Uplands Road (N35163) for 300m in a southwards direction.

Alternative Route – Slines Oak Road (D1360), Lunghurst Road (D1361) and Halliloo Valley Road (D1359) or the same route in reverse.

This Order is required to allow BT Openreach to carry out telecom works, which is anticipated to be completed within 1 day, between 8:30am and 3:30pm, during the 12 month period of operation of this Order which will commence on 19 February 2025. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in force 24 hours per day, will only operate when the relevant traffic signs are displayed. Access for emergency vehicles, residents, pedestrians and cyclists will be maintained at all times. All other vehicular traffic will be required to use the signed diversion route.

Church Lane (C138) Hooley Temporary Prohibition of Traffic Order 2025

On 12 February 2025 Surrey County Council made the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Church Lane (C138) Hooley which extends from its junction with Broad Walk (X25192) to the northwestern property boundary line of “Brambledown”.

Alternative Route – Church Lane (C138), STAR LANE (C139) and Church Lane Avenue (D1156) or the same route in reverse.

This Order is required to allow BT Openreach to carry out pole testing works, which is anticipated to be completed within 1 day, between 9:30am and 3:30pm, during the 12 month period of operation of this Order which will commence on 20 February 2025. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access for emergency vehicles, residents, pedestrians and cyclists will be maintained at all times. All other vehicular traffic will be required to use the signed diversion route.

Parkgate Road (C59) Newdigate Temporary Prohibition of Traffic Order 2025

On 12 February 2025 Surrey County Council made the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Parkgate Road (C59) Newdigate which extends from; (a) the southwestern property boundary line of “Hallings Hatch” to the northeastern property boundary line of “Lances Cottage” and; (b) the southeastern property boundary line of “Downton” to the northeastern property boundary line of “Sampford House”.

Alternative Route – Parkgate Road (C59), Partridge Lane (C60) and Rusper Road (C59) or the same route in reverse.

This Order is required to allow BT Openreach to carry out telecom works, which is anticipated to be completed within; (a) 1 day, between 9:30am and 3:30pm, during the 12 month period of operation of this Order which will commence on 21 February 2025 and; (b) 1 day, between 9:30am and 3:30pm, during the 12 month period of operation of this Order which will commence on 13 March 2025. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access for emergency vehicles, residents, pedestrians and cyclists will be maintained at all times. All other vehicular traffic will be required to use the signed diversion route.

Various Roads in Mole Valley Temporary Prohibition of Traffic Order 2025

On 7 February 2025, Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in the lengths of roads specified and described in the Schedule to this Notice. This Order is required to facilitate sign works for, or on behalf of Surrey County Council which is anticipated to be completed as soon as possible, between the hours of 8.00 am and 5.00pm, within the 18-month period of operation of this Order which will commence on 28 February 2025. Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. Access for residents, emergency services, pedestrians, cyclists and equestrians will be maintained at all times.

Schedule

1. that length of Hurst Lane (C55) Headley between its junction with Clay Lane (C56) and its junction with Walton Road (D2476). Alternative Route – Clay Lane, Tilley Lane, Headley Road and Walton Road, or this route in reverse;

2. that length of Reigate Road and Mill Way (B2033) Leatherhead and Leech Lane (B2033) Headley between its junction with Leatherhead By-Pass Road (A24) and its junction with Lodgebottom Road (D312). Alternative Route – Leatherhead By-Pass Road, Headley Road, Clay Lane, Church Lane and Leech Lane, or this route in reverse;

3. that length of Headley Road (C55) Leatherhead between its junction with Leatherhead By-Pass Road (A24) and its junction with The Drive (X15119). Alternative Route – Leatherhead By-Pass Road, Reigate Road, Mill Lane, Leech Lane, Church Lane and Clay Lane or this route in reverse;

4. that length of Headley Lane and Lodgebottom Road (D312) Mickleham between its junction with Old London Road (B2209) and its junction with Leech Lane (B2033). Alternative Route – Old London Road, Leatherhead By-Pass Road, Reigate Road, Mill Way and Leech Lane, or this route in reverse.

Dene Street (D2813) Dorking Temporary Prohibition of Traffic Order 2025

On 7 February 2025, Surrey County Council made the above-mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in that length of Dene Street (D2813) Dorking as extends from its junction with High Street (A25) to the southern boundary of the property known as “41 Dene Street”. Alternative Route: Dene Street, Chart Lane, A24 (Deepdene Avenue) and A25 (Reigate Road and High Street), or the same route in reverse. This Order is required to enable BT to facilitate communication works and/or other associated works. These works are anticipated to be carried out over 1 week, between the hours of 9.30am and 4.00pm, during the 12-month period of operation of this Temporary Order that commences on 24 February 2025. Advanced warning signs will be displayed and the temporary closure, will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, emergency service vehicles, pedestrians and cyclists will be maintained at all times.

Bletchingley Road (C69) Merstham Temporary Speed Limit Order 2025

On 7 February 2025 Surrey County Council made the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to impose a speed limit of 30mph on that length of Bletchingley Road (C69) Merstham between a point 72 metres west of the centreline of Warwick Wold Road (D388) and a point 126 metres west of the western edge of the M23 overbridge.

The Order is required to allow SES Water to conduct a new connection and all associated works which is anticipated to be completed within 4 days during the 12-month period of operation of this Order which will commence on 24 February 2025. Advanced warning signs will be displayed and the temporary speed limit, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. The speed limit imposed by this Order shall not apply to vehicles used by special forces in accordance with the Road Traffic Exemptions (Special Forces) (Variation and Amendment) Regulations 2011 or in respect of anything done with the permission or at the direction of a police constable in uniform or in accordance with any restriction or requirement indicated by traffic signs placed on the highway by or on behalf of the Police.

Wray Park Road (D1214) Reigate Temporary Prohibition of Waiting, Loading and Unloading Order 2025

On 7 February 2025, Surrey County Council made the above mentioned Temporary Order under Sections 14(1) and 14(7) of the Road Traffic Regulation Act 1984, the effect of which will be to: (a) prohibit waiting, loading, and unloading at any time, by vehicles on both sides of the carriageway in that length of Wray Park Road (D1214) Reigate as extends from a point 110 metres west of to a point 75 metres east of its junction with Brightlands Road (D1210); and (b) Suspend “The Surrey County Council (Various Roads in Reigate and Banstead) (Prohibition and Restriction of Waiting, Loading and Unloading and Revocation) Order 2013” (As Amended) insofar as it affects that length of road specified in part (a) of this Notice. This Temporary Order is required to facilitate safe egress from Reigate Fire Station as part of Police and Fire Service emergency responses during the 18-month period of operation of this Order which commences on 22 February 2025. This temporary restriction will only operate when the relevant traffic signs are displayed and only to such extent as indicated by those traffic signs. Exemptions apply for vehicles when waiting because they are required by law to stop, are obliged to stop in order to prevent an accident or are prevented from proceeding because of circumstances outside the drivers control and in respect of anything done with the permission or at the direction of a police constable in uniform or of a civil enforcement officer will apply when the temporary restrictions are in force. (N.B. Disabled persons displaying a disabled blue badge will not be exempt from the temporary waiting restriction).

Ottways Lane (D2575) Ashtead Temporary Prohibition of Traffic Order 2025

On 12 February 2025 Surrey County Council made the above mentioned Temporary Order under Sections 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Ottways Lane (D2575) Ashtead as extends from its junction with (X2621) Paddocks Way north-eastwards for a distance of 60 metres. Alternative Route – Ottways Lane; Grange Road; A24 Leatherhead Road; and Ottways Lane or this same route in reverse. The Order is required to allow underground electrical utility works and/or any other associated works to be carried out by, or on behalf of UK Power Networks within the length of road described in this notice. These works are anticipated to be carried out as soon as possible over five days between the hours of 9am and 6pm within the 12-month period of operation of the Temporary Order that commences on 17 February 2025. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Access for residents within the closure area, pedestrians and dismounted cyclists will be maintained at all times. All other traffic, including the emergency services, will be required to use the signed diversion route.

Grove Road (D2502) and Woodfield Lane (D2613) Ashtead Temporary Prohibition of Traffic Order 2025

On 12 February 2025 Surrey County Council made the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of (a) Grove Road (D2502) Ashtead as extends from its junction with (A24) The Street south-eastwards for a distance of 20 metres. Alternative Route – A24 The Street; Park Lane; Dene Road; and Grove Road or this same route in reverse; and (b) Woodfield Lane (D2613) Ashtead as extends from its junction with (A24) The Street north-westwards for a distance of 20 metres. Alternative Route – Woodfield Lane; Craddocks Avenue; and A24 Epsom Road/The Street or this same route in reverse. The Order is required to allow water utility works and/or any other associated works to be carried out by, or on behalf of SES Water within the length of road described in this notice. These works are anticipated to be carried out as soon as possible over three days within the 12-month period of operation of the Temporary Order that commences on 17 February 2025. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Access for pedestrians and dismounted cyclists will be maintained at all times. All other traffic, including residents and the emergency services, will be required to use the signed diversion route. No sole access will be affected.

Lower Road (D265) Fetcham Temporary Prohibition of Traffic Order 2025

On 7 February 2025, Surrey County Council made the above-mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in that length of Lower Road (D265) Fetcham as extends from its junction with Keswick Road (D2597) to its junction with The Laurells (X8112). Alternative Route: Lower Road, The Ridgeway, Guildford Road (B2122), Leatherhead Road (A246), Eastwick Road and Lower Road, or the same route in reverse. This Order is required to enable Milestone Communications to facilitate mast replacement works and/or other associated works. These works are anticipated to be carried out over 1 day, between the hours of 9.30am and 3.00pm, during the 12-month period of operation of this Temporary Order that commences on 24 February 2025. Advanced warning signs will be displayed and the temporary closure, will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, pedestrians and cyclists will be maintained at all times.

Ledgers Road (D451) Chelsham Temporary Prohibition of Traffic Order 2025

Surrey County Council propose to make the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Ledgers Road (D451) Chelsham as extends from its junction with Washpond Lane (D451) to a point 595 metres north of this junction (near Old Bull Cottages).

Alternative Route – Ledgers Road, Chelsham Common Road, Chelsham Road, Limpsfield Road (B269) and Ledgers Road, or the same route in reverse.

The Order is required to allow Openreach to facilitate pole replacement, tree cutting and all associated works which is anticipated to be completed within 1 day, between 8:30am and 3:30pm, during the 12-month period of operation of this Order which will commence on 3 March 2025. Advanced warning signs will be displayed, and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Access for emergency vehicles, residents within the closure, pedestrians and cyclists will be maintained at all times.

Whyteleafe Road (C227) Caterham Temporary Prohibition of Traffic Order 2025

Surrey County Council propose to make the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Whyteleafe Road (C227) Caterham which extends from its junction with Furrows Place (D1428) to its junction with Taunton Avenue (D1428).

Alternative Route – Whyteleafe Road (C227), High Street (B2030), Town End (B2030), Burntwood Lane (D1402) and Whyteleafe Road (C227) or the same route in reverse.

This Order is required to allow BT Openreach to carry out telecom works, which is anticipated to be completed within 1 day, between 9:30am and 3:30pm, during the 12 month period of operation of this Order which will commence on 10 March 2025. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access for emergency vehicles, residents, pedestrians and cyclists will be maintained at all times. All other vehicular traffic will be required to use the signed diversion route.

Clarence Walk (D1250) Redhill Temporary Prohibition of Traffic Order 2025

On 12 February 2025 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Clarence Walk (D1250) Redhill as extends from its junction with (D1208) Hardwick Road to its junction with (D1250) Clarence Road. Alternative Route: Clarence Walk, Somerset Road, Pendleton Road, and Clarence Road, or this route in reverse. This Order is required to facilitate new water connection works for, or on behalf of SES Water. These works are anticipated to be carried out over 3 days, between the hours of 7.30am and 5pm, during the 12-month period of operation of this Temporary Order that commences on 26 February 2025. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Access for residents, pedestrians and dismounted cyclists will be maintained at all times. All other traffic, including the emergency services will be required to use the signed diversion route.

Various Roads in Tandridge Temporary Prohibition of Traffic Order (No.1) 2025

On 12 February 2025 Surrey County Council made the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to temporarily prohibit vehicles from entering or proceeding in the lengths of roads specified in the Schedule to this Notice. This Order is required to facilitate gas mains replacement works for, or on behalf of SGN. These works will be carried out over 5 weeks, in 4 phases, all between the hours of 8am and 4pm, within the 12-month period of operation of this Order which will commence on 24 February 2025. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. For parts (1, and 2 of the Schedule) Access for pedestrians and dismounted cyclists will be maintained at all times. It will not be possible to maintain access through the closure for emergency services, residents and businesses and all vehicular traffic will be required to use the signed diversion route. The Council are satisfied that, in accordance with Section 3(2)(a) and 3(2)(b) of the Act, vehicular access to and from premises within the length of road above, or accessible only therefrom, may be restricted in order to avoid danger to persons or other traffic using the road and/or for preventing the likelihood of any such danger arising. For parts (3, and 4 of the schedule) Access for residents, pedestrians and dismounted cyclists will be maintained at all times. All other traffic, including the emergency services will be required to use the signed diversion route.

Schedule

(1) the entire length of Park Road (D1426) Caterham. Alternative Route: (B2031) Chaldon Road, and (B2030) High Street, or this route in reverse.

(2) that length of Court Road (D1426) as extends from its junction with (B2031) Chaldon Road to its junction with (D1426) Homestead Road. Alternative Route: (B2031) Chaldon Road, and (B2030) High Street, and Court Road, or this route in reverse.

(3) the entire length of at length of London Road (D1443) Caterham. Alternative Route: (a) (B2031) Chaldon Road, Nelson Road, and Homesdale Road; (b) Homesdale Road, Coulsdon Road, and (B2031) Chaldon Road.

(4) that length of Nelson Road (D1443) Caterham as extends from its junction with (B2031) Chaldon Road to its junction with (D1443) London Road. Alternative Route: (a) Homesdale Road, Coulsdon Road, and (B2031) Chaldon Road; (b) (B2031) Chaldon Road, London Road, and Homesdale Road.

Westhumble Street (D2530) Westhumble Temporary Prohibition of Traffic Order 2025

Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in the entire length of Westhumble Street (D2530) Westhumble. Alternative Route: Chapel Lane, Dorking Road, Leatherhead Road, (A246) Leatherhead Road, (A246) Guildford Road, (A246) Young Street, (A24) Dorking Road, (A24) London Road, (A24) Mickleham By-Pass, and (A24) London Road, or this route in reverse. This Order is required to facilitate telecom utility works for, or on behalf of BT Openreach. These works are anticipated to be carried out over 3 days, between the hours of 9.30am and 4pm, during the 12-month period of operation of this Temporary Order that commences on 11 March 2025. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, via road plates, if necessary, as will access for pedestrians and cyclists.

Church Lane (C82) Oxted Temporary Prohibition of Traffic Order (No.1) 2025

Surrey County Council propose to make the above-mentioned Temporary Order under Section 14(1) and 14(7) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of; (a) Church Lane (C82) Oxted as extends from its roundabout with (C82) Station Road West and (D439) East Hill Road to its junction with (D439) Wheeler Avenue; (b) Church Lane (C82) Oxted as extends from its junction with (D438) Haywain to its junction with (A25) West Hill; (c) Suspend “The Surrey County Council Church Lane (C82) Oxted Temporary Prohibition of Traffic Order 2024” in its entirety. The Order is required to facilitate – (1) A safe working zone to enable access to tree cutting and telecom pole works for, or on behalf of BT Openreach. These works are anticipated to be carried out over 1 day, between the hours of 9.30am and 3.30pm, commencing on14 March 2025. Alternative route: East Hill Road, (A25) West Hill, and Church Lane, or this route in reverse. (2) To allow new connection works and/or utility maintenance works to be carried out for, or on behalf of ALS Civil Engineers. These works are anticipated to be carried out over 9 weeks, between the hours of 8am and 6pm, commencing on 17 March 2025. Alternative route for this closure. (a) East Hill Road, (A25) West Hill, and Church Lane, or this route in reverse; (b) (A25) Godstone Road, Barrow Green Road, and Church Lane, or this route in reverse. These works will commence on 14 March 2025 during the 12-month period of operation of this Temporary Traffic Order. For Part (1) Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. For Part (2) Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. For Part (1) Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, as will access for pedestrians and cyclists. For Part (2) Access will be maintained for residents, pedestrians and dismounted cyclist at all times, all other traffic including emergency service vehicles, will be required to follow the diversion route.

D1013 Brighton Road Service Road, Banstead Temporary Prohibition of Traffic Order 2025

Surrey County Council propose to make the above mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of D1013 Brighton Road Service Road, Banstead that extends from the northern side of its junction with B2221 Tattenham Way, to its junction with D1009 Burgh Wood. This Traffic Order is required to enable Southern Gas Networks to carry out gas mains replacement and/or connection and/or maintenance works in Brighton Road Service Road between “Nos.2 and 32 Brighton Road”. These works are anticipated to be carried out between the hours of 8am and 5pm within 6 weeks of the 12 month period of operation of this Temporary Order that commences on 03 March 2025. Advanced warning signs will be displayed and the temporary closure which is anticipated will be required for 24 hours each day, will only operate when the relevant traffic signs are displayed. Access for pedestrians and, dismounted cyclists and equestrians will be maintained at all times. Access for emergency services, residents and businesses will be maintained at all times via the alternative route: – via A217 Brighton Road, Burgh Wood and Brighton Road Service Road.
