NOTICE IS HEREBY GIVEN THAT Essex County Council has received a planning application from Heidelberg Materials UK for Continuation of development without compliance with condition 8 (restriction on number of nights on which night-time working is permitted) of planning permission ESS/01/11/CHL to allow additional week night and weekend night working for a period of 2 years. ESS/01/11/CHL is an amended planning permission for “Use of a coated roadstone plant and associated facilities for the manufacture of coated roadstone products using predominantly sand and gravel and recycled aggregates produced at the existing quarry” at Bulls Lodge Quarry, Generals Lane, Boreham, Chelmsford, Essex, CM3 3HR – ESS/05/25/CHL

(High Street, Ingatestone) (Temporary Prohibition of Traffic) Order 2025
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of High Street, Ingatestone in the City of Chelmsford, from a point approximately 20m south west of its junction with Common Road for a distance of approximately 30m in a south westerly direction. The closure is scheduled to commence on 2nd March 2025 for 1 day, or where stated on a valid permit (EC30073439925 – UK Power Networks).
The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new supply works are undertaken by UK Power Networks.

(North Hill, Chelmsford) (Temporary Prohibition of Traffic) Order 2025
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of North Hill, Chelmsford in the City of Chelmsford, from its junction with Colam Lane for a distance of approximately 130m in a north westerly direction. The closure is scheduled to commence on 10th March 2025 for 5 days, or where stated on a valid permit (EN013327613 – Essex And Suffolk Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new connection works are undertaken by Essex And Suffolk Water.
An alternative route is available via North Hill, The Ridge, Little Baddow Road, Main Road, Maldon Road, A12, A131, Main Road, Damases Lane, Mowden Hall Lane, Worlds End and vice versa.
The Order will come into effect on 20th February 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Twitty Fee/Hopping Jacks Lane, Chelmsford) (Temporary Prohibition of Traffic) Order 2025
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
1. To temporarily close that length of Twitty Fee, Chelmsford in the City of Chelmsford, from a point approximately 135m north west of its junction with Runsell Lane for a distance of approximately 250m in a north westerly direction.
2. To temporarily close that length of Hopping Jacks Lane, Chelmsford in the City of Chelmsford, from its junction with Twitty Fee for a distance of approximately 25m in a westerly direction.
The closures are scheduled to commence on 10th March 2025 for 1 day, or where stated on a valid permit (BC008WG2LHT7KETHSB & BC008WG2LHT7KETH01SB – Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closures are required for the safety of the public and workforce while overhead cabling works are undertaken by Openreach.

(Church Lane, Chelmsford) (Temporary Prohibition of Traffic) Order 2025
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Church Lane, Chelmsford in the City of Chelmsford, from its junction with Main Road for a distance of approximately 150m in a north westerly direction.
The closure is scheduled to commence on 26th February 2025 for 1 day, or where stated on a valid permit (BC008OGEA14868567L2CSB – Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new connection works are undertaken by Openreach.
An alternative route is available via Church Lane, Littley Green Road, Felsted Road, School Lane, Main Road, Great Leighs Bypass Roundabout South and vice versa.
The Order came into effect on 6th February 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Mill Lane, Chelmsford) (Temporary Prohibition of Traffic) Order 2025
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Mill Lane, Chelmsford in the City of Chelmsford, from its junction with Millfields to its junction with Green Meadows a distance of approximately 55m.
The closure is scheduled to commence on 24th February 2025 for 5 days, or where stated on a valid permit (AD037RO64873978 – Anglian Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while pipe replacement works are undertaken by Anglian Water.
An alternative route is available via Hyde Lane, Capons Lane, Pedlars Path and vice versa (with access only into Mill Lane).
The Order came into effect on 6th February 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Springfield Park Parade, Chelmsford) (Temporary Prohibition of Traffic) Order 2025
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Springfield Park Parade, Chelmsford in the City of Chelmsford, from its junction with Springfield Park Road for a distance of approximately 50m in a southerly direction. The closure is scheduled to commence on 24th February 2025 for 11 days, or where stated on a valid permit (AZ5011001383204 – Cadent). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network.
The closure is required for the safety of the public and workforce while mains replacement works are undertaken by Cadent.
An alternative route is available via Springfield Park Road, Springfield Park Lane, Springfield Park Avenue and vice versa (with access only into Springfield Park Parade).
The Order came into effect on 6th February 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
